International police cooperation: Parliament backs deal with China to fight organised crime

Posted by fidest press agency su mercoledì, 5 ottobre 2016

europolAn agreement establishing police cooperation between Europol and China to strengthen the mutual fight against organised crime, such as trafficking in human beings, drug related crimes and cybercrime, was backed by the European Parliament on Tuesday. The new cooperation agreement allows for strategic cooperation only. This could involve exchange of information such as specialist knowledge, general situation reports, strategic analysis, information on criminal investigation procedures and the provision of advice and support in individual criminal investigations. The strategic agreement does not allow for any exchange of personal data.”According to Europol, China is increasingly relevant as a source-, destination- and transit-country in the fight against organized crime such as trafficking in human beings, drug related crimes as well as cybercrime and money laundering related activities”, says Claude Moraes (S&D, UK), lead MEP on the file and Chair of the Civil Liberties Committee. “Today’s vote in the European Parliament gives a clear signal of our support for Europol’s strategic cooperation agreement with China which will aid and reinforce the fight against organised crime and will contribute to enhancing international law enforcement co-operation “, he ends.Under the current rules, Parliament must only be consulted before the Council establishes police cooperation agreements with third countries. However, in the recently concluded talks on new rules to govern Europol, Parliament’s negotiators insisted on inserting a review clause on all such agreements. This means that all existing international agreements between Europol and third countries will be assessed within five years after the entry into force of the new regulation in order to check that they comply fully with data protection standards and meet EU standards on policing.Under the Lisbon Treaty, Parliament decides on an equal footing with Council on Europol. Once the new Europol regulation enters into force in 2017, Parliament is required to give the green light to new international police agreements. The proposal to back the cooperation agreement with China was passed by 460 votes to 126, with 90 abstentions.

Successful start to 2012 for Operation Ocean Shield

Posted by fidest press agency su lunedì, 6 febbraio 2012

The first 13 days of January were busy ones for NATO’s counter piracy task force; they successfully stopped and disrupted three separate pirate groups from launching attacks on legitimate maritime traffic. In the first incident on Friday 6 th January the USS CARNEY acting on intelligence from other counter piracy forces intercepted the Indian flagged dhow AL QASHMI off the south western coast of Oman. Once onboard the dhow the USS CARNEY’S Board and Search Team quickly discovered that all evidence of potential piracy had been disposed of and questioning of the dhow’s crew revealed that they had been hijacked with the 9 suspected pirates launching from a different dhow. The 9 suspected pirates were detained. The crew of the AL QASHMI were offered assistance and then allowed to go about their lawful business.
The second incident took place on Saturday 7 th January several hundred nautical miles away to the south west and close to the Somali coast when another dhow, this time of Iranian nationality, was identified as a potential pirate mother ship by the Danish warship HDMS ABSALON. ABSALON’S Board and Search Team were quickly dispatched to the dhow under cover of a helicopter before the suspected pirates were able to dispose of potential evidence linking them to piracy and this was subsequently seized along with the 25 suspected pirates.
Early on Friday 13thJanuary, RFA Fort Victoria along with her embarked helicopter was tasked to intercept a third suspected pirate vessel. A Royal Marines boarding team in fast boats approached the vessel and successfully boarded it. Shortly after the Marines approached, the pirates surrendered moving to the front of their ship with their hands up. A thorough search of the vessel revealed numerous weapons including RPG launchers and machine guns. This demonstrates NATO’s capability to track and stop target vessels by using information from the various maritime counter piracy forces operating in the area.Standing NATO Maritime Group 1 (SNMG1)
Overall in January there were 4 attacks all of which were unsuccessful, 9 disruptions and 4 approaches in the Gulf of Aden / Indian Ocean. In addition, 80 suspected pirates were captured by counter piracy forces of which 59 were captured by NATO ships. 29 of them have already been transferred for prosecution with the position of the others under consideration by nations. In comparison, in January 2011 there were 29 attacks, 10 disruptions, 3 approaches and most significantly 6 ships were pirated. Rear Admiral Hank Ort, MC Northwood Chief of Staff said, “The reduction in pirate success is directly
attributable to military presence and military action. We are not complacent; it is too early to say that we have won the battle of piracy. We know that if the navies go away the pirates will come back. What we can say is that we are making the seas safer for legitimate maritime traffic.”
Naval warships have been in the region constantly since March 2009, providing a visible presence and deterrence while conducting counter piracy operations. The number of successful pirate attacks has dropped dramatically since NATO and other task forces started patrolling the sea lanes. In 2009, 45 ships were hijacked in the region; in 2011, 24 ships were hijacked effectively halving the number of ships taken within 2 years.

