Will Europe stand by Ukraine after trade pact?

Ukraine1 – together with Georgia and Moldova – are set to sign a controversial trade pact with the European Union on Friday, June 27. It is likely to prompt Russia’s wrath, says Geopolitical Information Service author Professor Stefan Hedlund, Research Director in Russian and Eurasian Studies, Uppsala University, Sweden.Russia has taken punishing measures against those nations who are seeking closer ties with the West. It was Ukraine’s refusal to sign the deal at the last moment which sparked massive riots in Kiev in November 2013 and split the nation.But will Europe turn its back on Ukraine if the former Soviet republic plunges further into crisis as Russia squeezes the last economic breath from the nation of 45 million? asks Professor Hedlund.‘The contradiction between lofty ideals and realpolitik – power and material considerations – has remained something of a founding principle of international relations,’ he says.In 2008, the Georgians believed that the door to Nato was open for them, and that they would receive support against Russian retaliation. ‘When Russian tanks rolled in, the West averted its eyes,’ says Professor Hedlund.‘Although the crisis in Ukraine has caused the rhetoric on the freedom to choose to become a bit more subdued, Western political leaders will, as a rule, still insist that Ukraine retains a right to join both Nato and the European Union, irrespective of what Russia may feel.‘Reiterating statements of the kind, which have become so central to Western political culture, may provide a feeling of warm glow, and of moral superiority’, adds Professor Hedlund. ‘But there is also a downside’.
‘When oppressed people listen to the lofty rhetoric, they may be deluded into believing that the speakers stand ready to back their words with action.’‘The tragedy in Ukraine is unlikely to be the last illustration of the ingrained Western practice of speaking loudly and carrying a limp stick.’Read Professor Hedlund’s full statement here.

E’ iniziato a Bruxelles il vertice dei ministri della difesa delle nazioni appartenenti alla NATO e Competere.EU scrive una lettera aperta al Ministro della Difesa italiano Mario Mauro.Il think thank, attivo nell’elaborazione delle politiche e delle pratiche di sviluppo sostenibile, chiede a Mauro di far si che l’Italia sia uno dei Paesi leader nella richiesta dell’attuazione del modello di “Smart Defence” elaborato dal Patto Atlantico che potrà portare una razionalizzazione ed un efficientamento degli apparati di difesa dei Paesi membri.“In questi giorni di emergenza umanitaria nel Mediterraneo– scrivono il Presidente di Competere.EU Pietro Paganini ed il Segretario Generale Roberto Race– cresce nell’opinione pubblica la consapevolezza dell’importanza di una sicurezza data da sistemi di difesa al passo con i tempi. Tutto ciò andrebbe in accordo con gli altri Paesi in funzione nell’attuale scenario geostrategico e dei nuovi pericoli come quelli dati dalla cyber proliferazione.I tagli che il mondo della difesa e della sicurezza, tra gli altri, hanno subito, possono rivelarsi un grandissimo rischio o viceversa rappresentare una grande opportunità per il nostro Paese.”“Ad indicarci il modo per continuare ad avere un apparato di difesa efficiente– scrivono Paganini e Race– è stata proprio la Nato che con la Smart Defence invita i Paesi a fare più e meglio con meno costi, razionalizzando la spesa e mettendo a sistema le eccellenze di ogni Stato membro.”“Per questo– continuano Paganini e Race– Le chiediamo di far sì che l’Italia possa farsi promotore del rilancio di questa nuova fase nella quale le difese dei vari Paesi dovranno lavorare alla propria razionalizzazione ed al proprio efficientamento e alla realizzazione di una difesa comune.Tema che sarà all’ordine del giorno, tra l’altro, proprio del Consiglio dei ministri della difesa dell’Unione Europea che si terrà a dicembre.Non possiamo perdere altro tempo. Il rischio di un vuoto di Difesa o di una Difesa inadeguata esporrebbe tutto il nostro tessuto sociale a numerose minacce, non solo di natura militare, ma anche emergenziale – come abbiamo visto di fronte ad un Mediterraneo in crisi – che la società civile non potrebbe affrontare senza un dispositivo reattivo e specializzato come quello militare.
Un discorso, questo, di estrema attualità, nel momento in cui l’Europa, è matura ma non ancora strutturata per provvedere alla propria sicurezza, avendo dimostrato di non saper fornire una risposta univoca alle emergenze che colpiscono i paesi a lei vicini”.

