An “Annual Monitoring Cycle” with preventive and corrective measures

This new “Annual Monitoring Cycle” must include preventive and corrective measures, ranging from country-specific recommendations to budgetary conditionality. To this end, the three EU institutions should establish a permanent “Interinstitutional Working Group on Union Values”, which will hear from a panel of independent experts in cooperation with the EU Agency for Fundamental RightsThe Committee’s proposal aspires to integrate and complement existing mechanisms, such as those provided in Article 7 TEU. MEPs regret the Council’s inability to make meaningful progress in ongoing Article 7 procedures and note that this failure “is in fact enabling continued divergence”. They welcome the Commission’s work on the Annual Rule of Law Report, among other instruments, whilst pointing out that the areas of democracy and fundamental rights should not have been omitted from it.

With 51 votes to 14 and one abstention, the Civil Liberties Committee adopted on Tuesday a legislative initiative report that envisions an EU mechanism being established to protect and strengthen democracy, the rule of law and fundamental rights. The text reiterates MEPs’ concerns regarding “the rise and entrenchment of autocratic and illiberal tendencies”, further compounded by COVID-19, as well as “corruption, disinformation and state capture”, in several EU countries.

“Potential short‐term earthquake forecasting by farm animal monitoring”

Camerino. La rivista scientifica “Ethology” pubblica, l’articolo “Potential short‐term earthquake forecasting by farm animal monitoring” a cui sarà anche dedicata la copertina del fascicolo. Il lavoro di ricerca, coordinato dal Prof. Martin Wikelski, Direttore del Dipartimento di Migrazione del Max Planck Institute, ha visto coinvolti i professori Andrea Catorci e Paola Scocco della Scuola di Bioscienze e Medicina Veterinaria di UNICAM, oltre a diversi altri ricercatori tedeschi, russi ed arabi.
Il Prof. Wikelsk,i che svolge la sua attività di ricerca sulle migrazioni di animali in tutto il mondo mediante l’uso di avanzate tecnologie che prevedono l’utilizzo di satelliti ed alta tecnologia informatica, ha auspicato un proseguimento della collaborazione con il gruppo di ricerca UNICAM, anche a supporto delle attività di didattica e di Stage per gli studenti del nuovo Corso di Laurea triennale di Ambiente e gestione sostenibile delle risorse naturali.
“Poter partecipare alle attività di formazione con il Max Planck Institute, uno dei più prestigiosi centri di ricerca europei – ha sottolineato il prof. Andrea Catorci, responsabile del nuovo corso di laurea – ritengo sia una opportunità che gli studenti del Corso non si lasceranno di certo sfuggire”.Il corso di Laurea in “Ambiente e Gestione sostenibile delle Risorse Naturali” che l’Università di Camerino attiverà dal nuovo anno accademico è strutturato in due curricula. Il primo, Gestione e Valorizzazione delle Risorse Naturali, è maggiormente incentrato sulla figura del rilevatore naturalistico ed ha come obiettivo quello di fornire allo studente le conoscenze di base sui temi della botanica, zoologia ed ecologia abbinati ad una forte acquisizione di capacità pratiche finalizzate alla gestione sostenibile degli ecosistemi e della biodiversità. Il secondo, Sostenibilità Ambientale delle Produzioni e Green Economy, ha invece l’obiettivo di formare una figura professionale in grado di affrontare le nuove sfide ambientali e cogliere le opportunità di lavoro della “svolta green” dettata dalle principali economie mondiali e basata sui principi dell’economia circolare, sulla sostenibilità delle produzioni e la qualità degli ambienti rurali ed urbani.La ricerca scientifica oggetto della pubblicazione su Ethology è stata svolta durante la crisi sismica iniziata nel 2016 e si basa su un lavoro di osservazione ed interpretazione dei dati relativi al monitoraggio satellitare dei movimenti collettivi degli animali da allevamento come verifica delle possibilità di utilizzare tale approccio come uno degli strumenti possibili per la previsione a breve termine dei terremoti.
I risultati pubblicati hanno dimostrato come gli animali domestici, mostrino livelli di attività statisticamente più elevati prima dei terremoti, con tempi di anticipazione (1–20 ore) negativamente correlati alla distanza dagli epicentri (5–28 km); vale a dire, ad esempio, che con epicentri entro i 5 Km gli animali mostrano variazioni significative dei loro movimenti anche 20 ore prima di un evento sismico di magnitudo superiore a 4.
Questi sono dati iniziali ed ancora non applicabili operativamente ma che per la prima volta dimostrano su basi scientifiche la capacità degli animali di avvertire in anticipo shock sismici pur senza poter, per il momento, dimostrare a cosa tale capacità sia connessa. Tali studi hanno comunque permesso di realizzare un modello statisticamente affidabile di attività pre-sismica e tracciano la via per ulteriori ricerche che necessiteranno dilunghi tempi lunghi di osservazione in ambienti più standardizzati.

