Square Strengthens Partnership with Amaka to Launch Sage Accounting Integration

UEF Statement on the war in Ukraine and further European integration

The pandemic and Putin´s aggression to Ukraine have ushered a new era for Europe. This calls for a more proactive European action in different policy fields, such as health, economic and social recovery, foreign policy, defence and security, energy, and migration, among others. In this regard, the Conference on the future of Europe (CoFoE) becomes even more relevant after the pandemic and war shocks. New necessary unions in the health, defence, energy, migration, financial and fiscal domain, call for a stronger, federal political union as a necessary condition to fully underpin them. Therefore, the Union faces two urgent and fundamental tasks. The first is to fully support Ukraine, by providing military, economic and humanitarian aid. The second is to complete the political unification of Europe through a process of federalisation.

Deal on EU funds for common asylum, migration and integration policies up to 2027

The renewed Asylum, Migration and Integration Fund (AMIF), part of the Multiannual Financial Framework for 2021-2027, will amount to €9.882 billion in current prices.The co-legislators agreed that the new AMIF should contribute to strengthening the common asylum policy, develop legal migration in line with the member states’ economic and social needs, support third-country nationals to effectively integrate and be socially included, and contribute to the fight against irregular migration. Other objectives include ensuring that those without a right to stay in the EU are returned and readmitted in an effective, safe and dignified way. The fund will also support those people to begin reintegrating in non-EU countries to which they have been returned.

Rome integration: EU must do more against social exclusion and anti-gypsyism

Structural anti-gypsyism must end, say MEPs, who demand measures to ensure Romani people have equal access to housing, education, healthcare and employment.In a resolution adopted on Thursday with 545 votes to 96 and 54 abstentions, Parliament stresses that, due to persistent anti-gypsyism, Romani people in Europe suffer the highest rates of poverty and social exclusion. MEPs therefore call for inclusive education, early childhood development and an end to discrimination and segregation.The situation of Romani people in the EU has not improved, denounces the text, partly because of “the lack of political will”. MEPs complain that a significant number of Romani people in Europe live in “extremely precarious” conditions, with most deprived of their fundamental human rights.They call on the Commission to table a legislative proposal focused on fighting poverty and anti-gypsyism and on improving Romani people’s living and health conditions. The proposal should include a plan to eliminate housing, health, employment and education inequalities, as well as specific binding objectives to improve inclusion.Member states should improve access to good quality and affordable healthcare for Romani people, including sexual and reproductive healthcare. All forms of ethnic segregation in health facilities must be banned, including maternal health care settings. MEPs also ask member states to compensate survivors of forced and coercive sterilisation.Providing Romani children with an equal start in life is essential to breaking the poverty cycle, say MEPs, who want to end all forms of school or class segregation experienced by these pupils. They condemn the discriminatory practice of placing them in schools for children with mental disabilities, still in place in some EU countries, and call on the Commission to continue pressing member states to desegregate, taking the cases to the European Court of Justice if needed.

The Civil Liberties Committee passed on Thursday a resolution denouncing that, due to persistent anti-gypsyism, Romani people in Europe suffer the highest rates of poverty and social exclusion. Immigrants: rescue, reception, integration

On the immigration issue we played a dirty game that in a few years has cost us uncontrolled arrivals for hundreds of thousands of people and tens of billions euros practically thrown to the wind. If we find ourselves in a country that is loyal to the rules we should open a parliamentary inquiry to ascertain responsibilities and identify the guilty by strictly prosecuting them civilly, criminally and patrimonially. There are so many disasters that we are obliged to witness, and we have not failed to transform Italy into the largest refugee camp in Europe with the indifference of the Community authorities if not their connivance. But the most serious aspect is still another and here we really talk about the cynicism of that part of the political class that embarked on this adventure not having prepared in due time adequate instruments of reception and integration. And today the joke is added to the bad news. The same authors of this collapse allow themselves to be scandalized if we close the ports as if they did not know that the responsibility derives from having put the country in disarray by creating crumbling reception facilities away light years from a minimum reception and encouraging the exploitation of a manpower with jobs in black and forcing them to live in the slums without assistance and depriving them of all rights. In the end they are tearing their clothes and accusing the current rulers of racism. But where were they when thousands of immigrants disembarked along the Italian coast, especially in Sicily, and allowed these poor people to be ghettoized and exploited in an indecent manner? Ease access to labour market for asylum-seekers to boost integration, MEPs say

