Europe will not reach climate neutrality by 2050 without its cities and regions

Head of the first sitting of the new European Parliament, public opinion is increasingly shaping the climate debate. As weekly protests recall, climate ambition is currently insufficient to reverse global warming. Likewise, EU cities and regions are calling for higher targets and resources to fast track Europe’s sustainable energy transition. On Member Sates’ National Energy and Climate Plans, the CoR denounces a lack of permanent multi-level dialogue with local and regional governments as specified by the Energy Union Governance. The European Committee of the Regions has adopted by unanimity the opinion of Michele Emiliano (IT/PES), President of the Puglia region, concerning ‘A Clean Planet for all A European strategic long-term vision for a prosperous, modern, competitive and climate neutral economy’. The opinion includes a set of proposals that contribute to the EU 2050 climate neutral strategy presented by the European Commission in November 2018.
The CoR asks to raise the share of the EU budget spent on climate to at least 30%, recalling the importance of an effective “energy taxation” to ensure a coordinated, coherent and timely response to climate change.Members support revising the 32% target for renewable energy at EU level in the light of technological developments with a view to reaching 40% by 2030 in order to achieve climate neutrality by 2050.The CoR proposes to create a ‘European climate neutrality observatory’, aimed at mapping and monitoring the vulnerabilities of the different territories to the energy transition. Members declare their availability to cooperate with the European Commission on a structure for technical exchanges regarding the implementation of the Clean Energy Package.The EU’s Assembly of cities and regions requests to systematically involve regions and local authorities in the implementation of SDGs, the Paris agreement and COP25 preparatory work, including a CoR representative as observer in all UNFCCC bodies.
The CoR’s opinion emphasises the need to reinforce the link between climate policies and air quality and the direct impact these have on citizens’ health. Decarbonisation is the most effective preventive policy for protecting citizens’ health, members agree. The European Environment Agency estimates 483,000 premature deaths occur in Europe every year due to air pollution.Member States presented drafts of their National Energy and Climate Plans (NECPs) last 31 December 2018.NECPs include countries’ planning tools to contribute to the implementation of the Energy Union objectives, mainly the 2030 energy and climate targets. Last week, the European Commission presented NECPs country assessments. Final NECPs need to be delivered by the end of this year.

Unlocking the blue growth potential in the EU’s outermost regions

Martinique On 26 June, experts from the EU’s outermost regions join in Brussels to discuss how the blue economy can help give a new, sustainable impetus to their economies. The meeting is the first in its kind and a direct follow-up action of the EU’s new strategy towards the outermost regions.
European Commissioner for Environment, Maritime Affairs and Fisheries Karmenu Vella: “The blue economy can become one of the powerhouses for the EU economy in general. Surrounded by the ocean and amidst a wealth of natural assets, the outermost regions could be first in line to take advantage of this trend. The European Commission strongly supports this transition.”The blue economy covers all economic activity at, near or from our ocean, seas or coasts. It includes fisheries, tourism and aquaculture but also emerging industries such as ocean energy, biotechnology or desalination. However, much of the focus in outermost regions has traditionally been on fisheries and tourism. A recent study indicates the potential to expand also in the other areas of blue growth, such as algae-based biotechnology.Before that can happen, several hurdles and bottlenecks need to be resolved – hence the idea to bring the experts from our outermost regions together. A first concern is the current lack of long-term research on their marine resources, including fishing stocks. Without a solid understanding of local ecosystems, it is impossible to manage marine resources and activities sustainably. Other bottlenecks are the insufficient access to financial resources, lack of specialised expertise and the absence of structural coordination.The EU has several policies in place to support these needs, including the European Fund for Strategic Investments (the ‘Juncker Fund’), Horizon 2020, the Youth Employment Initiative or indeed the European Maritime and Fisheries Fund. In many cases, outermost regions already enjoy favourable conditions to benefit from these schemes. Together with regional experts, the Commission is now looking at how to improve their uptake even further.

Particular attention will be paid to supporting policy design through territorial foresight, in order to help regions and cities increase the resilience of their ecosystems against future shocks while ensuring the agility necessary to capitalise on emerging opportunities. The event will also provide concrete tips and advice to potential applicants for the EER 2019 edition.

