Increasing the EU’s 2030 emissions reduction target is necessary and feasible

The Committee on Environment, Public Health and Food Safety held a debate with Mr Frans Timmermans, Executive Vice-President of the Commission, on stepping up Europe’s 2030 climate ambition.Mr Timmermans presented the Commission’s plan to reduce EU greenhouse gas emissions by at least 55 % by 2030 compared to 1990 levels, as announced on 17 September in the State of the Union speech by the President of the Commission Ursula von der Leyen. Currently, emissions are not going down fast enough, Mr Timmermans said, but he underlined that becoming carbon neutral is both feasible and beneficial for the EU. He invited Parliament to confirm the proposed 55 % 2030-target as the EU’s new Nationally Determined Contribution under the Paris Agreement, and to submit this to the UNFCCC by the end of this year. The Chair Pascal Canfin (Renew, FR) reminded MEPs that next week Plenary will vote on a report by the Environment Committee on the EU Climate Law, which calls for 60 % emission reductions in 2030.Several MEPs expressed concern that the new 2030-target proposed by the Commission is a net-target, making it less ambitious since actual reductions would be smaller because emissions removed through carbon sinks would also count towards reaching the target. Mr Timmermans defended a net 2030-target, saying carbon sinks are needed to achieve carbon neutrality and are fully in line with international commitments.MEPs also questioned Mr Timmermans on the likelihood of getting other non-EU countries to follow the EU’s example and increase their climate ambition. Mr Timmermans replied that we need to make climate action a “race to the top”, informing MEPs that there are interesting initiatives to increase ambition being put forward or in the pipeline in many countries.Mr Timmermans finally informed MEPs that the Commission would come up with proposals by June 2021 to revise key EU legislation such as the EU Emissions Trading System, energy efficiency and renewable energy policies and strengthening CO2 standards for road vehicles to enable the EU to reach a more ambitious target.

EU climate law: MEPs want to increase emission reductions target to 60% by 2030

Bruxelles. On Friday, the Committee on Environment, Public Health and Food Safety adopted their report on the EU climate law with 46 votes for, 18 against and 17 abstentions.MEPs support the EU climate law’s overall aim to enshrine the climate neutrality goal by 2050 in EU legislation but at the same time, they request a more ambitious 2030 target. They call for emissions to be reduced by 60% in 2030 compared to 1990, instead of “at least 50% towards 55%”, as the Commission proposed. They also want an interim target for 2040 to be proposed by the Commission following an impact assessment, to ensure the EU is on track to reach its 2050 target.
MEPs call on the Commission to propose by 31 May 2023 a trajectory at EU level on how to reach carbon neutrality in 2050 through the ordinary decision-making procedure. The trajectory shall be reviewed after each stocktake at global level.
MEPs also request that the Commission assesses and proposes amendments to all relevant EU legislation that contributes to reducing greenhouse gas emissions. They also want the Commission to issue a report every two years on the progress made by EU and member states towards achieving the climate targets. An independent scientific body should also be created to monitor progress.
Contrary to the Commission’s proposal, MEPs also want both the EU and all member states individually to become climate neutral by 2050 and call for sufficient EU and member state financing to do so. In addition, MEPs say both the EU and member states should be climate negative after 2050, meaning that they must remove more greenhouse gases than they emit.The EU and member states must also phase out all direct and indirect fossil fuel subsidies by 31 December 2025 at the latest, underlining the need to continue efforts to combat energy poverty.Finally, MEPs include a review article to ensure that the climate law remains aligned with efforts to limit the increase in temperature to 1.5°C, in accordance with the Paris Agreement.After the vote, Parliament rapporteur Jytte Guteland (S&D, Sweden) said: “The adoption of the report sends a clear message to the European Commission and the EU Council in light of the upcoming negotiations: we expect all Member States to achieve climate neutrality by 2050 at the latest and we need strong interim targets in 2030 and 2040 for the EU as well to achieve this.I’m also satisfied with the inclusion of a greenhouse gas budget, which sets out the total remaining quantity of greenhouse gas emissions as CO2 equivalent that could be emitted until 2050 at the latest, without putting at risk the Union’s commitments under the Paris Agreement.”Parliament will vote on its first reading during the 5 – 8 October plenary session, after which it is ready to start negotiations with member states.

