Lavera Naturkosmetik is now climate-neutral and is protecting

The world is in a state of climate stress, and the forest area of our earth is visibly shrinking. Since 1990, the area has receded by over 80 million hectares*. Therefore the lavera natural cosmetics brand is continuing to expand its social and ecological commitment. As a gift to nature, lavera and natural cosmetics manufacturer Laverana are now balancing out a total of 25,000 t of CO2 emissions, which were incurred for climate-neutral product manufacturing. On November 23, 1987 – precisely 33 years ago – the lavera natural cosmetics brand was founded by Thomas Haase. The company founder was firmly convinced from the beginning that nature is the only true source of beauty care. His pledge: Nature is not something people should only be able to feel but also experience in the future. Already back then, the corporate orientation was “Care from nature with innovative and natural solutions, available and affordable to everyone. Manufactured by a sustainable, ecologically-driven company”. From the beginning, all ingredients of the natural cosmetic brand have been of a purely natural origin – carefully selected and preferably from controlled organic cultivation. Protecting workers from biological agents: how to classify SARS-CoV-2

Several political groups in the Employment and Social Affairs Committee (EMPL) oppose the European Commission’s decision to classify SARS-CoV-2, the novel coronavirus that causes COVID-19, as a level-3 hazard, the second most dangerous category of biological agents, arguing that it provides insufficient protection to workers. They tabled an objection to the Commission’s decision insisting that SARS-CoV-2 should be classified in the highest risk group 4.
During an exchange of views on 20 May with the European Commission on the proposal to update the Biological Agents Directive to include SARS-CoV-2, EMPL MEPs stressed that all workers should be protected from SARS-CoV-2 and that classification in a particular risk group should be based on scientific criteria, not on practical considerations.
The European Commission gave its green light, on Wednesday 3 June, to classify SARS-CoV-2 as a category 3 biological agent. Parliament has the right to veto this measure, within one month after the Commission has adopted it.Classification in risk group 3 means that the biological agent “can cause severe human disease and present a serious hazard to workers; it may present a risk of spreading to the community, but there is usually effective prophylaxis or treatment available”. The SARS and MERS viruses are examples of risk group 3 viruses.A risk group 4 biological agent causes severe human disease and is a serious hazard to workers; it may present a high risk of spreading to the community; there is usually no effective prophylaxis or treatment available. Ebola is in risk group 4.
If the Employment and Social Affairs Committee adopts the objection in its vote on 11 June, the full House will vote during the plenary session taking place on 17-19 June. If EMPL rejects the objection, political groups can table their resolution for plenary.

EP calls for measures fully protecting LGTBI people’s rights

In a non-legislative resolution approved on Thursday by show of hands, MEPs ask member states for legislation ensuring promotion and protection of lesbian, gay, bisexual, transgender and intersex (LGTBI) children’s fundamental rights.They ask the EU for a comprehensive strategic framework on LGTBI rights, similar to those on other topics such as gender equality and disability, and calls on the Commission to adopt a new strategic document to promote equality for LGTBI people.MEPs also voice concern over the non-binding nature of the Commission’s List of Actions to advance LGTBI equality, and calls for EP and civil society organisations involvement in the design of future LGTBI Lists of Actions. They underline that the promotion of LGTBI rights in external action is binding for both the EU and its Member States but the lack of a binding internal strategy “poses a threat to internal and external cohesion”.They denounce some EU countries require sterilisation and mental health diagnoses to access legal gender recognition, and call on the European Commission to assess whether these requirements are in line with the Charter of Fundamental rights.
In another non-legislative resolution, also adopted on Thursday by show of hands, the Plenary stressed that intersexuality should no longer be dealt with as a pathology, and called on member states to pursue the removal of the category of “gender incongruence in childhood” in the International Classification of Diseases of the World Health Organisation.
MEPs condemn the high prevalence of sex normalising treatments and surgery, despite not being medically necessary in most of the cases, and encourage EU countries to follow the example of those, such as Portugal and Malta, where these surgical procedures are banned. They also demand more flexibility in birth registration procedures and facilitating the change of names on identity cards.EP calls on the European Commission and member states to increase their support, including financial aid, to organisations fighting the stigmatisation of intersex people. Parliament also demands the Commission to make sure that EU funds do not support research or medical projects that further contribute to human rights’ violations of intersex people.
Intersex individuals are born with physical sex characteristics that do not fit medical or social norms for female or male bodies. These variations may manifest in primary characteristics (such as the inner and outer genitalia, the chromosomal and hormonal structure) and/or secondary characteristics (such as muscle mass, hair distribution and stature).

