ISRI Commends CSG Resolution Recognizing Importance of Science-Based Evidence in Evaluating Recycled Rubber Infill

minnesota-state-capitolThe Institute of Scrap Recycling Industries (ISRI) applauded the Council of State Governments’ (CSG) unanimous approval of a resolution noting that scientific evidence should be paramount when assessing recycled rubber play surfaces. The resolution was presented to the CSG Energy & Environment Committee by Minnesota State Senator Jeremy Miller (R-Winona), in the context of recent debate surrounding the use of recycled rubber – especially given unsubstantiated reports regarding health concerns.
The resolution, entitled, “Resolution on Utilizing Science-Based Evidence Related to the issue of Installation of Artificial Turf Athletic Fields Made of Recycled Rubber Infill,” called for science to take precedence over conjecture in assessing recycled rubber, and for the timely completion of the federal multi-agency study that is currently underway.“ISRI strongly supports and applauds the passage of this resolution, which will undoubtedly raise awareness among state legislators around the unsubstantiated nature of current claims made in the debate over recycled rubber,” said ISRI President Robin Wiener. “There are currently more than 90 peer-reviewed scientific studies demonstrating there is no increased health risk to athletes playing on artificial turf containing recycled rubber, without credible evidence to the contrary, and it is critical that this reality be made widely known to policymakers.”Miller added, “As a parent and a legislator, creating a safe environment for our children to play in is a top priority. Recycling tires cleans up and preserves the environment for current and future generations. As we encourage children to take part in healthy activities and exercise more, the material from these recycled tires is a source for safe, accessible turf. Credible science has demonstrated this time and time again. It is imperative that fellow state and local lawmakers carefully review the facts when making any key decisions regarding our children and jumping to conclusions not supported by science.”The CSG committee unanimously approved the resolution following brief discussion on the issue and was endorsed by the CSG Executive Committee.

CEC urges support for resolution on arms export, arms embargo

european parliamentIn its commitment to Europe as a whole and seeking to promote an authentic, credible and socially responsible Christian witness, CEC urges strong support for European Parliament resolutions on arms export of 17 December 2015 and on the humanitarian situation in Yemen of 25 February 2016 including arms embargo against Saudi Arabia.CEC constantly monitors developments regarding production, export and the use of weapons at European and international levels, especially in light of the Arms Trade Treaty (ATT) adopted by the UN General Assembly 2013.Arms exports play a significant role in violent conflicts, as is the case in Syria, Iraq and other parts of the Middle East. There is a strong link between arms exports and wars being prolonged. The heart-breaking images of refugees fleeing on a daily basis and the gross violation of human rights in many parts of the Middle East cannot leave CEC member churches unmoved. It is into this context that CEC underlines the need for respecting the legally binding criteria of the EU Common Position 944/2008/CFSP and the ATT for the export of conventional weapons and for governments of EU Member States to ensure fuller transparency of their arms exports as well as the export of any sensitive technology.CEC furthermore urges governments of EU Member States to evaluate the consequences of arms exports to the Middle East and to take steps to cancel existing agreements, if necessary. CEC strongly supports the EU in its endeavor to “ensure the consistency of its external activities as a whole in the context of its external relations, in order to promote democracy and the rule of law, prevent conflicts, eradicate poverty, foster intercultural dialogue, and maintain international stability and security.” CEC reiterates its commitment to work towards building a humane, social and sustainable Europe at peace with itself and its neighbours in which human rights and solidarity prevail.

Mass surveillance of EU citizens

european parliamentA resolution on the electronic mass surveillance of EU citizens, following up that of March 2014 which was approved by the European Parliament in light of whistleblower Edward Snowden’s revelations, will be voted by the Civil Liberties Committee on Tuesday. Members will address new cases of mass surveillance, what the European Commission and member states have or have not done to take account of Parliament’s recommendations and data transfers to the US, including under the Safe Harbour scheme.
On 6 October, the European Court of Justice (ECJ) declared the Commission’s Safe Harbour decision invalid. The European Parliament has repeatedly called for the suspension of Safe Harbour, most recently in its 2014 resolution on the surveillance carried out by the NSA.

New EU Security Strategy must focus on emerging threats, Civil Liberties MEPs say

