Energy: EU priority projects should be aligned with 2050 climate objectives

The Commission should update its guidelines to select priority energy projects so that the next EU list is in line with its climate policy, said the Energy Committee.The revision of the TEN-E guidelines, to be proposed by the European Commission later this year, should be consistent with EU energy and climate targets for 2030, its long-term commitment on decarbonisation and the energy efficiency first principle, say MEPs from the Industry, Research and Energy Committee, in a resolution adopted on Tuesday.In order to ensure that the projects selected for the next PCI (projects of common interest) list are in line with the EU’s climate commitments, MEPs call on the Commission to also propose transitional guidance before the end of 2020. To be granted PCI status, projects must contribute to keep the energy supply affordable – one of the five dimensions of the Energy union, with which projects must be aligned, they say.The TEN-E regulation was set up in 2013, before the Paris Agreement was adopted, and several developments have since significantly changed the landscape for energy policy, MEPs recall.The non-binding resolution was adopted with 55 votes to 15. It will be put to a vote in the full House in March. The plenary already held a debate on an oral question on this topic.

RepRisk’s Most Controversial Projects of 2018 Report focuses on the ten projects that were most exposed to ESG (environmental, social, and governance) and business conduct risks last year. The projects ranked in the report are located in both developed and emerging markets, and stem from a range of sectors, while three projects in this year’s issue were linked to salmonella or listeria outbreaks.“Many of the case studies in this report describe a sequence of events that had catastrophic consequences for employees and local communities,” said Dr. Philipp Aeby, CEO of RepRisk. “Sadly, the risk incidents faced by nine out of the ten projects were described as ‘foreseeable,’ or were blamed on negligence.Our aim is to raise awareness of potential ESG risks, and to encourage companies to take into account such issues systematically in their risk management strategies and processes. ThomasLloyd’s portfolio of biomass projects set to benefit from a new era of Chinese-Philippine relations

The diplomatic summit and ceremonial signing of important trade and cooperation agreements in Beijing took place between Xi Jinping, President of the People’s Republic of China, and Rodrigo Duterte, President of the Republic of the Philippines, in the presence of senior politicians and up to 400 businessmen.‘My state visit to China signalled a turning point in our shared history and showed that both countries are fully capable of working together for mutual beneficial cooperation even as we remain committed to settle disputes peacefully in full adherence of international law,’ President Duterte saidBoth sides affirmed their partnership and declared a shared ambition to achieve sustainable development and inclusive growth that will benefit the people of both countries in the years ahead. The power plants comprising 70MW near the cities of Manapla, San Carlos and La Carlota on Negros Island will convert sugarcane waste into electricity using a low carbon-emitting process, Circulating Fluidized Bed Boiler Technology. Before this use as feedstock for biomass power plants, sugarcane waste was burnt in the fields, a now illegal practice that contributed significantly to air pollution. With its use of local sugar cane waste, this project is an exciting development for all the stakeholders and a boost for the local community. This will bring further economic growth and better standards of living, particularly in rural areas of the region contributing to the enhancement and protection of the environment, and improving the local population’s overall quality of life.Referring to this, Tony Coveney, Managing Director and Head of Project Finance at ThomasLloyd Group, said: ‘It was a privilege and an honour to participate in this landmark event in Beijing. Des projets pour contrôler les citoyens de l’UE aux frontières extérieures soutenus par les députés de la commission des libertés civiles