european parliamentAsylum seekers should be able to work in the EU no later than two months after applying for asylum, instead of the current nine months, said Civil Liberties Committee MEPs on Tuesday.But for reasons of labour market policies, and especially regarding youth unemployment levels, member states may verify whether a vacancy could be filled through preferential access by their nationals, other EU citizens or by third-country nationals lawfully residing in the country, they added.To improve their integration prospects and self-sufficiency, applicants for international protection should also get access to language courses from the moment their application is filed, say MEPs.In amending the directive on reception conditions for asylum-seekers, MEPs aim to ensure equal and high reception standards in all member states, which should contribute to a more dignified treatment and fairer distribution of applicants across the Union.
Detention of asylum-seekers should be a measure of last resort and should always be based on a decision by a judicial authority, MEPs say. Detention or any confinement of children, whether unaccompanied or within families, should be prohibited, they add.
Member states must ensure that every unaccompanied minor gets a guardian from the moment of their arrival in the EU, as well as immediate access to health care and education under the same conditions as national minors, conclude MEPs.Parliament´s rapporteur for the proposal, Sophia In ‘t Veld (ALDE, NL), said: “Today we show that the European Parliament can agree sustainable and progressive solutions.On one element, we all agreed immediately: children should not be detained on any condition. I am pleased that this Parliament is willing to stand up for better protection of child asylum seekers. Detention is never in the best interests of a child.Newcomers in Europe need support to be able to learn the language immediately so they can start to integrate right away. It is in everyone’s interest that they participate as soon as possible in the host society and language is the starting point.”
The committee approved its changes to the draft legislation by 42 votes to nine, with three abstentions. MEPs also backed the opening of inter-institutional negotiations and the composition of the negotiating team. This decision needs to be endorsed by Parliament as a whole before beginning talks with the Council and the Commission on the final form of the text.

europeFrom 2015 onwards the EU-Commission has gradually presented the Digital Single Market Strategy (DSM), an ambitious regulatory overhaul designed to adapt the rules of the game within the Single Market to the demands of digitalization. Yet, will it be enough to put the EU on par with the champions of the digital transformation in the US and parts of Asia? And how could Member States collaborate more to fully reap the economic potential of digitalization?
In this Policy Paper, Henrik Enderlein, Director of the Jacques Delors Institut – Berlin, Paul-Jasper Dittrich, Research Fellow at the Jacques Delors Institut – Berlin and David Rinaldi, Research Fellow at the CEPS et Associate Research Fellow at the Jacques Delors Institute, outline a proposal for an intergovernmental approach: A DigitalAmitié between France and Germany for start-ups, education and towards regulatory convergence in “borderless sectors”.
L’UE est en retard en matière de développement numérique. Face à ce constat, la Commission a adopté une stratégie pour un Marché unique numérique. Mais ce programme, certes ambitieux, peut-il libérer réellement le potentiel numérique de l’UE dans un délai suffisant ?
Dans ce Policy Paper, Henrik Enderlein, directeur du Jacques Delors Institut – Berlin, Paul-Jasper Dittrich, chercheur au Jacques Delors Institut – Berlin et David Rinaldi, chercheur au CEPS et chercheur associé à l’Institut Jacques Delors, remettent en question la définition trop étroite du numérique sur laquelle repose la stratégie de l’UE, qui n’englobe pas les marchés nationaux de services, alors que c’est là que réside le plus grand potentiel d’un véritable développement numérique. Ainsi, ils proposent une démarche de coopération intergouvernementale entre des groupes d’États membres, une « coalition de bonnes volontés », afin de faire progresser la convergence réglementaire au sein de différents cadres géographiques et sectoriels. Ainsi, la France et l’Allemagne pourraient adopter une telle approche afin de construire un écosystème numérique commun.

