New Nationwide In-Car Payment Technology Is Launching In Massachusetts

A first-in-the-nation breakthrough payment solution that lets drivers purchase gas from their car without taking out cash, a credit card or a mobile app is launching in Westborough, MA today. New EU-wide rules against non-cash payment fraud

New EU rules to protect EU citizens against non-cash payment fraud, such as credit card theft, skimming or phishing, were approved by European Parliament.
MEPs adopted on Wednesday with 587 votes to 26 and 8 abstentions, new rules on combating fraud and counterfeiting of non-cash means of payment such as cards, electronic wallets, mobile payments and virtual currencies. The changes aim to close the current gaps and differences among EU countries’ laws to enhance prevention, detection and punishment of non-cash payment fraud.The new rules will:establish the minimum penalty in cases where a judge imposes the national “maximum” custodial sentence for non-cash payment fraud,
include virtual-currency transactions in the scope of offences,
improve EU-wide cooperation and facilitate information exchange to ensure cross-border frauds are better dealt with,
strengthen assistance to non-cash fraud victims, such as psychological support, advice on financial, practical and legal matters, and
improve prevention and awareness-raising, e.g. through campaigning, education and on-line information tools with practical examples of fraud cases; special attention should be paid to the needs and interests of vulnerable people.
Non-cash payments are constantly increasing in the digital era. This has made non-cash payment fraud, such as credit card theft or fraud using newer technologies such as skimming or phishing, an important source of income for organised crime.
The new rules have already been agreed upon by the Parliament and Council negotiators in December. After the formal approval of the Council, member states will have two years to adopt national legislation to implement the directive.

“Europe Online Payment Methods 2019”

Credit or debit cards and PayPal were the top two payment methods accounting for nearly three-quarters of E-Commerce sales in Europe in 2018, according to recent data cited in the report. However, there was also a significant variance in online shoppers’ preference for payment methods by country. In the Netherlands, for example, online banking method iDEAL beat both digital wallets and cards in terms of usage in E-Commerce and in Poland, local fast transfer services such as PayU and Przelewy24 were in the lead.
Although Europe lags behind other global regions, such as Asia-Pacific, in terms of mobile payment adoption, the use of payments on smartphones, tablets and wearables is rising, as the report shows. Scandinavian nations and the UK are among the leaders of this trend, especially when it comes to making mobile payments in-store. Also, consumers in emerging economies across Europe show interest in mobile wallets. In Russia, the use of Google Pay, Apple Pay and Samsung Pay by connected consumers is already in the double-digits.
Overall, surveys cited in the report indicate that digital buyers across Europe want online sellers to offer a variety of payment methods at the checkout. More than one in five online shoppers in France are more likely to visit an online store that supports alternative payment methods to credit cards. Additionally, three-quarters of UK buyers prefer E-Commerce websites with a range of payment options.At the same time, shoppers are wary of the safety of their payment details on the Internet. A double-digit share of online buyers in Spain value security over both the speed and comfort of the payment process, and more than 50% of shoppers in Sweden try to avoid entering card details on E-Commerce sites.

Parliament and Council negotiators reached an informal agreement on combating fraud and counterfeiting of non-cash means of payment such as cards, electronic wallets, mobile payments and virtual currencies. Current gaps and differences among EU countries’ laws hamper prevention, detection and punishment of these crimes.The new rules would:establish the minimum penalty in cases where a judge imposes the national “maximum” custodial sentence for non-cash payment fraud,
include virtual-currency transactions in the scope of offences,
improve EU-wide cooperation and facilitate information exchange to ensure cross-border frauds are better dealt with,
strengthen assistance to non-cash fraud victims, such as psychological support, advice on financial, practical and legal matters, and
improve prevention and awareness-raising, e.g. through campaigning, education and on-line information tools with practical examples of fraud cases; special attention should be paid to the needs and interests of vulnerable people.
Non-cash payments are constantly increasing in the digital era. This has made non-cash payment fraud, such as credit card theft or fraud using newer technologies such as skimming or phishing, an important source of income for organised crime.Rapporteur Sylvia-Yvonne Kaufmann (S&D, DE) said: “Non-cash payments with credit cards or virtual currencies are used more and more frequently. Criminals exploit loopholes in the current legal framework which dates back to 2001. It was therefore high time to adapt the rules to fight non-cash fraud to the newest technological developments.” “We harmonised the definitions of online crime offences throughout the EU and introduced a minimum level for penalties. Moreover, the European Parliament achieved during the negotiations that the current rules for the protection of victims of non-cash fraud will be strengthened”, Ms Kaufmann added.
The agreed text now needs to be formally approved by the Civil Liberties Committee, Parliament as a whole and the Council before entering into force.

WEST: 5 year contract with Stargroup to distribute next generation payment solutions in Australia and New Zealand

australiaWest International and Stargroup Ltd (ASX:STL) have signed a five year agreement for the delivery of a card payment solution for the Australian and New Zealand markets. The deal marks a significant increase in West’s international presence.
Australia represents an advanced and vital payment market. The installed base is close to one million card payment (EFTPOS) terminals, with an annual market amounting to 60,000 new and 200,000 replacement terminals. Australia was one of the first countries in the world with contactless payments. Contactless cards have reached a penetration of 66 per cent, including support for digital wallets such as Apple Pay and Android Pay.Stargroup is a leading independent service operator of ATMs and EFTPOS terminals in the merchant market in Australia. The company is the only ASX listed ATM operator deploying ATMs in Australia and more importantly is the only ATM operator that has a direct ownership interest in its manufacturer, namely NeoICP, a South Korean private company.Stargroup’s objective is to become the largest ISO in the payment technology industry in Australia. Not only does this involve controlling the cash in and cash out cycle via its ATMs, but to also be a dominant player in the EFTPOS terminal and services markets. The current dominant ISO player has circa 15,000 EFTPOS terminals.
The companies have signed a five year agreement. At signing, West has received a first pilot order with a value of approx. USD 500 000. Stargroup has committed to acquire at least 2,000 EFTPOS terminals annually. Required certifications are expected to be completed in late 2016 and in early 2017 the deliveries will commence.

Confirmed non-recurring revenue for Catella following acquisition of Visa Europe by Visa Inc.

catellaVisa Inc. has obtained the necessary approval for the acquisition of Visa Europe and has therefore completed the transaction. As previously announced, Catella Bank S.A., which is a wholly owned subsidiary of the Catella Group will, through its membership of Visa Europe, receive part of the consideration for the acquisition. As previously communicated, the transaction consists of a consideration comprising different components: upfront cash, preferred stock in Visa Inc., and an anticipated further cash payment. Catella has received an upfront settlement of approximately EUR 17.9 million as well as preferred stock in Visa Inc. worth an estimated approximately EUR 5.9 million. In addition, the acquisition includes an anticipated further consideration of approximately EUR 1.5 million, which is expected to be paid in cash in approximately three years.