europa comunitaria2Un projet de la Commission européenne pour contrôler systématiquement tous les citoyens européens entrant ou sortant de l’Union a été approuvé par les députés de la commission des libertés civiles mardi. Les membres ont modifié la proposition visant à permettre aux États membres d’exécuter des contrôles ciblés, à titre exceptionnel, en cas de longs délais et à condition qu’il n’y ait pas de risque pour la sécurité.Le texte, rédigé par Monica Macovei (ECR, RO) et approuvé par 48 voix contre 6 sans abstentions, précise que la vérification systématique de tous les citoyens de l’Union européenne, ainsi que des membres de la famille avec des nationalités de pays tiers, par rapport à des bases de données de sécurité intérieure nationale et à l’échelle européenne, ou celles énumérant les documents de voyage perdus ou volés, faciliterait l’appréhension de voyageurs dissimulant leur identité réelle.Les bases de données incluent la base de données d’Interpol sur les documents de voyage volés et perdus et le système d’information Schengen.
“Le droit à la vie est le plus fondamental des droits de l’homme. Les récents attentats terroristes démontrent amèrement la menace actuelle pour la sécurité intérieure de l’Europe et prouvent que des changements sont nécessaires. Il est également utile de donner une partie de notre confort et de notre temps, même si cela signifie de plus longues files d’attente aux frontières, dans le but de sauver des vies”, a déclaré Mme Macovei.Le projet de règlement est une réponse à l’augmentation des menaces terroristes en Europe, tels que les récents attentats à Paris, Copenhague et Bruxelles. Il vise également à lutter contre les “combattants étrangers” terroristes, dont beaucoup sont des citoyens de l’Union, la migration irrégulière et le trafic d’êtres humains.La proposition, qui modifie l’actuel code frontières Schengen, introduirait des contrôles plus approfondis que ceux en place actuellement à toutes les frontières extérieures aériennes, maritimes et terrestres de l’Union européenne. Toutefois, si ces contrôles systématiques devaient trop ralentir les flux de trafic frontalier, les États membres de l’UE devraient être en mesure d’effectuer à la place des contrôles ciblés aux postes frontaliers spécifiés, mais uniquement si une telle mesure d’assouplissement des règles n’est pas susceptible de compromettre la sécurité, disent les eurodéputés.Chaque évaluation de risques devrait également se fonder sur les indicateurs de sécurité à l’échelle européenne élaborés par la Commission européenne, la nouvelle agence européenne de garde-côtes et garde-frontières et le Conseil, dit le texte. Chaque analyse devrait être envoyée aux autorités compétentes des États membres en matière de frontières, à l’agence européenne des frontières et à la Commission.Une meilleure gestion des données, des progrès technologiques et de meilleures connexions entre les systèmes d’information des États membres devraient néanmoins veiller à ce que les contrôles aient un effet limité sur la durée des passages aux frontières, soutiennent les députés.Là où des contrôles ciblés sont introduits, tous les voyageurs devront encore se soumettre à un contrôle minimum, rapide des documents de voyage standard. Les identificateurs biométriques dans les passeports, comme les empreintes digitales ou l’image faciale, devraient également être soigneusement contrôlés et vérifiés en cas de doute sur l’identité d’une personne, disent les eurodéputés.Enfin, la proposition devrait également rendre obligatoire le contrôle de tous les ressortissants de pays tiers qui quittent l’Union européenne dans toutes les bases de données pertinentes, afin d’assurer qu’ils ne présentent pas de menace pour la sécurité.
La commission des libertés civiles a approuvé un mandat pour que les députés européens débutent très prochainement des négociations avec le Conseil afin de tenter de parvenir à un accord en première lecture.

The North American Locomotive Market

The American diesel locomotive industry is buzzing with activity at a time when the demands for new locomotives have been nothing special but lull. The reason for the paradox is that the locomotive manufacturers and specialist powertrain suppliers are gearing up to adapt their product offerings to adhere to the upcoming tier 4 emission standards expected in 2015 for line hauls and switchers. Besides the stringent EPA emission norms, the anticipation of growing rail projects in the commuter and high speed rail segments and the steady recovery of rail freight traffic have placed high interest amongst the stake holders on the growth prospects of the locomotive industry in North America. Extreme Poverty in Africa