Taking the ‘crisis’ out of migration: integration in the EU

scuolaRisk of school segregation, discrimination and restrictions to political participation can form insurmountable barriers to the integration of migrants in EU society, as a new report from the European Union Agency for Fundamental Rights (FRA) shows. It examines integration strategies across the EU, providing clear evidence of the successes and failures of current policy and recommending changes in order to build a stronger and more cohesive Europe.“The migrants living in the EU are not part of a ‘crisis’, but an integral part of our society. We need a new narrative that stresses the benefits that migrants, their children and their children’s children bring to our societies,” says FRA Director Michael O’Flaherty. “Integration is key to our security and to our democracy.”
There are some 20 million non-EU citizens living in the EU. Many have settled and started families. However, despite efforts from 2004 to follow common principles to guide and improve integration across the EU, Member States have widely different approaches to guide and improve integration and inclusion across the EU.The report Together in the EU: Promoting the participation of migrants and their descendants identifies and compares policies across the EU in areas important for successful integration. These include:
Education: Migrant pupils face some form of school segregation in around half of EU Member States, often despite efforts by the authorities to prevent it. This depicts a worrying reality of migrants and natives living in divided societies.
Youth: Fewer than half of Member States have action plans or strategies explicitly addressing youth with a migrant background, even though they can be important to avoid marginalisation, alienation and radicalisation.
Discrimination: 16 Member States do not protect migrants against discrimination on the basis of their nationality or status as migrant, refugee or foreigner, which can mask ethnic and racial discrimination.
Language: Few Member States provide courses to all residents with limited language proficiency, including citizens of migrant background. At the same time, language learning programmes are rarely linked to employment, and job-specific or on-the-job language training courses are uncommon.
As well as examining the national integration policies and strategies across the EU that determine the social and political participation of migrants and their descendants, the report also identifies examples of good practices that can be used or adapted for use in other national contexts.

Differentiated Integration in the EU: A Variable Geometry

Since the Member States and peoples of the EU are “united in diversity”, it seems natural for the European construction to use patterns of differentiated integration, so as to be able to act in an effective manner while taking this diversity into account. In today’s Europe, where political heterogeneity seems more acute than ever, having more differentiated integration appears to be an almost natural way forward for the EU.
This Policy Paper by our director Yves Bertoncini explores the philosophical, political and institutional conditions which must be met to allow a legitimate deepening of differentiation within the EU and highlights the importance of a differentiation based on sound political foundations, which is then able to serve the interests of the European peoples. This Policy Paper concludes that at least three sets of desirable and feasible initiatives could be completed or launched in the near future : in the security and defense field, in the Home and Judicial Affairs field, and in the Economic and Monetary Union field. This Policy Paper is the French version of a paper published prepared within the context of “EU60: Re-Founding Europe. The Responsibility to Propose”, an initiative launched by the Istituto Affari Internazionali of Roma.
Les États membres et les peuples de l’Union européenne étant « unis dans la diversité », il semble naturel que la construction européenne recoure à des formes d’intégration différenciée afin d’agir de manière efficace tout en tenant compte de cette diversité. Dans l’Europe d’aujourd’hui, où l’hétérogénéité politique semble plus aiguë que jamais, l’approfondissement de l’intégration différenciée apparaît aussi comme un moyen quasi-naturel d’avancer pour l’UE. Ce Policy Paper de notre directeur Yves Bertoncini examine les conditions philosophiques, politiques et institutionnelles à remplir pour permettre un approfondissement légitime de la différenciation au sein de l’UE et au-delà, à savoir une différenciation qui repose sur des fondations et un système politiques solides afin d’être en mesure de servir les intérêts des peuples européens. Migration, Integration, and European Values: High-level meeting with religious leaders at European Commission