LineaRx and Takis/Evvivax Anti-Cancer Vaccine Candidates Demonstrate Tumor Reduction

Applied DNA Sciences Inc. (NASDAQ: APDN) (“Applied DNA”), a leader in large-scale PCR-based DNA manufacturing, announced today that LineaRx, Inc. (“LineaRx”), its majority-owned subsidiary focused on next-generation biotherapeutics, and its collaborators Takis/Evvivax have completed pre-clinical animal studies of two vaccine candidates produced with linear DNA. Tests of both vaccines in mouse models demonstrated their ability to eliminate tumors in vivo, and to potentially prevent initial occurrence.
Evvivax S.R.L. designed a synthetic gene sequence to produce immunity in companion animals, directed against the protein telomerase (TERT), which is overexpressed in 85% of all mammalian cancers, whereas Takis S.R.L. designed a neoantigen-based cancer vaccine (TK), as a proof-of-concept of personalized immunology. For the studies, the TERT and TK based vaccines were produced in linear DNA form by LineaRx. Here is a summary of the recently completed studies performed in vivo: Previous results from Phase 1 of the collaboration’s Joint Development Agreement (JDA) confirmed immunogenicity in mice that were vaccinated with linear DNA against the human protein telomerase. The results reported herein are from the Phase 2 of the JDA using mice implanted with murine colon cancer.
In the prophylactic use of the telomerase vaccine, wherein vaccination is done before addition of tumor cell lines to the mice, transplanted tumors were cleared within 10 days.
In the therapeutic application using either TERT or TK linear DNA vaccine application, cancer cells were introduced and allowed to grow before administration of the vaccine. The successful reduction of total tumor mass was accomplished in conjunction with antibodies that targeted PD-1 and CTLA4. These antibodies, known as Checkpoint Inhibitors, are commonly used in oncology strategies that rely upon immunotherapy. In this setting the tumor cells were reduced significantly within 30 days. The strategy of the Takis TK neoantigen vaccine uses unique multiple-target antigenic epitopes that have been identified from the tumor of a human patient. The linear DNA can utilize the genes for several of the most effective universal antigens such as TERT, or neoantigens that are more personalized to the patient.

Négociations climat 2015: accélérer ou freiner la transition énergétique?

Paris NightCe Policy paper de Jean-Arnold Vinois et de Thomas Pellerin-Carlin, vise à donner des propositions concrètes en direction des décideurs de l’UE pour faire de la COP21 une étape utile permettant l’atténuation du dérèglement climatique et l’adaptation à ce dernier.
Le dérèglement climatique a déjà commencé. 2014 a été l’année la plus chaude jamais enregistrée dans l’histoire de l’humanité et, jusqu’à présent, 2015 est une année encore plus chaude. Le dérèglement climatique impacte déjà des secteurs clés de l’économie ainsi que la sécurité internationale.La transition énergétique a déjà commencé puisque des acteurs étatiques et non-étatiques ont pris des engagements de réduction de leur empreinte carbone. Pour les dirigeants mondiaux réunis à la COP21, la question est donc simple: accélérer ou freiner la transition énergétique?Malgré ses propos officiels, l’UE ne peut pas imposer au monde son propre cadre réglementaire sous la forme d’un “Protocole de Paris”. L’UE devrait donc concentrer ses efforts sur trois éléments pour faire de la COP21 une étape utile permettant l’atténuation du dérèglement climatique et l’adaptation à ce dernier:Avancer vers la création d’un prix mondial du carbone pour accélérer la transition énergétique et financer le Fonds Vert.Supprimer progressivement la production d’électricité à base de charbon.
Inclure les entreprises et la société civile dans l’atténuement du/ l’adaptation au changement climatique.
Lors de la COP21, le risque est d’adopter un document de 15 pages contenant des déclarations générales et des formules vagues, ce qui ne ferait que freiner la transition énergétique. L’UE doit faire en sorte d’éviter cela et utiliser ses capacités et compétences diplomatiques pour faciliter l’adoption d’une feuille de route pragmatique permettant l’atténuation du dérèglement climatique et l’adaptation à ce dernier, qui accélère la transition énergétique. Pour ce faire, elle doit s’appuyer sur des solutions concrètes qui nous aident à atteindre un idéal clair : l’énergie durable pour tous.

