Collaboration Among National Ecological Observatory Network (NEON) and United States Geological Survey

By any measure, the Wind River Experimental Forest is a remote area. Yet two teams of ecologists managed to meet up and collaborate in their efforts to study the federally threatened Steelhead Trout species (Oncorhynchus mykiss) and map the long-term overall health of the aquatic system.The United States Geological Survey (USGS) is a fact-finding research organization that has scientists studying the landscape across the country including its natural resources and the natural hazards that threaten it. For decades, its Columbia River Research Laboratory (a field station of USGS Western Fisheries Research Center) has worked in the Wind River watershed to monitor the health of salmonids and steelhead populations, their response to human activities, and the factors limiting their abundance. The lab works in close coordination with other agencies in the Wind River watershed including the U.S. Fish and Wildlife Service, the Washington Department of Fish and Wildlife (WDFW), and the U.S. Forest Service. Funding for much of the work is provided by the Bonneville Power Administration.
The NEON project, managed by Battelle for the National Science Foundation, is a continental-scale ecological observation facility that collects and provides open data from 81 field sites across the United States that characterize and quantify how our nation’s ecosystems are changing. The data will contribute to a better understanding and more accurate forecasting of how human activities impact ecosystems and how society can more effectively address critical ecological questions and issues.Martha Creek, a tributary to the Wind River, hosts a NEON study reach that is slated to remain active for the full 30-year duration of the project. NEON’s presence in Martha Creek has been in the works for years, and sampling finally began in November 2017. Through it all, USGS staff have been supportive stakeholders. For example, Ian Jezorek, a fish biologist who has been studying the steelhead population for years, provided training opportunities to NEON field ecologists in fish identification and recognition of redds, the nesting areas of steelhead and other salmonids. As a source of open data on stream and environmental conditions, fish populations, and more, NEON’s Martha Creek site now produces a rich dataset that complements the USGS and other Wind River partners’ efforts.Once NEON had the Martha Creek field site up and running, the scientists realized they had an opportunity to be more efficient with their fish sampling goals by coordinating efforts. A primary study method for USGS and WDFW is tagging of juvenile and adult Steelhead with Passive Integrated Transponder (PIT) tags. These very small tags are uniquely coded and can allow researchers to follow movements and growth of individual fish through their lifespan. Detection and recapture sites in the Wind River watershed and throughout the Columbia River provide the ability to gather complete life histories of detected fish.

CITEK – Moving on with European innovation

citekSMEs in the Mediterranean have had issues in the past with knowledge transfer, cooperation and bringing together knowledge innovation communities but one MED financed programme plans to change that.The CITEK project is an innovative partnership that aims to promote public-private and institutional-technical cooperation that will support the transfer of innovative policies, guidelines, strategies and web-based tools, and identify and establish knowledge innovation communities composed of research centres, universities and clusters with the aim of developing innovative working programmes.
The CITEK project partners, lead by Marche Regione, have capitalised on the results achieved in previous projects of different territorial cooperation programmes and developed new web-tools and pilot actions that will ensure long term sustainability even after the project closure. The project is now looking to encourage people to join in and become members of the different project communities established during the implementation. They can share the knowledge of the final outputs produced and results achieved and take advantage of the tools developed.
The main project deliverables are: a) The Smart Specialisation Observatory (SMART MAP), presented as a map tool, provides a complete overview of the state of the art in relation to the definition and implementation of the Research and Innovation Strategies for Smart Specialisation (RIS3) Mediterranean. SMART MAP is a tool where users can find the most up-to-date information regarding regional innovation smart specialisation strategies (RIS3). It includes filters on territory, sectors and KETs, and provides stakeholders with the most relevant information for their assessments and evaluations on the policies and activities related to the implementation of the RIS3.
b) An innovative and successful pilot action was developed. Considering the EC directive on e-cohesion, the work done on the open data application for the territorial cooperative project is quite innovative. The project opened data from the results of the previous European territorial cooperation projects capitalised in the scope of CITEK, and developed guidelines on how to open the data of the transnational cooperation projects.
c) To guarantee continuity of the activities started with previous projects, and in order to become a reliable point of reference for the stakeholders (public and private ones) involved in the project activities, work done on Knowledge Innovation Communities involved a great number of subjects who worked together on topics of common interest. Furthermore, the CITEK project individuated business members of the national clusters and business networks that became a part of the transnational business community.
d) An e-learning platform with training “pills” on business management and topics relevant for the business clusters involved was developed and will be available soon for all the users. All the pills come from free training courses or courses promoted by the project partners which have been converted into SCORM pills.

OSCE Hate Crime Report Shows: Hate Crimes Against Christians a Serious Problem in Western Europe

The Observatory on Intolerance and Discrimination against Christians welcomes the 2012 Hate Crime Report released by OSCE/ODIHR* on November 15, 2013. „This report creates awareness – and awareness is the first step towards a remedy,“ says the Observatory’s director Dr. Gudrun Kugler.The annual report focusses on racist and xenophobic, anti-Semitic and anti-Muslim hate crimes, as well as hate crimes on the bias against Roma and Sinti, Christianity and other religions and grounds. In the area of hate crimes against Christians, only fifteen OSCE participating states** disaggregate their data. Of these countries, only six*** submitted their data to the report.Striking passages of the report involve for the year 2012:
– German official law-enforcement figures recorded 414 crimes based on bias against religion, 18 of which involved violence.
– For Hungary, the Holy See reported ten cases of damage to church property; 89 cases of church desecrations, including seven involving thefts of church property.
– The Swedish police recorded 258 anti-religious hate crimes, of which 200 were anti-Christian.
– In the United Kingdom, official law-enforcement figures in England, Wales and Northern Ireland record 1,543 anti-religious hate crimes. In Scotland, 687 cases were prosecuted.

The act must be a crime under the criminal code of the legal jurisdiction in which it is committed, and it must have been committed with a bias motivation. A major concern is that hate crimes have a deep impact on victim communities.