Libya: EU efforts should focus on protecting migrants, MEPs say

The protection of migrants and refugees in Libya and their conditions in detention centres should be improved and the Libyan authorities should close facilities that are not in line with international standards as soon as possible, MEPs recommend. They also ask the EU Council, Commission and External Action Service to step up international efforts to dismantle migrant smuggling and human trafficking networks and continue and intensify the work of EUNAVFOR Med Operation Sophia to disrupt the business model of traffickers and smugglers.During an official delegation of the European Parliament to Libya on 20-23 May 2018 – the first since 2012 – MEPs confirmed “the European Parliament stands ready to support the national dialogue amongst Libyans”.
Parliament’s rapporteur Pier Antonio Panzeri (S&D, IT) said: “With this report, we did not confine ourselves to providing a realistic picture of the situation in Libya, but we wanted to set out the path that we should be following to try to get out of the current crisis. It is necessary to frame the process of reconstruction of Libya within a broader regional strategy to tackle many problems such as the disarmament of the militia, immigration and violations of human rights”.

Protecting without Protectionism? /Protéger sans protectionnisme?

Paris. On 10 May 2017, the European Commission, continuing on the path laid down in the White Paper on the future of the European Union, published its proposal for “Harnessing globalisation”. The purpose of this “discussion paper” is to initiate a debate with member states on how to address the challenges of changing global economic interdependence.
In this Tribune, Elvire Fabry, senior research fellow at the Jacques Delors Institute:
– analyses the need to strengthen the European consensus on trade and investment policy;
– calls to raise awareness of a paradigm shift that strives to protect without protectionism, by the adoption of key measures such as shielding strategic sectors from foreign investment;
– and proposes a proportionate protection of those strategic sectors.
Le 10 mai 2017, dans la lignée du Livre Blanc sur l’avenir de l’Union européenne, la Commission européenne a publié sa proposition pour « Maîtriser la mondialisation ». Ce « document de réflexion » vise à amorcer un débat avec les États membres sur la façon d’aborder les défis liés aux mutations de l’interdépendance économique mondiale.

Passenger Name Records: MEPs back EU system with data protection safeguards

europolDraft EU rules on sharing and protecting the Passenger Name Record (PNR) data of people flying to or from the EU, and its use by member states and Europol to fight terrorism and serious transnational crime, were approved by the Civil Liberties Committee on Wednesday. This data must only be used to prevent, detect, investigate and prosecute these crimes, said MEPs, inserting safeguards to ensure “the lawfulness of any storage, analysis, transfer and use of PNR data”.”Without this EU system in place a number of EU governments will go it alone and create their own systems. That would leave gaps in the net and create a patchwork approach to data protection. With one EU-wide system, we can close the net and ensure high standards of data protection and proportionality are applied right across Europe. The emerging threat posed by so-called ‘foreign fighters’ has made this system even more essential”, said Civil Liberties Committee rapporteur Timothy Kirkhope (ECR, UK).”PNR is not a ‘silver bullet’ but it can be an invaluable weapon in the armoury. We will now open talks with national governments with a view to reaching a final agreement before the end of the year”, he added.The amended rules were approved by 32 votes to 27. The mandate to open negotiations with the EU Council of Ministers was approved by 36 votes to 14, with 8 abstentions.The PNR rules would apply to air carriers and non-carriers such as travel agencies and tour operators operating “international flights”, i.e. those to or from the EU, according to the committee amendments. They would not apply to “intra-EU” flights between EU member states.
Under the amended rules, PNR data could be processed “only for the purposes of prevention, detection, investigation and prosecution of terrorist offences and certain types of serious transnational crime”. The list approved by MEPs includes, for example, trafficking in human beings, sexual exploitation of children, drug trafficking, trafficking in weapons, munitions and explosives, money laundering and cybercrime.The application of these rules “must be duly justified and the necessary safeguards must be in place in order to ensure the lawfulness of any storage, analysis, transfer and use of PNR data”, says the approved text.
Safeguards inserted by MEPs include the following requirements: member states’ “Passenger Information Units” (PIUs) would be entitled to process PNR data only for limited purposes, such as identifying a passenger who may be involved in a terrorist offence or serious transnational crime and who requires further examination,
PIUs would have to appoint a data protection officer to monitor data processing and safeguards and act as a single contact point for passengers with PNR data concerns, all processing of PNR data would have to be logged or documented, passengers would have to be clearly and precisely informed about the collection of PNR data and their rights, and stricter conditions would govern any transfer of data to third countries.
PNR data transferred by air carriers and non-carriers would be retained in the national PIU for an initial period of 30 days, after which all data elements which could serve to identify a passenger would have to be “masked out”, and then for up to five years.The “masked out” data would be accessible only to a limited number of PIU staff, with security training and clearance, for up to four years in serious transnational crime cases and five years for terrorism ones.After the five years, PNR data would have to be permanently deleted, unless the competent authorities are using it for specific criminal investigations or prosecutions (in which case the retention of data would be regulated by the national law of the member state concerned).
MEPs inserted new provisions requiring member states to share PNR data with each other and with Europol and stipulating conditions for doing so. EU countries should use Europol’s Secure Information Exchange Network Application (SIENA) system to share PNR data. A one-stop shop could be created to register and pass on requests for information exchanges, MEPs suggest.
This vote gives the rapporteur a mandate to start negotiations with the EU Council of Ministers to agree on the draft directive. The three-way talks between Parliament, Council and Commission negotiators (“trilogues”) should start soon.

