“Governance, Risk and Compliance – The Lithuanian Insurance Industry”, is the result of extensive research into the insurance regulatory framework in Lithuania. It provides detailed analysis of the insurance regulations for life, property, motor, liability, personal accident and health, and marine, aviation and transit insurance. The report specifies various requirements for the establishment and operation of insurance and reinsurance companies and intermediaries.The Lithuanian insurance industry is regulated and governed by the Bank of Lithuania (LB). The LB took over the task of insurance supervision on January 1, 2012, following the Insurance Supervisory Commission (ISC). The LB is the central bank of the Republic of Lithuania and its principal objective is to maintain price stability in the Lithuanian financial market.The LB is instrumental in ensuring the stability and efficient functioning of financial services. The LB introduced a new unit, the Supervision Service in 2012, to perform both prudential and market conduct supervision of financial markets. The Board of the LB authorized the Supervision Service to solve insurance issues independently.
The primary act, which governs insurance activities in Lithuania, is the Law on Insurance 2003, adopted on September 18, 2003. The law was introduced to regulate insurance and insurance mediation activity to make Lithuanian insurance operations credible, efficient, safe, and stable. The law comprises the definitions, licensing process, capital requirements, policy terms, and penalties for offenders of the provisions.

China Lithuania International Fin-Tech Cooperation Forum Held at DHgate Headquarters

Main Forum ParticipantsThe China Lithuania International Fin-Tech Cooperation Forum was held at the headquarters of the leading Chinese cross border e-commerce marketplace DHgate. The Lithuanian Ambassador to China Ms. Ina Marciulionyte, DHgate Founder and CEO Ms. Diane Wang, Board member of the Bank of Lithuania Marius Jurgilas, and over 100 government officials and FinTech executives from both nations attended the forum. The forum featured an in-depth discussion on how China and Europe can collaborate to capture the rising opportunity of FinTech to facilitate bilateral trade.

5 years on from Small Business Act: SME Assembly confirms progress

Vilnius, Lithuania. A highlight of the Lithuanian EU presidency, the 2013 SME Assembly officially began on 24 November 2013 in Vilnius, Lithuania. Concluding today, the SME Assembly discussed the key challenges faced by SMEs across the EU. With over 550 delegates, representing the over 20 million SMEs in the EU, the Assembly brought together SMEs; business organisations; European, national and regional government; the SME Envoys, academia and the media to discuss how to help ‘Encourage a Europe of Enterprise.’During the SME Assembly, the SME Envoys met to discuss the work programme moving forward to 2014, along with the key issues facing Europe’s small businesses – access to finance, internationalisation and the importance of entrepreneurial education and skills.Daniel Calleja, Director General of DG Enterprise and EU SME Envoy commented on the Assembly:“I am pleased with the progress that we have made in terms of the Small Business Act for Europe. In the past five years, we have accomplished a lot, such as the strengthening of the Programme for the Competitiveness of enterprises and SMEs, which we announced at the first ever SME Assembly, last year. We should be proud of what we have achieved in the past five years, but should not become complacent about the important work that we do. We must always remember that more can be done to support the backbone of the European economy, SMES.”
The cornerstone of European SME Week, the SME Assembly also marked the five year anniversary of the Small Business Act (SBA) for Europe, which reflects the Commission’s political will to recognise the central role of SMEs in the EU economy and for the first time puts into place a comprehensive SME policy framework for the EU and its Member States. Adopted in 2008, the SBA aims to improve the overall approach to entrepreneurship, permanently anchor the ‘Think Small First’ principle in policy making from regulation to public service, and to promote SMEs’ growth by helping them tackle the remaining problems which hamper their development.Over the past six months, the Lithuanian Presidency has put SMEs at the top of the economic agenda. As part of the SME Assembly, Minister of Economy of the Republic of Lithuania, Evaldas Gustas gave the keynote speech and spoke about the importance of enhancing the competitiveness of European SMEs.Minister for the Economy, Evaldas Gustas also reflected on the SME Assembly:“It is a great honour for Lithuania to host the SME Assembly – the event devoted to small and medium enterprises, which are key contributors to growth and jobs. Achieving at least a small improvement of competitiveness among SMEs is likely to have an impact on the whole society. We believe that all the potential founders and owners of enterprises must be supported to give them the best chance to create and grow their SMEs, both in home markets and across borders. Therefore, SME-friendly regulatory environment and services markets were at the core advancing the Presidency SME agenda.”The SME Assembly recognised the importance of the European Union’s commitment to SMEs and its continued success in rolling out the SBA, at the Member State level. The 2013 SBA factsheets, which assess progress in implementation of the SBA at national level, were also unveiled at the Assembly today. Delegates at the Assembly took part in dynamic and interactive discussions and workshops, which included a video message from EC President José Manuel Barroso, where he encouraged delegates to ‘think small first, but aim high.’ The Assembly also featured a ‘Big Debate’ on whether entrepreneurs are born or can be made, with contributions from Peter Vesterbacka, CMO of Rovio Entertainment, the inventors of Angry Birds and Thomas Cooney, Professor and Academic Director, Dublin Institute of Technology, among many others.

