EU-wide coalition looks to Commissioner-designate Ferreira to defend cohesion policy and the partnership principle

Elisa Ferreira received the backing as the EU’s next Commissioner for Cohesion and Reforms on 3 October following a hearing by the European Parliament’s Committee for Regional Development (REGI). The Cohesion Alliance – an EU-wide alliance calling for a stronger cohesion policy after 2020 – welcomes the commitments the Portuguese Commissioner-designate took to protect cohesion policy after 2020 and demanded more attention be given to the crucial role of regions and cities in shaping and delivering EU priorities. Cohesion policy – EU’s main investment tool mobilising to deliver inclusive and sustainable growth by involving local stakeholders – is under threat because of budget cuts demanded by some Member States, as well as ongoing attempts to centralise governance that would jeopardise the involvement of regional and local governments.
The #CohesionAlliance partners therefore welcomed the Commissioner-designate’s willingness to “campaign for the highest possible financial framework” after 2020, “protect cohesion policy” and ensure “reforms and cohesion reinforce each other”, with reforms “fitting the principle of cohesion”. Her support for place-based development strategies and tools has been highly appreciated, particularly with regards to delivering EU’s objectives on climate action. In this perspective, a new place-based Just Transition Fund can play an important role in providing additional support for regions particularly challenged by the green transition (e.g. coal regions). But the new instrument should not lead to further cuts of the cohesion policy budget.
Concerns remain about the freezing of cohesion funds as a sanction to enforce fiscal discipline and the full respect of the partnership principle in the definition and implementation of investment plans 2021-2027. In order to secure the involvement of local and regional governments, the Alliance calls on the incoming Commissioner to reject any form of centralisation of the policy’s governance and functioning and ensure new provisions do not weaken its capacity to adapt to local needs.
With regards to the funding of 2021-2027 programmes, the Alliance has urged EU institutions to maintain at least one-third of the future EU budget for cohesion policy, a position shared by the European Parliament. But after the European Commission proposed a 10% cut to cohesion policy allocations, an increasing number of Member States are demanding deeper cuts to the Multiannual Financial Framework 2021-2027, which set annual expenditure ceilings for all EU policies.
The #CohesionAlliance will continue to call on Member States and EU institutions to ensure Europe’s citizens can rely on a impactful cohesion policy after 2020 that is capable of reducing disparities, supporting the clean energy transition locally, and boosting the digitalisation of all EU’s local communities. This call will be reiterated on 7 October by over 600 politicians and 8000 policy practitioners who will kick off in Brussels the European Week of Regions and Cities 2019.

New Partnerships with City Government Agencies to Enroll More New Yorkers in Health Insurance

MetroPlus Health Plan today announced new partnerships with the Fire Department of the City of New York (FDNY), NYC Housing Authority (NYCHA) and the New York City Taxi and Limousine Commission (TLC) to provide New Yorkers who interact with these three critical agencies information about the City’s public option health plan and encourage them to enroll in affordable health insurance. The three large city government agencies interact with more than 700,000 New Yorkers annually. The collaboration between MetroPlus, the health insurance plan of NYC Health + Hospitals, and the city agencies supports the City’s commitment to guarantee health care for all New Yorkers and Executive Order 40 signed by Mayor Bill de Blasio in January requiring city agencies to help enroll people in health insurance anywhere where New Yorkers are directly served. Gateway First Bank Renews Partnership

Gateway First Bank, one of the ten largest banks by assets in the State of Oklahoma and one of the largest mortgage bank operations in the United States, announced it renewed its annual partnership with Folds of Honor. Since 2007, Folds of Honor has carried forth its mission to provide educational scholarships to spouses and children of America’s fallen and disabled service-members.Beginning in May of 2017, Gateway announced that for every mortgage loan closed through its mortgage centers nationwide, it would donate $5 to Folds of Honor. Gateway extended its partnership with the non-profit organization in May of 2019 for an additional 12 months whereby the company continues its pledge to support the families of those who have made the ultimate sacrifice for their country. Gateway is already on track to surpass its total donation of $76,635 in 2018, having donated over $44,000 to in the first half of 2019.Gateway and Folds of Honor co-host a local, monthly event where a Folds of Honor recipient shares how the donations have helped them lessen the financial stress of their educational expenses. During these events, the participating Gateway mortgage center presents the monthly donation to Folds of Honor.Gateway First Bank maintains a strong presence in the Oklahoma communities it serves, including a dedicated community reinvestment effort facilitated through its “Gateway Gives Back” program. This program pledges to invest $275 million over a five-year period and focuses a significant portion of its resources towards minority communities, low- to moderate-income communities and non-profit organizations that support community development.

ZestFinance Announces AI Lending Partnership With via Varejo and Banqi

ZestFinance, a leading U.S. artificial intelligence software (AI) firm, today announced a partnership with Via Varejo to power the credit underwriting for its carnês point-of-sale microfinancing. Via Varejo, a pioneer in offering microfinance to its 60 million retail customers, will use Zest machine learning software to find more good borrowers and reduce charge-offs and will leapfrog Brazil’s top banks with more advanced consumer lending technology.The new AI credit model will begin testing in the second half of 2019, and roll-out will begin in early 2020. The partnership with Zest also extends to Banqi, a challenger bank subsidiary of Via Varejo aimed at the 50 million Brazilian consumers who lack a traditional financial institution.”The digitization of processes and payment options creates entirely new avenues for innovation in how we serve our customers,” says Felipe Negrao, Executive Director of Via Varejo. “More data and better analysis can ensure more accurate loan decisions.