La coscienza dell’Unione europea

l processo di costruzione di un’identità europea e della sua sicurezza si può collocare dal secondo dopoguerra mondiale dalla funzione della Nato nel 1949 e che è proseguito con i Trattati di Roma del 1957 attraverso la Ceca nel 1951 e dalla Ced del 1952. Il tutto è partito dalla sua origine ideale nel voler dare una risposta alla storia nell’avviare il continente verso cammini nuovi. Nella scelta genuinamente europea, quella occidentale, due elementi hanno agito con grande coerenza: prima la paura verso una possibile azione di espansione dell’Urss e del comunismo di stampa sovietico e, secondo, la pietra angolare della riconciliazione franco-tedesca. Una coscienza, se stiamo alle parole pronunciate da De Gasperi nel suo memorabile discorso a Bruxelles il 20 novembre del 1948 che “libertà e giustizia sociale si difendono e si raggiungono solo in un clima di sicurezza e di pace.” Una scelta difficile che da allora a oggi non ha trovato nel Nord dell’Europa una comprensione convinta. Non dimentichiamo che il mercato comune dagli anni cinquanta sino alla fine degli anni settanta si sviluppava in funzione del Nord. Solo con l’am-pliamento graduale alla Grecia e poi alla Spagna e Portogallo si incominciò ad intravedere uno sposta-mento del fulcro europeo verso il Sud. Ma per molti versi l’Europa resta ancora di là delle Alpi e ciò non risulta positivo in quanto si teme un perdurare della difficoltà economica e della instabilità politica nel Sud Europa.(Riccardo Alfonso)

Late on Sunday 6th January, the NATO warship, USS Halyburton and the EUNAVFOR ship FS Surcouf worked together to disrupt a pirate vessel which is believed to have attacked a merchant ship earlier in the day.A Panama-flagged merchant vessel was en route from Salalah to Mombasa when she was approached by a suspected pirate skiff with 6 people on board, off the eastern coast of Somalia.While the crew assembled in the ship’s secure citadel from where they broadcast a distress message, the on-board Armed Security Team took up position and exchanged fire with the suspected pirates.

From 1 December Northwood Headquarters in Middlesex, nr London, officially becomes host to NATO’s  new Maritime Command. Vice Admiral Christian Canova French Navy, recently appointed Deputy Commander NATO Maritime Command says: “ that this not only represents an extraordinary privilege for the UK which will now host the sole maritime command for NATO, but it fuses together all maritime expertise into one centre of excellence…..We will be NATO’s primary advocate and advisor for the whole Maritime domain.” The change is a result of a larger programme decided at NATO’s 2010 Lisbon Summit aimed at making NATO’s command structure more efficient and effective. Admiral Canova added that “from today we are open for business and while some elements of integration are still underway for a few more months, we are now in a position to provide command, capability design, advice; as well as take the lead for directing a whole range of NATO maritime assets including aircraft, ships and submarines. Indeed, nominally thiscould be as many as 750 ships and 800 thousand men and women.”The overall changes will also help make NATO’s Command structure more affordable. Throughout the whole of NATO positions are being trimmed from 12,000 HQ personnel to around 9,000 and reducing the number of NATO HQs from ten to six, in the largest re-structuring since the end of the Cold War. The new Maritime Command will report directly to Supreme Headquarters Allied Powers Europe (SHAPE) in Brussels.
By the end of March 2013, NATO’s Maritime Command Naples will de-activate but MC Naples’ unique Mediterranean expertise will be preserved. Admiral Canova credits Naples HQ with having a “thorough knowledge of all maritime issues in and around the Mediterranean, and a well developed network in the region”. This includes their vast experience with Operation Active Endeavour, NATO’s Mediterranean counter-terrorism mission. “That network is something we want to continue,” he says. These changes will take place during the next few months however, today the 1 Dec 2012 marks NATOwide transition day when the Maritime Command at Northwood will assume its formal authority. A fourmonth transition period will follow, culminating in the de-activation of MC Naples on 28 March 2013.Northwood’s recent focus has been Operation Ocean Shield, NATO’s mission to counter Somali piracy in
the Indian Ocean. While that remains important, Admiral Canova envisions the new Maritime Command at Northwood as aiming for a more comprehensive view, looking at, “ a wider set of Maritime issues andthreats.” Accordingly, the focus will have to be broadened from the current attention on Operation Ocean Shield.