Venezuela Tops Lists of Countries Searching Miami Properties Miami, FL – There were 114,338 visits to the MIAMI website,, in September 2013, an increase of 47% compared to the prior year, according to the 30,000-member MIAMI Association of Realtors (MIAMI). In addition, there were 9,557 additional unique visitors, totaling 43,016 people, searching for properties and information about the South Florida real estate market, an increase of 29%.Venezuela topped the list of countries that conducted searches on the MIAMI site in September. This is consistent with recent reports of political instability in the Latin American nation and a significant interest in the Miami real estate market. Accordingly, Venezuela was sixth in the list of nations that visited the MIAMI site during the same period last year. Alleged CIA prisons in Europe: MEPs urge member states to investigate

EU member states must investigate whether there were secret prisons or facilities on their territory where people were held under the CIA’s secret rendition programme in the early years of this century, says a non-binding resolution adopted with a large majority on Tuesday. Lithuania, Poland and Romania, in particular, are encouraged to open, or resume, independent investigations.”Only genuine national security grounds can justify secrecy”, the European Parliament says in a resolution adopted today that denounces the obstacles encountered by national parliamentary and judicial investigations into some member states’ involvement in the CIA programme. “Lack of transparency, classification of documents, prevalence of national and political interests (…) lack of rigorous investigative techniques and of cooperation” are among these obstacles”, say MEPs.
“Today’s vote is a victory for the European Parliament. It has upheld its insistence on the truth, rather than denying and forgetting it. It has ensured that the Union’s democratic foundations prevail over national and partisan considerations”, said rapporteur Hélène Flautre (Greens/EFA, FR), whose report was adopted by 568 votes to 34, with 77 abstentions, on Tuesday in Strasbourg. “The report supports the existence of a vast, secret and illegal system that led to acts of torture and forced disappearances. It is based on new facts revealed, in particular, in aerial databases held by Eurocontrol”, she added.

EP delegation calls for full investigation of possible CIA prisons in Europe

The European Parliament Civil Liberties Committee delegation visiting Lithuania stressed the need to investigate the allegations of secret detention sites in Europe as fully as possible.The delegation consisted of the Committee chairman Juan Fernando López Aguilar (S&D, ES), EP rapporteur on the issue Hélène Flautre (Greens/EFA, FR), vice-chair of the EP delegation for relations with the US Sarah Ludford (ALDE, UK), Tanja Fajon (S&D, SL), Michèle Striffler (EPP, FR) and Ana Gomes (S&D, PT).During their visit to Lithuania, MEPs met with the prosecutors involved in the pre-trial investigation, as well as representatives of the Lithuanian Presidency, Parliament, Justice and Foreign ministries, Human Rights Monitoring Institute and Civil Aviation Administration. They also visited a secret site near Vilnius, which allegedly was suitable for illegal detention.
In a press conference on Friday, MEPs gave credit to Lithuania for taking the courage to investigate the matter, yet also stressed the need to answer remaining questions. According to Hélène Flautre, not only Lithuania but also other countries involved have a duty to investigate the matter fully, as the alleged crimes, such as illegal transfer and detention of people, and possibly also torture, constitute serious human rights violations. “State secrecy is no excuse for human rights abuse”, added Sarah Ludford. Meanwhile, Ana Gomes called for improving national and European control of civil aviation, particularly of non-regular flights.
Chairman of the National Security and Defence Committee of the Lithuanian parliament (Seimas) Arvydas Anušauskas stressed that the parliamentary investigation found no evidence of illegal detention of any persons in Lithuania, while the oversight of intelligence activities in the country has been improved since then. “As for the remaining questions, it is up to the US authorities to answer them”, he said. Sarah Ludford promised to take up the issue with US officials. “We, MEPs, will play our part, with full respect for national sovereignty”, she added.