Greenpeace reacts to China’s climate plan to the UN

BeijingParis/Beijing. China submitted a carbon intensity reduction targets of 60-65% by 2030, based on 2005 levels, to the UN as part of its climate plan (INDC). The announcement came as Chinese premier Li Keqiang was in Paris for an official visit to France – the presidency of this year’s climate summit.“China has only ever been in defence when it comes to climate change, but today’s announcement is the first step for its more active role. For success in Paris, however, all players – including China and the EU – need to up their game,” said Li Shuo, climate analyst for Greenpeace China.With China’s announcement, the world’s top polluters – China, the US and the EU – have now all tabled their climate plans ahead of the global climate conference taking place in Paris at the end of the year.
“Today’s pledge must be seen as only the starting point for much more ambitious action. It does not fully reflect the significant energy transition that is already taking place in China. Given the dramatic fall in coal consumption, robust renewable energy uptake, and the urgent need to address air pollution, we believe the country can go well beyond what it has proposed today,” added Li Shuo. China’s current carbon intensity target requires a reduction of CO2 emissions per unit of GDP by 40-45% by 2020, based on 2005 levels. Assuming China delivers 45% by 2020, a 65% and 60% carbon intensity reduction will mean 4.4% and 3.1% annual carbon intensity decrease respectively between 2020 and 2030. Achieving 45% carbon intensity reduction by 2020 would mean annual carbon intensity reduction of 3.9%.

Evolving Enterprise Applications

London. When capital is in short supply the pressure to optimise existing resources and assets intensifies. In the IT space, enterprise applications such as enterprise resource planning (ERP) and customer relationship management (CRM) are prime targets. A new report by Europe’s leading IT research and advisory organisation Butler Group, points to the strategic importance of these applications in terms of running businesses efficiently and effectively, and how changes in the way they are architected, delivered, and used are altering the entire application value proposition and lifecycle. Titled “Evolving Enterprise Applications”, the report says there is a tendency to focus on cutting costs. It argues that cost reduction and value generation are two sides of the same bottom line so should be tackled together as part of a unified strategy with savings in one area being used to fund smart investments in another.  Technology changes such as the move to service oriented architecture (SOA) that brings modularity and therefore technical and business agility, increased use of business process management (BPM) capabilities to enable enterprise-wide process standardisation, embedded business intelligence (BI) for actionable insight, and participatory Web 2.0-type technologies for collaboration and real time interaction, all play a part in opening enterprise applications up, changing the way they are used, and enabling them to be used for more. Each technology would be so much less without the enterprise application DNA structure. However, for this transformation to be effective, closer alignment between business and IT is a prerequisite. Maintaining the value of existing assets can be achieved through internal optimisation – opting for standardization over customisation, general license and user housekeeping, upgrade and maintenance strategies, and so on – which in addition to reducing operational costs will improve operational efficiency with minimal investment and prevent investments falling into the application equivalent of negative equity. Yet, strategic investment in application extensions at the micro level is also a requirement: for example investing in functionality that reduces waste in production planning by a few percentage points can deliver substantial direct financial returns. “Existing implementations are the perfect platform to deliver these sorts of micro-based incremental benefits, rapidly, with minimal risk and in a cost efficient manner,” says Eager. The economic climate has highlighted the need for business agility and as agility is ultimately enabled by the supporting IT and application infrastructure, the situation is playing well to the Software-as-a-Service (SaaS) movement. This alternative delivery method offers flexibility and cost efficiency, providing the essentials to enable organisations to bring about change in the way they carry out their business. With the advent of development platforms SaaS no longer means having to take what you are given, and with an architecture built for the Web and for integration, it provides a valuable adjunct toorganisations looking for application technology to support business

Child deaths drop sharply

Geneva  Deaths  of children aged under five years have dropped by 27% globally since 1990, according to the latest World Health Organization (WHO) estimates. But in WHO’s first progress report on the health Millennium Development Goals (MDGs) released today in the World Health Statistics 2009, other results are mixed.  An estimated 9 million children aged under five years died in 2007, significantly fewer than the 12.5 million estimated to have died in 1990, the baseline year against which progress towards the goals is measured. However, in many African countries and in low-income countries generally, progress has been insufficient to reach the MDG target, that aims for a two thirds reduction in child mortality by the year 2015. World Health Statistics 2009 is an annual report based on more than 100 health indicators collected from WHO’s 193 Member States. These indicators provide a snapshot of global health trends.