GEICO Catastrophe Teams Readied as Hurricane Harvey Heads to Texas Coastal Regions

Hurricane HarveyHurricane Harvey, gathering more strength as it crosses the Gulf of Mexico, is expected to hurtle itself at Texas coastal communities Saturday and perhaps spawn tornado activity as well. GEICO has assigned catastrophe teams to handle what may impact those areas and further inland.
GEICO is encouraging residents to heed all warnings from official emergency agencies and prepare for flooding, falling objects and wind.Some important things to keep in mind now as the storm approaches the U.S.:
Plan an evacuation route. If you are using your car for an evacuation, carefully plan your route, designate a family meeting spot and always keep a full tank of gas.
Protect your home – Window shutters, trimmed trees, filled holes and secure roofing will improve your home’s resistance to damage from high winds and water. If you live in an area prone to flooding, move your valuables to a safer location in your residence.
Create a disaster supply kit – Make sure you have essential items such as non-perishable food, water, first-aid kits, batteries, blankets, flashlights, a battery-powered radio and all necessary medicine/prescriptions.
Update your home inventory list – Maintain an up-to-date list of all the items in your home. Take photos of valuables such as electronics and jewelry. In the event that damage occurs due to a natural disaster, maintaining a home inventory will help speed up the claims process.
Safeguard your important documents – Store your social security cards, birth certificates, IDs, insurance cards, and other important documents in a safe, fire-proof and water-resistant location.
Protect your vehicles. Think seriously about moving your vehicles – cars, boats, RVs, etc. – inland. In many cases parking garages or other public spaces could offer sufficient protection to help prevent flood damage. Follow official instructions – Check the local and national weather forecasts for advisories, updates and official instructions. Be prepared to put your preparedness plan in place immediately after an alert goes out.“We hope the storm does not significantly impact you and your family,” said Dan Beacom, GEICO regional vice president.

energyVictor and Kennel argue that the target of limiting global warming below 2degC relative to pre-industrial levels (the “2degC goal,” or rather, “limit”), adopted by the international community, should be dropped. They put forward two main reasons: that it is no longer feasible to meet the 2degC limit, in large part because there has been insufficient action to date, and that the 2degC limit is not measurable and cannot be translated into emission limits for countries and regions. They go on to argue that there should be a new process started to develop a a new set of global goals starting in Paris to replace the 2degC limit.Both major reasons put forward to drop the 2degC limit are hopelessly flawed or just plain wrong:
Whilst no one is in doubt about the difficulty of limiting warming below 2degC, it is incorrect to claim that achieving this goal is infeasible and cannot be done. The scientific community, in the form of the IPCC AR5 Working Group III report, has assessed that limiting warming below 2degC limit is technically and economically feasible, and at low to modest cost. No one in the scientific community has any doubt about the difficulty of the political decisions that need to made to realise this. Each person is entitled to their own views of whether or not political leaders will take the steps needed, but for the authors to dress up their own judgements – that these decisions will not be made – as a scientific fact is wrong.
The argument that the 2degC limit cannot be translated into emission goals and budgets is, to put it mildly, unconvincing, and demonstrates a deep ignorance of scientific developments over the last ten years. If this were so, then there would be no science-based policy debate about the size of the gap between where emissions are headed at present and where they need to be in 2020 and 2030 at global, regional, and national levels. In fact, there have been annual scientific assessments of this since 2010.No global goal on an issue as complex as climate change is going to be perfect, however it turns out that a temperature limit is actually a very good composite indicator of many serious impacts and risks. And it is understandable to the public and to political leaders, and it can be translated into quantifiable emission actions, which can be updated with new science regularly, accounting for the full range of scientific uncertainties.
There has been an enormous amount of work by the scientific community on issues related to planetary boundaries and on the implications of different indicators for emission pathways beyond global mean temperature. When put together, this research has shown the 2oC limit provides an upper bound on emissions if other key systems are to be maintained, within safe limits, a fact which, startlingly, does not come through at all in this Comment, despite the space spent discussing alternative climate indicators. On this issue, the scientific literature contradicts the authors and shows clearly that including other metrics (objectives, such as reducing sea level rise, reducing ocean acidification) will increase the level of mitigation (emission reductions) needed.And last but not least, the 2degC limit has triggered considerable political action at national, regional and global level – indeed the present process to negotiate a new global agreement with legal force and applicable to all stems very much from the scientific “pressure” generated by the existence of this limit. If action has not been sufficient it’s certainly not because of the limit. Many countries have indeed taken action – or are now planning more ambitious measures; however, in overall terms, the collective effort has been fully inadequate. The world is confronted with rapidly rising emissions – fastest from one of the most intensive source of CO2 emissions, coal – exactly at a time when CO2 emissions should be decreasing. It is wrong, however, to conclude that this means the issue is lost, when the main battle lies ahead and just when the process of developing a new agreement is building momentum. It would be an act of grave irresponsibility for the 2degC limit to be dropped. This would signal a clear deflation of pressure to reach an ambitious agreement, delegitimise the international negotiations, weaken efforts at a national level to build ambitious policies, and send a highly adverse signal to the private sector. Without the emission pressures of the 2degC limit there would effectively be a green light for continued massive expansion of coal and other fossil fuel intensive infrastructure in the next decade. As the International Energy Agency has warned, this infrastructure could lock-in warming levels of 4oC this century.
Dropping the 2degC limit , and with it pressure for the needed level of emission reductions, while starting a debate about a multitude of other goals is akin to doctors dithering over a critically ill patient. As in medicine, there are several indicators addressing different aspects of the vitality of the planet, but each of them would call for action if it reached a critical state. The planet’s rising temperature is a vital sign and the prognosis is clear for future warming without urgent action. What doctor would refuse to provide treatment to a patient with a body temperature exceeding 40degC because their blood pressure cannot be measured? (photo Reuters)