NATO Provides Medical Aid to Somali Villagers

Last weekend, the villagers of Xabo and Bandar Murcayo were given access to medical facilities provided by NATO’s counter piracy flagship, HNLMS Rotterdam. The flagship was patrolling off the north east Somali coast and took the opportunity to move nearer into the shore so that villagers could make their way out to landing craft carrying on board a complete medical team and improvised facilities. The Staff Medical Officer of the NATO task force, Commander Klaas Visser, said “Early in September we provided basic medical health care for both villages. What strikes me was that compared to our last visit, this time the patients mainly consisting of women and small children without their menfolk accompanying them. This may be indicative of greater trust and understanding by the villagers. On this occasion over 150 villagers received basic medical health care.” stated Visser. Una Corte internazionale per la pirateria marittima

Bruxelles. I deputati ritengono che la lotta contro la pirateria non possa essere vinta solo con strumenti militari. In una risoluzione approvata giovedì, l’Aula chiede ai governi nazionali di rinforzare la protezione militare delle navi europee, ma allo stesso tempo di finanziare progetti che affrontino le cause del fenomeno. I deputati domandano inoltre l’istituzione di tribunali speciali per i pirati. L’EU e la NATO dovrebbero coordinarsi meglio per far fronte alla crescente minaccia alle imbarcazioni internazionali da parte della pirateria, soprattutto nella zona a largo della Somalia e del Corno d’Africa. I deputati deplorano che il numero delle navi messe a disposizione dagli Stati membri per l’operazione UE NAVFOR ATALANTA sia stato ridotto da 8 ad appena 2-3 all’inizio del 2012 e sollecitano pertanto gli Stati membri a “mettere a disposizione maggiori risorse navali per garantire il successo della missione”. Il Parlamento chiede all’Alto rappresentante UE per la politica estera Catherine Ashton e ai governi nazionali di trovare urgentemente una soluzione per liberare i 191 marinai ancora in ostaggio e di assicurare il rilascio delle 7 navi dirottate. I deputati inoltre ricordano alle autorità regionali che, in base al diritto internazionale, “nessuna autorità diversa da quella dello Stato di bandiera può ordinare provvedimenti di arresto o di blocco di una nave”.
La Commissione e il Consiglio devono trovare un accordo su regole comuni per l’uso, sempre più frequente, di personale armato autorizzato a bordo delle navi, continuano i deputati, che sottolineano anche che “il ricorso ad agenti armati privati è una misura che non può sostituirsi alla necessaria soluzione generale dell’articolato problema della pirateria”. Per combattere il fenomeno alla radice, la comunità internazionale deve adottare una “strategia globale per la situazione in Somalia, che stabilisca un nesso tra sicurezza, da un lato, e sviluppo, Stato di diritto e rispetto dei diritti umani e del diritto umanitario internazionale, dall’altro”, afferma il testo adottato. La strategia dovrebbe mirare a migliorare le strutture giudiziarie e a rendere possibile la creazione di tribunali speciali anti-pirateria nella regione.

London Last week, Rear Admiral (LH) Sinan Azmi TOSUN, Commander of the NATO Counter Piracy Mission Operation Ocean Shield, met with his counterparts, ROK Naval Escort Task Group Commander Captain KIM Eunsoo and Chinese Task Force Commander Rear Admiral YANG Jun-Fei on the 25th and 27th of April respectively. Republic of Korean Navy and Chinese PLA Navy have supported the counter piracy efforts by providing escorts to the merchant vessels passing through the region. During these warm and constructive meetings, the Commanders had the opportunity to share information and experiences about their counter piracy operations, learn of each other’s capabilities and also discuss matters of mutual concern regarding how to support each other. Speaking about the visits, Rear Admiral (LH) Sinan Azmi TOSUN said “I had a chance to meet both Commanders’ predecessors and this was another opportunity for me to meet my counterparts at sea. Having shared our experiences during the first visits, I am pleased to see how useful these kinds of face-toface meetings are to improve the situational awareness and experience amongst counter piracy forces. I am pretty sure that we will further continue to expand and deepen our cooperation and interaction to tackle piracy in the region.”