Lynred delivers flight-model IR detector to MicroCarb, Europe’s pioneer CO2 monitoring space mission

Lynred, a global leader in designing and manufacturing high-quality infrared technologies for aerospace, defense and commercial markets, today announces the delivery of the first flight-model of its largest shortwave infrared detector, NGP, to the MicroCarb space mission. The MicroCarb mission, led by the French space agency CNES, is planned for launch in 2021.“The aim of the MicroCarb mission is to accurately measure the atmospheric concentration of CO2 across the globe, as well as improve our understanding of the mechanisms through which global climate change unfolds,” said François Buisson, MicroCarb project manager at CNES. “MicroCarb is the first mission of its kind in Europe. It gained support from the French government during COP-21 in Paris in December 2015. CNES and satellite manufacturer Airbus Defence and Space set the mission’s stringent requirements through which Lynred’s NGP detector was selected, the only IR detector available with capabilities that met our needs, due to its high-level of performance. We owe this development to the successful collaboration between different teams and Lynred’s skills in advanced technologies as well as its experience and competence in conducting space projects.” Lynred’s NGP detector will be at the center of the high-resolution spectrometer instrument onboard the MicroCarb satellite that will monitor and capture CO2 emissions in the atmosphere. The NGP flight model is the first shortwave infrared (SWIR) detector in a class higher than 1k², the largest ever developed in Europe and delivered for a space mission. Lynred delivered NGP to Airbus Defence and Space (ADS), the prime contractor of the spectrometer instrument for the MicroCarb mission. Lynred has previously collaborated with ADS on space projects, such as Sentinel 2, Sentinel 5 – which will integrate a Lynred NGP detector onboard the METOP-SG platform – and Metimage, among others.“Thanks to the close collaboration between Lynred and Airbus, the NGP detector, designed to match the highly demanding technical needs of the space spectrometer, is ready to embark on MicroCarb,” said Dominique Gillieron, head of earth navigation & science payloads at ADS. “The successful state-of-the-art performance of this large SWIR detector will allow us to meet the challenging objectives of CO2 emission monitoring from space.” NGP is a next-generation panchromatic IR detector designed for earth observation missions, notably for CO2 environmental monitoring. Due to its spectral bandwidth (0.4 – 2.5 µm), the NGP detector is well-suited to capturing CO2 emission and absorption spectral rays. NGP builds upon Lynred’s earlier successful Saturne generation of hyperspectral detectors, offering several performance improvements. These include increasing by a factor of four the number of spectral channels and increasing the spatial resolution. This detector is far more compact; it is half the size of the previous generation, providing more flexibility and cost advantages for system integrators.“Lynred is honored to be part of the Carbon Dioxide Monitoring Mission (MicroCarb), which is essential to observing environmental CO2 emission reductions over the coming years,” said Philippe Chorier, head of business development for space activities at Lynred. “Since our first space mission in 1994, we have continued to significantly invest in R&D in collaboration with French and European Space agencies to ensure that our IR detector designs for space achieve even more far-reaching performance. Logmore: Temperature Monitoring of Online Pharmacy Shipments Ensuring Medicine Safety

Logmore is a Finnish start-up company founded in 2017. With the first solution in the world to suit end-to-end monitoring, the company’s mission is to minimize waste and spoilage on a global scale by providing effortless monitoring services, designed particularly for food and pharmaceutical industries.“As the online pharmacy services increase in Finland, cooperation with Logmore allows us to provide our customers with higher quality delivery services than ever before,” says the AFP pharmaceutical manager Charlotta Sandler. The responsibility for correct storing transfers from the pharmacy to the end-customer when the customer receives the delivery.
Logmore offers a compact and easy-to-use data logger that can be used for end-to-end monitoring. This way even the customer can verify product usability by scanning the QR code on the logger’s screen. Due to a recent EU directive requiring a QR code on all prescription medicine packages, the QR is an optimal monitoring method.
The guidelines by AFP and Logmore encourage consumers to return loggers to the pharmacies. “A single logger can monitor shipping temperatures for years before the battery runs out. It’s both economical and ecological to have the devices returned the pharmacies,” says Niko Polvinen, the COO of Logmore.Pharmacies have received instructions to include monitoring in deliveries especially in temperature sensitive packages, during hot and cold seasons, and for long distances. The collected data should be used for corrective actions to minimize variations in shipping conditions.