The view from outside Washington

The President’s speech yesterday began a new conversation in Washington about how to reduce the deficit while protecting crucial investments in our country’s future. But as we seek to build an organization based outside of Washington, President Obama’s speech also provides an unusually stark contrast — one all of us can use to start conversations with our friends and neighbors about what’s at stake in this election. He spoke about things you don’t generally hear in Washington conversations too often dominated by special interests: He’ll cut waste and excess at the Pentagon — particularly spending that is requested not by our military, but by politicians and corporate interests. He’ll eliminate tax cuts for Americans in the highest tax brackets who don’t need them, including himself — and he will reform the individual tax code so that it’s fair and simple and so that the amount of taxes you pay isn’t determined by what kind of accountant you can afford.Some cuts he proposed are tough. But they’re also smart and surgical — helping us balance our books while still doing the right things to win the future. President Obama’s plan would protect the middle class, invest in our kids’ education, and make sure we don’t protect the wealthiest Americans from the costs of reform at the expense of the most vulnerable. The other side has presented a very clear alternative: End Medicare as we know it, privatizing the program that millions of seniors rely on for health care. Make deep cuts to education. Slash investments in clean energy and infrastructure. All to pay for tax cuts for people making over $250,000 a year, and all while actually raising our national debt. In short, their plan will please a special interest donor base and those who put ideology before results rather than reduce deficits over the long term. And let’s be clear: They think they can get away with it because, fundamentally, they don’t think you’ll do anything about it. Because we can respond right now by building an organization that will stop them — not just in this deficit battle, but in the next election so they never have the chance to enact these proposals. Here’s the first step. Join our fight for a deficit reduction plan that will actually reduce the deficit — with a goal of shared prosperity through shared responsibility. The ecological and moral crisis in Europe today

From 1-5 September, with five stages, the European pilgrims will reflect on the theme chosen by Benedict XVI for the 2010 World Day of Peace: “If you want to cultivate peace, protect creation”. Hungary – Slovakia – Austria Bishops and delegates from the Bishops’ Conferences of Europe with responsibility for protecting Creation aim to present to Europe the Church’s outlook on the gifts of creation and strengthen the exchange and network of national delegates by means of a “green” pilgrimage from Esztergom (Hungary) to the Marian shrine of Mariazell (Austria), passing through Bratislava (Slovakia).
The pilgrimage will begin in Esztergom on 1 September following the celebration of Mass and the blessing of the pilgrimage by Cardinal Peter Erdo, Archbishop of Esztergom-Budapest and CCEE President. Subsequently (2 September), the waters of the longest river in the European Union, the
Danube, will take the pilgrims to Bratislava. This will be an opportunity to reflect on the theme of water and energy (there will be a visit to the biodiesel plant at Komarom). On their arrival in Bratislava, the pilgrims will be welcomed by the city’s Archbishop, His Grace Mgr Stanislav
Zvolenský, and the Mayor of Bratislava,
Mr. Andrej Durkovský. Friday 3 September will see a reflection on formation in the protection of creation, with a round table discussion at which Cardinal Peter Kodwo Appiah Turkson, President of the Pontifical Council for Justice and Peace, and Ján Figel, Slovakian Minister for Public Works, will participate. After transfer by bus to St. Pölten, in Austria, there will be an ecumenical celebration in the Cathedral. The final kilometers of the pilgrimage will then be on foot
to Mariazell. The pilgrimage will end on Sunday 5 September with the celebration of Mass presided over by Cardinal Christoph Schönborn, Archbishop of Vienna and President of the Austrian Bishops’ Conference, at the end of which the participants’ Final Message will be made public.

Fundamental Rights in the European Union

Vienna, Austria on Friday 7 May at 11 am Schwarzenbergplatz 11 will take place The press conference European Union Agency for Fundamental Rights (FRA) 7 May 2010, namely: – equality bodies, – national human rights institutions, and – data protection authorities. The reports reveal, however, that many of these bodies are not sufficiently resourced, empowered or independent to fulfil their role of protecting and promoting fundamental rights  The fourth report in the series records a general unawareness of fundamental rights and low levels of reporting of discrimination among immigrant and ethnic minority groups.  The FRA reports highlight ways in which the fundamental rights architecture in the EU can be strengthened and contain examples of good practices in this area.