meetingSenior Christian, Muslim, Jewish, Hindu, and Mormon leaders gathered for the 12th annual high-level meeting at the European Commission. Held at the invitation of European Commission First Vice-President Frans Timmermans, this gathering focused on “Migration, Integration, and European Values: Putting values into action.”Participants discussed a range of concerns relating to the global crises resulting in widespread migration to Europe, including the emergence of increasingly divisive public discourse about refugees, hospitality as an expression of faith, and how to best help newcomers make a positive contribution in society. Several speakers discussed the historical religious makeup of Europe, including the longstanding presence of Islam on the continent. The work of the 24 October CEC-COMECE-CCME dialogue seminar with the European Commission fed into preparations for this high-level meeting.On the topic of this gathering Timmermans noted with appreciation the “intensive debate on the challenges we face in trying to make a success of the integrations of newcomers to European society.” He noted that “migration will be an element of our present and our future” and encouraged the religious leaders in their work in sharing values, respecting differences and fostering mutual understanding without looking for assimilation.
Ján Figeľ, European Commission special envoy for the promotion of freedom of religion or belief outside the European Union highlighted the importance of the Middle East as a meeting place for three major world religions, “If there is peace we feel it, if there is genocide or war we all feel it.”
At a press conference following the event, representatives from the churches in Europe urged all to avoid the simplification of complex situations and to cultivate a welcoming culture for refugees following examples from Christian scripture and tradition. In light of the coming of Christmas and celebration of the Word made Flesh, they stressed that it is impossible to worship God without love of neighbour.
High-level meetings and working level discussions are held regularly between the European Commission and churches and religious associations and communities as well as philosophical and non-confessional organisations. Europe Day: Celebrating values that unite us all

In early May the European Union and Council of Europe mark their respective Europe Days on 5 and 9 May to celebrate European core values including integration, human rights, and democracy. The occasion is marked by public events and celebrations throughout Europe, and around the world.At this moment, reflecting on peace, community, human rights and democracy in Europe is especially critical. Multiple, intersecting crises challenge the European project and its relationship to the global community. Violence and conflict upset life within and just beyond Europe. The crisis of receiving refugees continues without resolution, countries are failing in their moral and legal obligations to protect those in need.European economic and political life are equally in crisis. The effects of global economic turmoil linger, and competing national interests are creating volatility within the Eurozone. An upcoming referendum in the United Kingdom may reshape the EU and how countries within it relate to each other. Euroscepticism is on the rise and along with it new forms of divisive nationalism.In the midst of these critical situations the churches’ task is to give a voice to prophetic hope. Europe must continually rediscover its identity as a project for peace, democracy, and human rights. “This can happen only in transparent interaction for the good of all humanity,” remarked Fr Heikki Huttunen, general secretary of the Conference of European Churches. “The prosperity and progress of Europe is possible only together with the peaceful development of its closest neighbours—Africa and the Middle East.” The European Union was founded on respect for human dignity, liberty, democracy, equality, the rule of law, and human rights. Together we are called to uphold these common values that helped found the European political institutions. The Conference of European Churches affirms that churches, civil society, and political institutions can contribute to unity and peacebuilding for the sake of Europe and the fellowship of humankind.

Alternatives to detention for asylum seekers and forced-return procedures

alternativesIn the context of its work in the area of migration, asylum and borders, FRA is today publishing a new paper, Alternatives to detention for asylum seekers and people in return procedures. The paper seeks to provide guidance to policy makers and practitioners on the use of measures for asylum seekers and people in return procedures that do not unnecessarily deprive them of their right to liberty.
Making use of the many alternatives to detention is of advantage both to the hosting state and migrants, as on the one hand they are more cost-effective and on the other they are less intrusive and more respectful of fundamental rights. According to the UN Special Rapporteur on the human rights of migrants, alternatives are far less expensive than detention, not only in the short term but also when it comes to longer-term costs associated with detention, such as the impact on health services or on the integration of migrants into EU society.
For asylum seekers as well as those already on EU territory whose applications for international protection or residence permits have been rejected, detention too often remains the default solution. At the same time, the majority of EU Member States provide for the possibility of alternatives to detention. This FRA paper discusses a number of such alternatives, and lists a number of legal and other instruments together with the general human rights and EU legal framework.The first section of the paper covers the international framework that safeguards the right to liberty, while the following sections focus specifically on alternatives to detention as follows:

Refugees: MEPs want Dublin rule changes, humanitarian visas and global strategy

migrantsWelcoming the European Commission’s new proposals to deal with the unprecedented influx of migrants and refugees, MEPs declared themselves ready to work on draft laws to set up a solid migration and asylum policy for the future in a resolution voted on Thursday.
· Relocation. Having backed an emergency proposal the day before for relocating 40,000 asylum seekers among EU countries, MEPs welcomed a fresh proposal for the emergency relocation of more asylum seekers from Italy, Greece and Hungary [the Commission proposes 120,000] and a permanent mechanism amending the Dublin rules, which determine which member state is responsible for processing asylum applications. MEPs want a “fair, compulsory allocation key” and that integration prospects and the specific cases and needs of asylum seekers themselves are taken into account. Parliament declares its intention to advance its work on the draft laws “so as to ensure that member states do not delay the permanent relocation scheme”.
· Resettlement and humanitarian visas. Parliament also wants member states to take in refugees from third countries via a compulsory resettlement programme, and considers it “a high priority that the EU and its member states create safe and legal avenues for refugees”, such as humanitarian corridors and visas. MEPs believe that it is necessary to amend the EU Visa Code by including “more specific common provisions on humanitarian visas” and ask member states to make it possible to apply for asylum at their embassies and consular offices.
· Common EU list of safe countries of origin. This approach should not undermine the non-refoulement principle and the individual right to asylum, especially that of people belonging to vulnerable groups, says the resolution.
· Asylum rules. MEPs call for the Common European Asylum System to be properly implemented, in order to ensure that “consistent and humane standards” are applied across the EU.
· Schengen. Parliament stands for “open borders within the Schengen area”, while stressing the need to ensure effective management of external borders.
· The root causes of migration also need to be tackled and should be the main topic at the Valletta summit (Malta) on 11-12 November. Tough criminal sanctions against human trafficking and smuggling are also needed, says the text.
· International conference on the refugee crisis. Parliament calls on the Commission and on the EU foreign affairs chief Federica Mogherini to convene an international conference on the refugee crisis, with the participation of the EU, its member states, UN-related agencies, the US, relevant international NGOs and Arab states, with the aim of establishing a common global humanitarian aid strategy.
Parliament praises the efforts of civil society groups and individuals all over Europe who are mobilising in large numbers to welcome and provide aid to refugees and migrants. “Such actions demonstrate true adherence to European values and are a sign of hope for the future of Europe”, MEPs say.The resolution was approved by 432 votes to 142, with 57 abstentions.

The Smile of the Child

smile of the childeThis year’s winners received their medals during the national award ceremony that was held by the Information Office of the European Parliament in cooperation with the Representation of the European Commission in Greece on Friday 12 December, 2014. The Smile of the Child, NGO Diogenis and the Centre for Education and Rehabilitation of the Blind were this year’s winners from Greece.The European Citizen’s Prize was launched by the Parliament in 2008 to recognise exceptional achievements by citizens, groups, associations or organisations. The Citizens’ Prize is given for activities that either facilitate cross-border cooperation within the EU or promote better mutual understanding and closer integration between citizens and member states. It can also be awarded for day-to-day activities reflecting the values enshrined in the EU’s charter of fundamental rights.This year 47 people and organisations from 19 member states were selected for the prize in honour of their good work. They will receive their medals in national award ceremonies and they will have the chance to showcase their work and meet MEPs at the European Parliament in Brussels on 25-26 February 2014.“Today’s award belongs to our friends, staff, supporters and volunteers. Above all, this recognition belongs to our children and people who fight in the frontline promoting Greece as a country fighting with decency”, Costas Yannopoulos, Chairperson of “The Smile of the Child” underlined. Costas Yannopoulos presented the wide spectrum of nationwide actions of “The Smile of the Child” where 729 children have been raised in its 19 years of work. During the same period 3.843 children with serious health problems were supported, while the National Helpline for Children SOS 1056 received 2.471.824 calls. The Chairperson of the Greek organization thanked the Greek MEPs Miltiadis Kyrkos and Dimitris Papadimoulis for their decision to nominate and support “The Smile of the Child” for the European Citizen’s Prize 2014.Greek MEP Miltiadis Kyrkos (Group of the Progressive Alliance of Socialists and Democrats, Greece) referred to the significance of recognizing the important work of civil society organisations. “Very often the work of these organisations is forgotten by the society. I would like to say a personal thank you to all of those that support our co-citizens in need”, Miltiadis Kyrkos underlined.
Greek MEP Elissavet Vozemberg (Group of the European People’s Party) underlined the fact that this year’s European Citizen’s Prize comes as recognition to their work and promotes Greece abroad, while representatives from the Information Office of the European Parliament and the Representation of the European Commission in Greece extended their warm thanks to this year’s winners of the European Citizen’s Prize.