New York. UNDP Chief Helen Clark begins a four-country tour of Africa tomorrow to highlight progress towards the Millennium Development Goals (MDGs) in the run up to the MDGs Summit in September 2010. She will travel to Mali, Burkina Faso, Tanzania, and South Africa. Helen Clark will meet with Heads of State and Ministers, as well as touch base with women leaders and members of civil society, and visit development projects. In Mali, she will also tour the historic city of Timbuktu and meet with women mango farmers. In Burkina Faso, she will tour a project which facilitates access to energy for rural women, and will visit a centre for the reintegration of sex workers.  In Tanzania, Helen Clark will travel to Zanzibar to visit the Jozani Forest, protected in 2007, and tour the National Electoral Commission in Dar es Salaam to speak with newly-registered voters. In South Africa, she will kick off a promotional pre-World Cup MDGs football match in Pretoria with young girls and boys who are part of a sport and development project. While Sub-Saharan Africa remains the developing region with the highest number of people living in extreme poverty, poverty rates have dropped rapidly since 1990, hovering around 46 percent in 2008. The financial and economic crisis has slowed that progress, however, over the past year. Sub-Saharan Africa has also succeeded in reducing by 17.4 percent, between 2001 and 2008, the number of adults and children newly infected by HIV and AIDS, and access to anti-retroviral therapy has been expanded in many countries. The region continues to show overall progress on gender equality and women’s empowerment. Gender parity in primary education will be achieved in most countries in Africa by 2015. The number of seats held by women in parliament has increased in at least 31 countries. Many individual countries around the region have recorded impressive gains on specific Goals. Ethiopia has tripled its net primary school enrolment ratio since 1990. In Malawi and Niger, the under-five mortality rate has fallen by at least 40 percent since 1990. In 2008, Rwanda elected a majority of women, 56 percent, to its lower chamber of parliament – the highest level of female representation of any country in the world. South Africa successfully halved the proportion of people lacking access to safe water. In 2007, about 85 per cent of the population had access to safe drinking water In spite of these successes, major challenges remain. Progress on fighting hunger has been slow, although the proportion of undernourished people fell from 32 percent of the population in 1990-92 to 29 percent in 2008. Deforestation continues to be a worry, with a loss of forest cover from 2000-2005 of 4.1 percent. Sub-Saharan Africa is the lowest emitter of carbon dioxide, but it stands to be the region most affected by climate change, compounding existing environmental and energy challenges and threatening to undo progress towards the MDGs, unless there is more global action on adaptation and mitigation. There has been little  advance on reducing maternal mortality in the region, with the number of deaths out of 100,000 births dropping from 920 in 1990 to 900 in 2005. Earlier this week, Helen Clark met with G8 Development Ministers in Halifax, Canada, to discuss the September MDGs Summit and the need to re-energize the global MDGs effort with a concrete action plan to accelerate progress. She stressed the importance of key ingredients to success, including inclusive economic growth, strong national leadership, public investment, social protection, access to energy, and investing in women and girls (Read Helen Clark’s speech at the G8 ministers meeting).

Unemployment Rate

Los Angeles Despite unemployment levels reaching heights unseen since the early 1980s, the economy is in a state of recovery, according to industry research firm IBISWorld.  The company projects that unemployment levels have reached a peak and will remain around 10 percent throughout 2010 before falling to an average of 9.4 percent throughout 2011.   “Unemployment growth is a concern because consumer spending accounts for 70 percent of the economy,” said Toon van Beeck, senior analyst with IBISWorld.  “The general consensus is that we’re still a long way from a sustained recovery, however, that’s not true.  We are definitely in the midst of recovery.” There have been seven recessions since the 1960s, with some being mild and others severe.  In all cases, there is a clear uptrend, peak and downtrend in initial jobless claims and unemployment surrounding the recession.  This downward trend in jobless claims typically begins before the recession is “officially” over, followed by some volatility.

Cooperation agreement for shipbuilding

Yan Yanovsky, Managing Director and Member of the Boards of Directors of United Industrial Corporation (OPK) and B.T. Ahn, Executive vice-president of Hyundai Heavy Industries (HHI) signed a cooperation agreement in the field of shipbuilding.  The main purpose of this agreement is to establish a cooperation which will include the mutual developing of shipbuilding projects, equipments and the designing of vessels.  According to this agreement Hyundai Heavy Industries, as a partner of OPK, will provide a support in the construction of new shipbuilding facilities, shipyard management and in the building of specific types of vessels, including gas-locomotives. Hyundai Heavy Industries is a global leader in the shipbuilding industry, dedicated to develop continuously new shipbuilding technologies.