Harris Corporation Delivers Advanced Environmental Monitoring Sensor for Japanese Satellite

Harris Corporation (NYSE:HRS) has delivered an environmental monitoring sensor for the Greenhouse Gases Observing Satellite-2 (GOSAT-2), which will significantly enhance Japan’s ability to monitor greenhouse gases from space.The Harris-built TANSO-FTS-2 (Thermal and Near Infrared Sensor for Carbon Observation-Fourier Transform Spectrometer-2) will measure greenhouse gases in the atmosphere. The newly built instrument will collect high-spectral resolution data of the Earth in five bands, which enables measurement during daylight and darkness. The instrument’s unique intelligent pointing system identifies, in real time, cloud-free areas of the atmosphere – greatly increasing the amount of useable data.Harris provided the sensor to Mitsubishi Electric Corporation, which is building the satellite for the Japanese Aerospace Exploration Agency. The satellite is scheduled to launch in Japan’s 2018 fiscal year.“GOSAT is the cornerstone of Japan’s space-based climate program,” said Roberto Mitrevski, vice president and general manager, Harris Environmental Solutions. “The Harris instrument will provide Japan with improved measurement capability and positions us well for follow-on GOSAT and other missions.”This represents the third instrument Harris has delivered to Japan in recent years, including two advanced imagers for the Himawari-8 and 9 weather satellites, which launched in 2014 and 2016.

Nel sistema nervoso centrale, i neuroni formano una rete stereotipata di connessioni sinaptiche altamente specializzate che permettono il trasferimento di informazioni con alta precisione spaziale e temporale. Tale rete di connessioni svolge un ruolo fondamentale nel processo e nell’integrazione delle informazioni sensoriali provenienti dal mondo esterno.
Un numero crescente di evidenze sta mostrando come cambiamenti del funzionamento cerebrale – sia durante condizioni fisiologiche che patologiche – siano associati a cambiamenti dinamici dei circuiti neuronali. C’era una volta lo sfoglio del quotidiano al mattino per scoprire se la notizia di nostro interesse aveva trovato spazio nel giornale. C’erano una volta le rassegne stampa che si facevano a mano, con la lettura di ogni più piccola didascalia. Da una parte il cliente, dall’altra l’addetto alla rassegna che faceva il possibile e spesso l’impossibile, per “non perdere la notizia pubblicata”.Poi sono arrivati gli specialisti del settore che con strategie attente e mirate, segmentate e qualificate, hanno reso possibile la costruzione di una rassegna stampa sempre più accurata. Oggi, anche se il panorama dei media si è fortemente modificato e frastagliato, è possibile parcellizzare le modalità di monitoraggio alla luce appunto dell’esplosione delle fonti. Al fine dunque di offrire al cliente una visione completa del pubblicato è importante trascendere la mera attenzione alla stampa e osservare il panorama della comunicazione con uno sguardo più ampio e attento. Lancope to Showcase Security Monitoring for BYOD Environments at Infosecurity Europe

Malnutrition in Somalia

Galkayo, Somalia – The Executive Director of the United Nations World Food Programme, Josette Sheeran, today highlighted the suffering of the Somali people that she witnessed during a visit to a region of Somalia affected by war and deepening drought.  During a two-day visit to central Somalia, Sheeran said enhanced monitoring and controls are helping WFP to better target its food assistance and reach the most vulnerable victims of drought and conflict, particularly women and children. The measures include a hotline for people to report if they don’t receive a full ration and tighter monitoring of assistance in conflict areas.  Sheeran met women displaced by the drought who told her it was the worst in memory and how their families were destitute because they had lost all their livestock. She talked to women who told how they and their children had fled shelling in Mogadishu and just wanted peace.  On her first visit to Somalia, Sheeran stressed WFP’s focus on nutrition and innovative responses to hunger in talks with the president of the semi-autonomous region of Puntland in the Northeast and with leaders in Galmudug state in central Somalia – the epicentre of the drought.  She explained to officials how recent research has concluded that all new-born babies are born with their brains 60 percent developed and if they fail to receive vital nutrients in the first three years their brains would never recover.