Mother Ship Disrupted and Crew Freed by NATO Ship

The NATO ship HDMS Absalon disrupted a dhow, detained 16 suspected pirates and freed the 12-member dhow crew. During a patrol off the Somali east coast, HDMS ABSALON, part of NATO’s Counter Piracy Operation Ocean Shield spotted an Iranian-flagged dhow which was hijacked one month ago and was currently being used as a mother ship by suspected pirates operating in the area. HDMS ABSALON was tasked to approach the mother ship to carry out a disruption. After stopping the mother ship, HDMS ABSALON sent her boarding team to search the vessel. The team conducted a compliant boarding and assumed full control over the mother ship. On board the mother ship were 16 Somalis suspected of piracy, as well as a crew of 12 from Pakistan and Iran who had been held hostage on the mother ship throughout the last month. The operation was achieved without the use of arms. After questioning the original crew, they were released with their vessel. “I am glad that we successfully disrupted another suspected pirate attack group and freed hostages as well. During the early morning of 27th February, off the coast of Somalia, Her Danish Majesty’s Ship (HDMS) Absalon, acting as part of NATO’s counter-piracy operation (Operation OCEAN SHIELD), approached a vessel that had been previously captured by pirates and was being used as a mother-ship (from which pirates normally launch attacks on other merchant vessels). HDMS Absalon successfully disrupted the pirate vessel however, two members of the original crew were found wounded and subsequently died.

NATO and Russia Exercise Together in Gulf of Aden

London. NATO and Russian Counter Piracy Forces met in the Gulf of Aden to look at the practicalities of conducting refuelling at sea between NATO and Russian ships. This was the tactical part of an ongoing dialogue between NATO and Russia which aims to foster closer cooperation in counter piracy operations. Two weeks ago, the NATO Task Force Commander Rear Admiral TOSUN met with his Russian counterpart Captain 1 st Rank Ildar Ahmerov. The Commanders talked about the various areas where NATO and the Russian Task Force could cooperate, one of which was refuelling at sea.
To that end, refuelling at sea was conducted between a NATO and an EU ship and between two Russian ships. During both refuelling operations, NATO personnel were embarked on the Russian flagship and Russian personnel were on board the NATO flagship so both crews could observe refuelling at sea methods and procedures. Afterwards, Rear Admiral TOSUN said “I am very pleased to see positive results of our meeting after so short a time. As a sign of our determination to work together, this first step was important to ascertain refuelling at sea capability between NATO and Russian units in the near future.”
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008. The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with
other international bodies to help develop capacity of countries in the region to tackle piracy on their own

Change of Command for NATO Group

Yesterday, in Taranto Naval Base, Italy Rear Admiral Gualtiero Mattesi (ITA N) handed over Command of the Standing NATO Maritime Group One to Commodore Ben Bekkering (NLD N).The Ceremony took place on board of the former flagship, ITS Andrea Doria and was presided over by the Deputy Commander of Maritime Command Northwood, Vice Admiral Hans-Jochen Witthauer. Rear Admiral (LH) Sinan Azmi TOSUN, Commander of the NATO Counter Piracy Mission Operation Ocean Shield, met with his Chinese counterpart Rear Admiral LI Shihong. They paid reciprocal visits to each others’ flagships on the same day while the Chinese Task Group ships were escorting a convoy and the NATO flagship, TCG Giresun was patrolling through the Gulf of Aden. During these warm and constructive meetings both Commanders had an opportunity to share information and experiences about their counter piracy operations, learn more of each other’s capabilities and also discuss matters of mutual concern in how to tackle piracy. Speaking about the visits, Rear Admiral Sinan Azmi TOSUN stated “the Chinese Navy has supported the counter piracy efforts by providing escorts to merchant vessels passing through the region in cooperation with other navies. These escort missions support provided by other actors in theatre allow NATO maritime forces to fight against piracy in different ways such as intercepting any upcoming threat to the maritime community which increase the effectiveness of our mutual efforts. We both expressed our determination to improve the cooperation between NATO and Chinese units.