civil_liberties1_fThe new Internal Security Strategy for 2015-2019 should be “easily adaptable to evolving situations” by focusing not only on existing but also on emerging security threats, says a resolution approved by the Civil Liberties Committee on Wednesday. Foreign fighters, cyber-security, trafficking in human beings, organised crime, money laundering and corruption are some of the priority areas where a holistic EU approach is needed, MEPs stress.The resolution, adopted by 38 votes to 4, is the committee’s input for the new EU Internal Security Strategy (ISS) for the coming four years, which is being prepared by the Commission. The text will be debated and voted by the full Parliament in December plenary session.”The security situation in Europe has changed significantly in recent years owing to new conflicts and upheavals in the EU’s immediate neighbourhood, the rapid development and use of new technologies, and growing radicalisation leading to violence and terrorism”, notes the resolution.MEPs call for a “forward-looking and strategic” ISS, which should be “easily adaptable to evolving situations” and focus on priority areas such as cyber-security, trafficking in human beings and counterterrorism and to interlinked topics such as organised crime, money laundering and corruption.The rapidly rising number of EU nationals who travel to conflict areas to join terrorist organisations and return later to EU territory present new types of risk to EU internal security. According to MEPs, this “worrying trend” should be addressed with a multidimensional approach, dealing, for instance, with the underlying factors such as radicalisation and intolerance, the disruption of financial support to terrorist organisations and individuals aiming to join them and legal prosecution where appropriate.MEPs also call for better cooperation among Member States through greater use of existing instruments, such as Joint Investigation Teams, and more expeditious and efficient sharing of relevant data and information, “subject to the appropriate data protection and privacy safeguards”. In this context, they underline the importance of the swift adoption of the proposed data protection directive to provide a comprehensive legal framework for the sharing of data in the law enforcement field.The Commission should carry out a “stock-taking exercise” to evaluate the current instruments and assess the remaining gaps. A proper implementation and better use of existing laws and instruments is needed “before proposing the creation of new ones”, MEPs say.Security measures should always be “evidence-based, in accordance with the principles of necessity, proportionality and respect for fundamental rights and on the basis of proper democratic oversight and accountability”, MEPs stress, calling on the Commission to take due account of the recent ruling of the European Court of Justice on the data retention directive, requiring all instruments to comply with the principles of proportionality, necessity and legality and to include the appropriate safeguards of accountability and judicial redress.

Bishops call for leaders of hope

gaza-mapAs bishops from Europe, South Africa and North America we came to the Holy Land to pray with and support the Christian community and the cause of peace. In Gaza we witnessed the deep poverty of the people, and the courageous presence of the small and vulnerable Christian communities there.Gaza is a man-made disaster, a shocking scandal, an injustice that cries out to the human community for a resolution. We call upon political leaders to improve the humanitarian situation of the people in Gaza, assuring access to the basic necessities for a dignified human life, the possibilities for economic development, and freedom of movement.In the seemingly hopeless situation of Gaza, we met people of hope. We were encouraged by our visit to tiny Christian communities, which day after day, through many institutions, reach out with compassion to the poorest of the poor, both Muslim and Christian. We continue to pray for and support the priests, religious and laypeople working in Gaza. They exercise a ministry of presence, care for disabled children and the elderly, and teach the young.Their testimony of faith, hope and love gave us hope. This is precisely the hope needed at this moment to bring peace, a peace that can only be built on justice and equity for both peoples. Palestinians and Israelis desperately need this peace. For example, in the Cremisan valley the route of the security barrier threatens the agricultural land held for generations by 58 Christian families. The current peace talks come at a critical time. Now is the time to ensure that the aspirations for justice of both sides are fulfilled.We urge public officials to become leaders of hope, not people of obstruction. We call upon them to listen to the words of Pope Francis, who recently said to the Diplomatic Corps: “The resumption of peace talks between Israelis and Palestinians is a positive sign, and I express my hope that both parties will resolve, with the support of the international community, to take courageous decisions aimed at finding a just and lasting solution to a conflict which urgently needs to end” (13 January, 2014).As we leave the Holy Land, the bishops and people of the local Church remain in our hearts. They are not alone. Together with them we are people of hope. We pray that the visit of Pope Francis to the Holy Land will reinforce hope in the region. We believe a lasting peace is possible.

Governments must act for the climate

Tianjin, China. As the climate talks in China drew to a close today, Greenpeace urged Governments to look around them at the increasing extreme weather events and act for their citizens and the planet and not their own short-term self-interest.  The week in Tianjin has produced some agreement on issues like the establishment of a Climate Fund, the issue of adaptation to the impacts of climate change and transfer of technologies from north to south. Some of these issues may reach resolution in Cancun.  But, the real hot topics haven’t been addressed – the provision of climate funding, the needed increase in industrialised country greenhouse gas emissions cuts and the legal form of any final agreement.  Trio noted that in order to solve the big issues of climate finance and mitigation, there needed to be a change in the politics – without a change in political will, the process would continue at a snail’s pace.   In the next two days, the members of the BASIC group will meet in Tianjin to discuss their strategy to Cancun – this is an opportunity for these Governments to take initiatives to move the process forward.   In the weeks between now and Cancun there will be opportunities for other governments to do the same, they can – and must.

President’s call with President Aliyev of Azerbaijan

The White House. The President had a good conversation with President Aliyev.  He reaffirmed U.S commitment to a strong relationship with Azerbaijan and to supporting progress toward a resolution of the Nagorno-Karabakh conflict.  The President also underscored the importance of Turkish-Armenian reconciliation, which will lead to greater peace and security in the region.