Wuppertal, Germany and Istanbul. Happich Otomotive is the name of the new HAPPICH subsidiary, which will start its operation at the beginning of the year as a distribution company in Gebze located 100 km east of Istanbul. The leading interior decorator for commercial vehicles is then already taking its second step into the important Turkish bus market. Since the middle of 2011, the Turkish ILERI group – as an official strategic partner – has been producing exclusively HAPPICH products using original HAPPICH tools. In addition to the familiar product quality, the company from Wuppertal also wants to ensure the best possible distribution at the Bosporus. In the past, bus manufacturers in Turkey had to purchase their HAPPICH products via a distributor, who then ordered the goods from a distribution center in the Czech Republic. Now, however, they are able to obtain their products directly from the Turkish city of Gebze – the location where the HAPPICH locking systems are already being produced in proven quality and where the new distribution company HAPPICH OTOMOTIVE is based. This not only saves distances and time but thanks to the personal contact to competent staff members of HAPPICH OTOMOTIVE, the manufacturer’s requirements can be better realized.
The new HAPPICH OTOMOTIVE can fall back on an extensive client base of bus manufacturers including many Turkish but also German companies such as Mercedes Benz or MAN, which produce in the OTOMOTIVE. “We want to continue to maintain our good customer contacts. By being on location, we are able to improve the processes and develop projects together with our customers,” says a delighted Yücel Memis, 38, the new Managing Director of the HAPPICH OTOMOTIVE. The German-Turkish Engineer with a Diplom degree in mechanical engineering has been working as a technical manager and project manager for six years for HAPPICH Germany at the headquarters in Wuppertal. Having grown up as the son of Turkish parents in Germany, he is fluent in both languages and familiar with the mentalities of both countries.

NATO Operation Against Armed Pirates

Posted by fidest press agency su giovedì, 14 aprile 2011

Earlier this month, NATO counter-piracy forces delivered a severe blow against armed pirates off the coast of Somalia by arresting 34 suspected pirates.  The suspected pirates had previously been observed loading up their mother ships and skiffs with fuel and weapons in order to attack merchant ships further out to sea.  In a well-planned operation, NATO warships conducted a night-time strike on the known pirate lairs at sea, close to the coast.  As well as detaining the 34 suspected pirates, 34 innocent hostages, who had been held by the pirates, were freed unharmed by the NATO forces.  Recent months have seen an increase in pirate attacks, particularly in the northern Arabian Sea, and with the monsoon season coming to an end, and the weather improving, it was seen as crucial for counter-piracy forces to strike to help prevent pirates getting out to sea to prey on merchant shipping transiting the area.   Over an extended period NATO warships HNLMS Tromp, HDMS Esbern Snare and USS Halyburton, observed the known pirate camps, supported by Maritime Patrol and Reconnaissance Aircrafts from the EU Naval Force (EUNAVFOR) and various other counter piracy forces.  On Friday, as part of the focussed operation, crew from NATO warship HDMS Esbern Snare boarded a suspicious whaler and found it to be packed with fuel, AK47 machine guns, a ladder and rocket propelled grenades (RPGs) and 3 suspected pirates. The whaler and weaponry were seized by the warship, and after being questioned, the suspected pirates were taken to a nearby beach. On Saturday HDMS Esbern Snare then approached a dhow that was suspected to be involved in pirate activity. As the Danish boarding team investigated, the pirates started firing at them, who then fired back in self defence. In the fire-fight several pirates were wounded and as a result, a medical team from NATO flag ship HNLMS Tromp was quickly sent to the scene to render medical assistance.  NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008.  The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider and protecting merchant traffic in the Gulf of Aden under Operation Allied Protector.  In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is working with other international bodies to help develop capacity of countries in the region to tackle piracy on their own.    NATO has announced its continuing commitment to counter-piracy by extending Operation Ocean Shield to December 2012.

Nato: counter-piracy operation

Posted by fidest press agency su venerdì, 28 maggio 2010

Commodore Steve Chick, the Commander of the NATO Task Force patrolling the waters off Somalia as part of NATO’s counter-piracy operation, code-named Ocean Shield, had the opportunity to speak with Puntland authorities yesterday on board NATO flag ship HMS CHATHAM.   During the visit, the visitors were briefed on NATO’s and the other counter piracy forces, including the EU Naval Force (EU NAVFOR) and the Combined Maritime Forces (CMF) operations in the Gulf of Aden and Indian Ocean to fight piracy. The naval forces co-operate to help deter piracy and protect merchant ships, trading dhows and Somali fisherman from pirate attacks.  The visit also provided the opportunity for the visitors to outline what actions had been taken within their respective regions to counter piracy.  Commodore Chick stated:  ‘NATO is fully committed to tackling piracy and co-ordinates its efforts with the international community and other organisations around the Horn of Africa.  It is only through the activities of the authorities ashore that a long term solution to this problem can be found.  That is why today’s meeting is so important.  Both parties need to know what the other side is doing so that, where possible, we can co-ordinate our efforts. NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008.  The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider to protecting merchant traffic in the Gulf of Aden under Operation Allied Protector.  In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is offering  to countries in the region, upon their request, to help develop their own capacity to combat piracy. This complements the existing international efforts as coordinated with the Contact Group on Piracy off the coast of Somalia (CGPCS). NATO recently announced its commitment to counter piracy by extending Operation Ocean Shield to December 2012.  The NATO Task Force consists of 5 ships from Standing NATO Maritime Group 2.  These are:  HMS CHATHAM (Flagship) – UK, USS COLE – US,  TCG GELIBOLU – Turkey,  HS LIMNOS – Greece, ITS SCIROCCO – Italy