Yesterday, Rear Admiral (LH) Sinan Azmi TOSUN, Commander of the NATO Counter Piracy Mission Operation Ocean Shield, visited the Commander of Russian Warship Detachment of Russian Pacific Fleet, Captain 1st Rank Ildar AHMEROV on board his flagship ADMIRAL TRIBUTS in the Gulf of Aden. The Russian Federation warship, as part of its counter piracy operation, was escorting a merchant vessel convoy and passed the area where the NATO flagship TCG GIRESUN was patrolling. In addition to an exchange of briefings and a ship tour, the visit programme also allowed for open discussion and that opportunity was eagerly used. During a constructive meeting both sides shared information on their counter piracy operations and discussed possible opportunities to conduct training which will enable interoperability between NATO and Russian ships. Commanders expressed their clear determination to improve coordination which allows different task forces to tackle the piracy problem together. Following the meeting, Rear Admiral (LH) Sinan Azmi TOSUN said, “We had a fruitful meeting. Our meeting will certainly help us to work together to tackle piracy in the region. We are all actors in the same area and good cooperation between our forces will enhance the effectiveness in keeping the shipping lanes safe as well as mutual understanding of the NATO and Russian units.”
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008. The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with other international actors to help develop capacity of countries in the region to tackle piracy on their own.

NATO Warship Renders Assistance to Stricken Dhow

Over the weekend, ITS GRECALE, part of the NATO’s Counter Piracy Task Force Operation Ocean Shield, was tasked by NATO Task Force Commander to render assistance to the Iranian flagged dhow, Tahriri, which had reported an engine failure and was dead in the water. The dhow, with 5 Iranian and 9 Pakistani crew members, had recently been released from suspected Somali pirates by another NATO Task Force unit, HDMS ABSALON, on 7th January. On reaching the dhow, ITS GRECALE gave the crew food and water. Then a dedicated technical team worked through the night to fix the mechanical engine failure. Despite their best efforts, the ITS GRECALE team assessed that the engine was too badly damaged to repair at sea. NATO offered to transfer the crew to the closest port, but they chose to stay with their vessel. Tahriri’s crew said that after having assistance they felt safer and preferred to coordinate with their national authorities for further assistance. They expressed their appreciation for the assistance of the NATO warship.
ITS Grecale is remaining in the area to monitor the situation, ready to provide further assistance if required. The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. Nato Warship Disrupts Another Pirate Ship

RFA Fort Victoria, part of NATO’s counter piracy task force Operation Ocean Shield has successfully disrupted a suspected pirate vessel looking to launch attacks on merchant vessels transiting through the Gulf of Aden.
On Thursday 12 January, USS Carney also part of Operation Ocean Shield discovered and tracked a suspected pirate vessel. Early on Friday 13th January, RFA Fort Victoria along with her embarked helicopter was tasked to intercept the suspected pirate vessel. At first light, Fort Victoria launched her helicopter to investigate the suspected pirate vessel. In order to stop the vessel, the helicopter fired several rounds of various warning shots. A Royal Marines boarding team in fast boats approached the vessel and successfully boarded it. Shortly after the Marines approached, the pirates surrendered moving to the front of their ship with their hands up. A thorough search of the vessel revealed numerous weapons including RPG launchers and machine guns. At this time the suspected pirates are still on the vessel and investigations are still ongoing to determine whether there is sufficient evidence for prosecution. This is the third successful disruption of a pirate action group operating from a pirated mothership in the last seven days. This demonstrates NATO’s capability to track and stop target vessels by using information from the various maritime counter piracy forces operating in the area.

