Ministers agree on fishing catch limits in the Atlantic and North Sea for 2018

The negotiations were based on the Commission’s proposal for Total Allowable Catches (TAC), presented by Commissioner Karmenu Vella.The agreement will bring 53 catch limits (TACs) to Maximum Sustainable Yield (MSY) levels in 2018, 9 more than in 2017. In 2009, only 5 stocks had catches set at MSY.
Commissioner Vella welcomed the outcome: “We are now more than half-way to the 2020 deadline to ensure that all stocks are fished sustainable. With today’s agreement two-thirds of fish in the Atlantic and the North Sea will be subject to sustainable catch limits next year. I would like to pay particular tribute to our fishermen, who year by year undertake considerable efforts. Each year we move closer to our objective of sustainable fisheries and this will bring substantial long term reward.”As the size of some key fish stocks is increasing, so is the profitability of the fishing sector. Today’s agreement on fishing opportunities is worth over €5 billion, benefiting more than 50,000 fishermen.
For the first time at EU level, it was agreed to close eel fisheries for three months during their migration period. Moreover, Member States committed to additional actions to protect the eels throughout its lifecycle and in all sea basins. These measures are crucial, both for the recovery of the stock and to safeguard the communities who depend on this fishery.For sea bass, an improved package was agreed which should allow the stock to start recovering following years of decline. The package recognises the responsibility of commercial and recreational fishermen alike.Sustainable fisheries are at the core of the EU’s Common Fisheries Policy. It sets a legal obligation to ensure that by 2020 at the latest, all stocks are fished sustainably (MSY). Maximum Sustainable Yield (MSY) levels allow the fishing industry to take the highest amount of fish from the sea while keeping fish stocks healthy.
The European Union is pursuing sustainable fisheries not only in home waters, but worldwide though bilateral partnership agreements and its work in international and regional fisheries management organisations. Sustainable fisheries were also among the key topics at the EU-hosted Our Ocean conference, 5-6 October 2017 in Malta, which generated important private sector engagements to advance sustainable seafood consumption.

Protecting workers: stricter limits on cancer-causing substances

europeNew EU rules to protect workers from carcinogens and mutagens in the workplace were voted in by the Employment Committee. The legislation, approved by 42 votes in favour, none against and 8 abstentions and already informally agreed with EU Ministers, sets EU-wide rules to eliminate and reduce all carcinogens and mutagens in workplaces.Employers will have to assess the risk of exposure for workers and take preventive measures. This should tackle the primary cause of work-related deaths in the EU, i.e. cancer. The aim is to help save up to 100 000 lives over the next 50 years.It includes a lower “occupational exposure limit (OEL)”, i.e. a maximum quantity of harmful substances that workers can be exposed to, for:
· chromium VI, used in textile dyes, paints and leather tanning materials and generated during the casting, welding or cutting of stainless steel
· hardwood dust, produced, for instance, by cutting or pulverising wood
· vinyl chloride monomer, mainly used to produce PVC
MEPs ensured that the Commission will have to assess the possibility of including reprotoxic substances, i.e. those having effects on sexual function and fertility, by the first quarter of 2019.New rules also establish that the national authority responsible for the health surveillance of workers can decide that health surveillance must continue after the end of exposure, for as long as needed to safeguard health.
For chromium VI, a limit value of 0,010 mg/m3 will be in place for the first 5 years after the date on which it is applicable in national law, subsequently lowered to 0,005 mg/m3 afterwards. A derogation for welding, plasma cutting or similar processes puts a limit of 0.025 mg/m3 for the first 5 years and 0,005 mg/m3 thereafter.For hard wood dust, a limit is set at 3 mg/m3 for five years after the entry into force of the directive and is thereafter lowered to 2 mg/m3. The Parliament will put the draft directive to the final vote during one of forthcoming plenaries.

Ministers agree on fishing catch limits for 2017

fishing-opportunitiesEU ministers have reached an agreement on fishing opportunities for 2017 in the Atlantic, North Sea and Black Sea, following discussions at the Agriculture and Fisheries Council on 12 and 13 December. Karmenu Vella, the EU Commissioner for Environment, Maritime Affairs and Fisheries, presented the Commission’s proposals, which were the basis for the negotiations.
One of the fundamental objectives of the EU’s reformed Common Fisheries Policy (CFP) is that stocks are to be fished at a level corresponding to a maximum sustainable yield (MSY) by 2020 at the latest. Fishing at MSY levels allows the fishing industry to take the highest amount of fish from the sea while keeping fish stocks healthy. In 2009, only five stocks had Total Allowable Catches set at MSY. The agreement will bring 44 stocks to MSY levels.Commissioner Karmenu Vella commented on the outcome of the Council:
“Today we have taken another important step towards sustainable fisheries, a core objective of the EU’s Common Fisheries Policy. I am proud to say that our push for healthy fish stocks is starting to pay off: following years of disciplined fisheries policy, scientists this year advised increasing catch limits for several stocks in the Atlantic and North Sea. This is encouraging, and shows that sustainability really does get fishermen the best deal.” Evidence indicates that effective conservation policies and economic profitability go hand in hand. The economic performance of the EU fleet has improved considerably, from a loss-making position in 2008 to generating increasingly higher net profits in the past 3 years. This increased profitability is very much driven by the increase in the amount of stocks being fished sustainably. The faster the transition to MSY, the higher the long-term benefits. Sustainable fishing levels by 2020: an appointment Ministers are determined to keep

fishCommissioner Vella gave the EU Fisheries Ministers a preview of the fishing limits to be applied in 2017. He stressed that our fisheries are making good progress towards sustainable management, but nevertheless we must keep up the effort to be able to comply with our common objectives and deadlines. The Ministers confirmed their commitment to move slowly but surely towards sustainable fishing levels. Maximum sustainable yield should be reached as soon as possible and by 2020 at the latest. At the same time – they pointed out – the economic sustainability of the fleets concerned needs to be preserved at all times. In stark contrast to the overall situation, overfishing is still widespread in the Mediterranean and in the Black Sea, and stocks are in bad shape. Both Commissioner Vella and the Member States around these basins committed to renew collective efforts; some Ministers underlined that those efforts have to extend to the third countries of the basin as well.