4000th transplant operation

Posted by fidest press agency su sabato, 3 aprile 2010

Nantes University Medical Center and the Institute of Transplantation, Urology and Nephrology (ITUN1) today announced the performance of their 4000th transplant operation. The city of Nantes’ candidature for a government-funded University Hospital Institute (Institut Hospitalo- Universitaire, IHU), a project directed by the Professor Jean Paul Soulillou, will be unveiled shortly. In 2009, organ, blood, platelet and bone marrow donation was recognized as a “Major National Cause” by the French Prime Minister, in order to raise public awareness of unmet needs in donated organ supply – one of today’s major public health issues. Within Nantes University Medical Center, the ITUN brings together researchers and clinicians working on organ and cell transplantation. It is today Europe’s leading center for kidneys transplants and the second-ranked center in France for pancreas transplants. As of March 17, 2010, a total of 40332 kidney transplants had been performed and 2216 functional transplant recipients are currently being monitored in Nantes.

Haiti: Food assistance operation

Posted by fidest press agency su domenica, 31 gennaio 2010

The United Nations World Food Programme has today begun a major scaling up of its operation with the start of the first systematic food distribution programme to reach people affected by the Haiti earthquake.  Under the leadership of the Haitian government, and in coordination with the UN Mission in Haiti (MINUSTAH), the US military, and a group of key non-governmental organisations, WFP is rolling out distributions at 16 fixed sites across the Haitian capital, with the aim of reaching over two million people during a two-week period.  The scale-up of the operation will begin on Saturday with distributions of coupons across the city, and families will be targeted in coordination with local authorities. The first distributions will then take place at all 16 sites on Sunday, and continue for 15 days.  Each family will receive a 25 kilogramme ration of rice, with only women being allowed into distribution sites to collect their share. WFP and its partners will work with the local authorities to ensure that men in need of assistance are not excluded.  Separate from this new operation, distributions to those affected by the earthquake currently living outside Port-au-Prince will continue, as will specialist support to hospitals and orphanages.  WFP’s response has been hampered by the almost complete decimation of the city’s infrastructure, the destruction of the supply chain to move food and other supplies into and around the country, and the huge scale of need. The congested, densely populated urban setting has also presented the humanitarian effort with a huge challenge.  Despite all these obstacles, WFP has reached nearly 600,000 people with over 16 million meals since the earthquake struck.

Relief operation in Haiti

Posted by fidest press agency su domenica, 24 gennaio 2010

Words cannot describe the devastation that has been wrought on Haiti by the January 12 earthquake. Parts of the capital Port-au-Prince look worse than many war zones.  After two days in the city, I have seen the depth of grief and the massive needs the quake has left in its wake. This is the most complex operation WFP has ever launched. Haiti’s entire supply chain infrastructure has been devastated, and we have been faced with launching an operation from scratch.  WFP is pushing food supplies to the worst affected through five corridors. Our initial response – which was launched within 24 hours of the quake – has focused on targeting the most vulnerable, especially women and children. Our capacity to ramp up the operation is growing on a daily basis.  On Friday, we delivered about two million meals – a significant increase on the 1.2 million meals distributed on Thursday. We are getting the job done, even if we wish we could do more, quicker.  In my discussions with the President and Prime Minister of Haiti, the UN Mission in Haiti (MINUSTAH), as well as other partners such as the United States and the European Union, I have been encouraged to find genuine cooperation and coordination. This will allow us to knit together the operation over the coming weeks, in a way that will ensure every Haitian who needs assistance, gets it.  Let me not forget my staff at WFP Haiti. Ninety percent of them have lost their homes, all of them are grieving the loss of friends and loved ones – and yet they have returned to work with a remarkable resilience of spirit and determination to help their country back to its feet.  I was able to spend time with them, camping out in tent as all our staff are doing, and listen to their heartbreaking stories of loss.  I salute them, and admire them deeply.  My heart also goes out to our sister agencies, who lost many beloved staff members, but who nonetheless carry out their important work.  None of us can count the human cost of this disaster, but generous action can help alleviate the suffering. For WFP to do its work, we’ll need the support of the international community for many months to come, and at a level that no one had initially anticipated. We thank those that have stepped forward so generously already – the people of Haiti need your continued support now more than ever.