Families Weather Global Financial Crisis

Washington, Governments’ responses helped many families in Eastern Europe and Central Asia to navigate the global economic crisis through a variety of initiatives, including unemployment benefits, public works programs, and in some cases, last resort social assistance programs, states a new World Bank report released in Washington today. However, these initiatives only reached a minority of the families affected by the crisis. Based on specialized crisis response surveys and government monitoring data, the report, ‘The Jobs Crisis: Household and Government Responses to the Great Recession in Eastern Europe and Central Asia’, concludes that the crisis’ effects were, and continue to be, more acutely felt in Eastern European and Central Asian countries than in any other region in the world. Although triggered by tightened credit markets, the crisis brought massive labor market shocks to the region. Registered unemployment in 27 Eastern European and Central Asian countries increased from 9.4 to 12.2 million between December 2008 and December 2009. In Russia, Turkey and Ukraine unemployment increased by around 30 percent between 2008 and 2009. Youth unemployment also rose sharply, with up to a third of young people unable to find work in some countries. Workers who kept their jobs took home smaller paychecks as employers offered lower hourly wage rates or fewer work hours. Worker benefits were also reduced or cut. These effects were felt among poorer households which often did not have the required savings to cushion the impact of the crisis. Consequently, family well-being was threatened as families bought less and cheaper food. Families’ health care expenditures were also markedly reduced. Crisis-affected households in Armenia, Bulgaria and Montenegro, for example, reduced preventive and other doctor visits and prescription drug use significantly. Governments in Eastern Europe and Central Asia played a crucial role in reducing the effects of the crisis on household incomes, the report notes. In close to a third of countries in the region, unemployment benefits were among the first to reach crisis affected households. But, unemployment insurance coverage varied across countries, in some cases leaving many households to fend for themselves after the breadwinner lost his or her job. In Armenia, Kazakhstan, Latvia and Russia, governments responded by implementing public works projects and increasing public investment to boost hiring, while Turkey focused on reducing barriers to hiring women and youth. Still others focused on expanding access to training or retraining. And despite immense fiscal pressures, governments in the region reduced education and health budgets less than their overall GDP contractions – in an attempt to ensure that basic services for poor people were not cut drastically.

Impact of the economic crisis

EUA has been monitoring the evolution of the economic crisis and its effect on higher education systems in Europe since its onset in 2008 and has published a series of short reports. This week, we publish our latest update report ahead of a major new study on the financial sustainability of European higher education that is currently being finalised and will be published on 22 February 2011. The latest monitoring report highlights that the economic crisis continues to affect higher education in several ways. Funding has not only been decreased in a number of European countries, but often public authorities are also reviewing the way the funding is actually delivered to universities.Some countries, such as the United Kingdom, Italy and Latvia, face major cuts to higher education budgets; and many others need to adapt to noticeable falls in income. Only in a few countries like France have governments upheld their commitment to increase public funding for universities.  Institutions in most countries report future ‘uncertainty’ and expect further – and possibly deeper – cuts to come in the forthcoming months and years. As many governments struggle with austerity measures to balance their deficits, the full extent of effects on higher education systems around Europe still remains to be seen. In some countries, cuts are likely to have a significant restructuring effect on higher education systems. In England, a major shift is underway from direct funding to institutions towards indirect funding through student support, coupled with higher tuition fees and reduced teaching grants.In Italy, beyond an expected €1 billion budget cut, funds will be made increasingly conditional on student employability and research performance.The report also looks at the impact of the economic crisis at institutional level and on private funding sources – which also provide an important source of revenue for universities.

Vice President Biden plans for nearly $4 billion in technology

Washington, DC – Vice President Joe Biden, on a visit to Jefferson City, Missouri, today with Commerce Secretary Gary Locke, detailed plans by the Department of Energy to develop a smart, strong and secure electrical grid, which will create new jobs and help deliver reliable power more effectively with less impact on the environment to customers across the nation. As part of the American Recovery and Reinvestment Act, the Vice President outlined plans to distribute more than $3.3 billion in smart grid technology development grants and an additional $615 million for smart grid storage, monitoring and technology viability.  On the visit to Jefferson City today, Secretary Locke also announced plans for a Smart Grid meeting in Washington, D.C. that he will chair with Energy Secretary Steven Chu. The event, which will take place in early May, will bring together leaders from key stakeholders’ organizations, largely from private industry, to begin a critical discussion about developing industry-wide standards that will enable the Smart Grid to become a reality.   Additionally, industry leaders at the meeting will be expected to pledge to harmonize industry standards critical to developing the smart grid, commit to a timetable to reach a standards agreement and abide by the standards devised.  The meeting will provide a forum for industry leaders to move toward an industry standards agreement critical to developing the Smart Grid.  Additional meetings of industry staff on May 19-20 are planned to make further progress on a standards agreement. Under the Energy Independence and Security Act of 2007, the Commerce Department’s National Institute of Standards and Technology (NIST) is responsible for assisting with the development of a framework for standards associated with Smart Grid systems and devices.    As part of Vice President Biden’s announcement, the Department of Energy released a Notice of Intent (NOI) for the DOE Smart Grid Investment Grant Program, as well as a draft Funding Opportunity Announcement from the Department for a smart grid regional demonstration initiative. Together these efforts will help implement technologies aimed at transforming how electricity providers operate their systems, offer options for increased energy storage and accelerate the integration of renewable energy sources like wind and solar power with the electrical grid. These investments will help implement the necessary digital upgrades in the home and on the electric grid, enabling it to be more efficient, resilient, and secure.  They will also help make the grid capable to effectively integrate renewable supplies, plug in electric and hybrid vehicles, and energy management technologies, ultimately reducing energy infrastructure requirements and our dependence on foreign oil.