Nato: counter-piracy operation

Commodore Steve Chick, the Commander of the NATO Task Force patrolling the waters off Somalia as part of NATO’s counter-piracy operation, code-named Ocean Shield, had the opportunity to speak with Puntland authorities yesterday on board NATO flag ship HMS CHATHAM.   During the visit, the visitors were briefed on NATO’s and the other counter piracy forces, including the EU Naval Force (EU NAVFOR) and the Combined Maritime Forces (CMF) operations in the Gulf of Aden and Indian Ocean to fight piracy. The naval forces co-operate to help deter piracy and protect merchant ships, trading dhows and Somali fisherman from pirate attacks.  The visit also provided the opportunity for the visitors to outline what actions had been taken within their respective regions to counter piracy.  Commodore Chick stated:  ‘NATO is fully committed to tackling piracy and co-ordinates its efforts with the international community and other organisations around the Horn of Africa.  It is only through the activities of the authorities ashore that a long term solution to this problem can be found.  That is why today’s meeting is so important.  Both parties need to know what the other side is doing so that, where possible, we can co-ordinate our efforts. NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008.  The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider to protecting merchant traffic in the Gulf of Aden under Operation Allied Protector.  In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is offering  to countries in the region, upon their request, to help develop their own capacity to combat piracy. This complements the existing international efforts as coordinated with the Contact Group on Piracy off the coast of Somalia (CGPCS). NATO recently announced its commitment to counter piracy by extending Operation Ocean Shield to December 2012.  The NATO Task Force consists of 5 ships from Standing NATO Maritime Group 2.  These are:  HMS CHATHAM (Flagship) – UK, USS COLE – US,  TCG GELIBOLU – Turkey,  HS LIMNOS – Greece, ITS SCIROCCO – Italy

Who is Brussels?

When reporting about decisions made at the EU level, the media in EU Member States often write that “Brussels has decided…” etc. without providing any information about who has actually taken the decision.The European Parliament and the European Council – which consists of ministers from the national government of each Member State – are ultimately elected by European citizens, and are supported by other institutions such as the European Commission and the Committee of the Regions. That is why the upcoming European Parliament elections on 4-7 June are so important, because they give Europe’s citizens the opportunity to decide whom they want to represent them in Brussels. With this in mind, the ALDE Group in the Committee of the Regions has recently launched a communication campaign called “Who is Brussels?”, in order to illustrate who is behind the decision-making process. The ALDE group has made available a series of short video clips featuring many of its Committee of the Regions’ members, answering the question “Who is Brussels?”
The Alliance of Liberals and Democrats for Europe (ALDE) is the third largest political force in Europe, with more than 100 full and alternate members in the EU Committee of the Regions and 100 members in the European Parliament. It also exists in the Council of Europe and in the NATO Parliamentary Assembly. The ALDE-CoR website is http://www.alde.eu/cor.