Nato and CMF Commanders Meet At Sea

On 14th December Rear Admiral Sinan Azmi TOSUN Commander of NATO’s Counter Piracy Force, hosted the Task Force Commander of the Combined Maritime Forces (CMF) Rear Admiral (UH) Kaleem SHAUKAT SI (Pakistan Navy).
The two Commanders met on board the NATO flagship, TCG GIRESUN, in the Gulf of Aden to discuss matters of mutual concerns such as cooperation in the most effective deployment of ships and aircraft in the Gulf of Aden and Somali Basin. Rear Admiral TOSUN emphasized the importance of meeting with other actors in the counter piracy missions: “Personal relations have proven one of the keys to success in maritime cooperation. I am very pleased to host Rear Admiral Kaleem SHAUKAT SI on my flagship. It was extremely useful to meet face-to-face and share our thoughts on how to tackle piracy in the most effective way through coordination of the assets we have. As the main actors in this vast area, these kinds of constructive meetings help us to enhance the level of coordination.” Both CMF and NATO are undertaking operations to deter and disrupt piracy activities in the Gulf of Aden and Somali Basin. Due to the huge size of the operating area, counter piracy is a joint and combined effort. Besides CMF, NATO works in partnership with the European Union Naval Force (EUNAVFOR) and independent navies such as China, India, Japan, the Republic of Korea and the Russian Federation. As maritime forces and the commercial maritime community have worked together we have seen the pirates’ success rate decrease significantly. In 2009, 45 ships were hijacked in the region; so far in 2011, only 21 ships have been hijacked effectively halving the number of ships taken. This is a tangible result of the work that NATO and its partners have been involved in for the past three years in the region. Pirates should not be under the illusion that the Christmas season is a good time to launch pirate attacks – NATO ships will be patrolling just as they have done throughout the year.

The NATO warship USS De Wert prevented a suspected pirate dhow from engaging in acts of piracy and forced it back to the Somali coast making further acts of piracy impossible at this time. While engaged in a replenishment at sea, USS De Wert received intelligence reports that a dhow acting suspiciously was in the vicinity and looked to be preparing to conduct acts of piracy. USS De Wert was tasked with locating and tracking the dhow while being prepared to conduct a boarding the following morning. At first light, USS De Wert closed the range to the dhow in preparation to board the vessel, but a high sea state was not conducive for a safe boarding. USS De Wert continued to follow the vessel at close range as it proceeded back to the Somali coast, where it could be contained and prevented from patrolling the sea for victims. This disruption will cost the suspected pirates valuable lost time, and assets from unsuccessfully deploying an action group. “Although no suspected pirates have been taken into custody at this time, the outcome is equally successful. USS De Wert was able to intercept the suspected pirates and disrupt their actions before they were able to locate and hijack any merchant vessels transiting the seas. Furthermore, it demonstrates NATO’s ability to coordinate multiple assets in locating, identifying and disrupting the threat at sea. USS De Wert has done an excellent job.” Rear Admiral (LH) Sinan Azmi TOSUN, Commander of the NATO counter piracy mission Operation Ocean Shield, commented on the action.

It is a capable, stand-alone task group and one of four Standing Maritime Elements that form a flexible core around which NATO can build a larger force to meet a wide range of missions. These include non-combatant evacuations, consequence management, counter terrorism, crisis response and embargo operations. Its command rotates amongst the contributing nations and SNMG 2 is currently commanded by Rear Admiral (LH) Sinan Azmi TOSUN, Turkish Navy.

Pavia 12 dicembre alle ore 15.00, presso l’Aula Grande di Scienze Politiche, il dottor Andrea Grazioso, consulente presso il Ministero della Difesa ed esperto di politica militare, terrà una conferenza sul tema “Il conflitto in Afghanistan: processi decisionali e strategie militari”. Il dottor Andrea Grazioso è ricercatore dal 1998 presso il Centro Militare di Studi Strategici, redattore dell’Osservatorio Strategico e autore di numerosi studi monografici, in alcuni casi condotti congiuntamente con importanti realtà straniere (RAND Corporation, King’s College, UN Staff College etc.); ha tenuto per il CASD (Centro Alti Studi Difesa) conferenze o moduli d’insegnamento, anche per studenti provenienti dalle Università di Roma, Nizza e Sarajevo; ha svolto per la NATO (Allied Command for Transformation) attività di tutor, nell’ambito del “Multiple Future Project”; ha avuto la responsabilità sia di moduli di insegnamento (Proliferazione e contro-proliferazione; armi di distruzione di massa ecc.) sia di singole lezioni per la LINK Campus University; ha svolto attività di insegnamento a livello di Master presso le Università Roma III e di Gorizia e la Scuola di Guerra di Civitavecchia; collabora con l’Enciclopedia Italiana sui temi relativi alla Difesa, ai conflitti e alle tecnologie militari; da circa quattro anni lavora presso il Gabinetto del Ministro della Difesa, quale esperto di Politica militare. In tale funzione ha operato nel NATO-Russa Council.
