UK, Japan commit to net zero emissions by 2050

Two of the world’s largest economies, Japan and the United Kingdom, have announced that they are aiming for carbon neutrality by the middle of the century, as momentum gathers towards a wider commitment towards achieving net zero carbon emissions in industrialised nations.Japan is hosting this year’s meeting of the G20 group of nations, and its commitment has raised hopes that others will follow suit. France is pushing for the European Union to declare a similar goal ahead of a major UN climate summit in September.
Global emissions of greenhouse gases continue to rise, despite rhetorical commitments by governments to reduce them. Currently, the combined carbon emission reductions proposed under nations’ Paris Agreement pledges are not sufficient to prevent global heating of 2ºC above pre-industrial levels, a threshold at which climate change is likely to have severe consequences.In the UK, the outgoing prime minister Theresa May laid legislation before parliament last week enshrining the net zero target in law.“Now is the time to go further and faster to safeguard the environment for our children. This country led the world in innovation during the Industrial Revolution, and now we must lead the world to a cleaner, greener form of growth,” May said. “Standing by is not an option. Reaching net zero by 2050 is an ambitious target, but it is crucial that we achieve it to ensure we protect our planet for future generations.”
In May, the UK’s Committee on Climate Change, an independent body established by the government, said that carbon neutrality by 2050 was achievable, if the country can shift to all-electric vehicles by 2035 and encourage the retrofitting of buildings for energy efficiency.Professor Phil Longhurst, head of the Centre for Climate and Environmental Protection at Cranfield University, said: “This is an important and achievable target but what we now need is a plan as to how meet this, otherwise there is a danger that the target will be missed. Which technologies are going to be invested in, which behaviours are we going to try and change and what innovations are we going to back?

Japan’s new molecular oncology clinical research

Tsuyoshi Oyama Becomes CEO of Promontory Japan

Oyama comes to Promontory after nearly a quarter-century as a central banker and financial institutions supervisor and a further decade as a consultant to complex global financial institutions.

MEPs assess data protection level in Japan

In their assessment of the Commission’s draft adequacy decision on Japan, MEPs demand further clarifications to ensure safe data transfers to Japan.In the resolution, adopted by 516 to 26, with 11 abstentions, MEPs give their input to the draft adequacy decision on the protection of personal data afforded by Japan. This decision, to be taken by the Commission, would allow the free flow of personal data from the EU to Japan without further safeguards or authorisations.The adequacy decision would further facilitate commercial exchanges between Japan and the EU and complement the benefits of the Economic Partnership Agreement approved by the European Parliament yesterdayMEPs consider that the Japanese and EU data protection systems share a high degree of convergence in terms of principles, safeguards and individual rights, as well as oversight and enforcement mechanisms.However, they note that there are some relevant differences between the two systems especially in regards to the definition of ‘personal data’ and ‘personal information’, rules on automated decision-making and profiling, direct marketing, onward transfers and on sanctions for infringements. MEPs call on the Commission to provide further clarifications on these topics. If necessary, Japanese authorities should be requested to provide additional binding rules in order to ensure that the level of data protection in Japan is comparable to that in the EU.In their resolution, MEPs also express worry over Japanese mass surveillance facilities “that eavesdrop around the clock on phone calls, emails, and other communications” and call on the Commission to provide more information about this.Finally, MEPs highlight that the adequacy decision can send out a strong signal to countries around the world that convergence with the EU’s high data protection standards and that it acts as a precedent for future partnerships.

Best’s Market Segment Outlook: Japan Non-Life Sector Is Stable

A.M. Best has a stable outlook on Japan’s non-life insurance sector, despite the elevated risks of catastrophe losses and modest economic expansion.A new Best’s Market Segment Report, titled, “Market Segment Outlook: Japan Non-Life,” states that private companies operating in Japan’s non-life insurance sector hold solid risk-adjusted capital positions and profitable underwriting results despite economic- and weather-related pressures. In addition, the market has demonstrated stable pricing conditions. However, the industry has been facing medium- to long-term challenges to grow its premium base, due to modest economic growth, falling accident rates resulting from advanced driver-assistance systems and the gradual shift in population demographics. Despite these ongoing and escalating challenges, most private non-life insurers in Japan have continued to grow premium revenue, generate underwriting profits and maintain solid risk-adjusted capital positions that are supportive of their risk profiles.Japan’s overall market performance has remained quite profitable. Based on the results disclosed by the three largest groups, which collectively account for more than 85% of net premiums within the domestic insurance market, the weighted average combined ratios for the private insurance segment generally remained under 95% over the most-recent five-year period.
In fiscal-year 2017 (ending March 31, 2018), the industry’s underwriting results remained strong, despite some deterioration due to several natural disasters, including two typhoons and one heavy snow event. The resulting increase in the industry’s combined ratio was approximately three percentage points. Excluding losses caused by natural disasters, the industry’s combined ratio remained stable at approximately 90%, reflecting the strong underlying profits of the industry, supported by continued premium growth, tight cost controls and adequate pricing for most businesses.A.M. Best believes two main factors will continue to foster stable pricing conditions among the non-life insurers in Japan: the presence of an effective reference rate system and an oligopolistic industry structure. Additionally, in spite of the performance pressures arising from recent weather-related events, A.M. Best expects the industry to maintain very strong risk-adjusted capital positions.

Japan’s coal renaissance poses serious risks to businesses and investors

Tokyo, Japan Japan’s current coal-fired power policies and plans would result in carbon pollution between now and 2050 almost three times what is consistent with the Paris Agreement, risking stranded assets and loss of competitiveness for Japanese investors, says a new report by Climate Analytics, in collaboration with the Renewable Energy Institute of Japan.Unlike most developed countries, Japan plans to increase its coal-fired power capacity, and its banks are financing coal developments in other countries, especially in South East Asia, in contradiction of the deep emissions reductions required to curb climate change. Japan already has 45 Gigawatts of operating coal-fired generation capacity and plans to add about 18GW of new coal, of which 5GW are already under construction.The report evaluates whether Japan’s energy policies and long-term targets are compatible with meeting the objectives of the Paris Agreement, and what this means for policymaking and investors.In Japan – the sixth largest global greenhouse gas emitter – electricity generation is responsible for around 40% of its GHG emissions. In 2016, more than half of these came from coal (about 20% of total emissions), making it a major contributor to climate change.“To be in line with the Paris Agreement, developed countries need to phase out coal from their energy systems by 2030, yet Japan appears to be going in the opposite direction,” says lead author Paola Yanguas Parra from Climate Analytics. “If Japan’s emissions trajectory from its current energy and investment plans for coal were to continue, it would overshoot its Paris Agreement emissions budget for coal in the electricity sector by 292% by 2050. It’s clear from our analysis that Japan’s primary focus for achieving its national commitments – and the Paris Agreement goals – should be to urgently address emissions from coal.”Japan’s Paris pledge is inadequate in meeting the Paris Agreement goals, foreseeing a 26% share of coal but only a 22-24% share of renewables by 2030. It also includes a 20-22% share of nuclear, which has been challenged by other studies that suggest a more realistic share is a maximum of 10%.“The Fukushima disaster revealed that Japan’s climate policy to rely on nuclear power was a failure – nor will efficiency standards for coal bring the necessary emissions reductions. Japan needs a much higher renewable energy target, and increasing numbers of companies are demanding renewable energy,” said Yuri Okubo, of the Renewable Energy Institute.
