MEPs will discuss how to address the security and geostrategic challenges that the EU is facing today with the NATO chief on Tuesday afternoon.MEPs in the Committee on Foreign Affairs (AFET), Subcommittee on Security and Defence (SEDE) and Delegation for relations with the NATO Parliamentary Assembly (DNAT) will discuss the current security situation in Europe and the world with NATO Secretary General Jens Stoltenberg on Tuesday.The pressure is increasing on multilateral cooperation and institutions, warned MEPs at the plenary session in Strasbourg last week. In order to defend the global rule-based order that is founded on international and humanitarian law and multilateral treaties, the European Union has to team up with like-minded EU strategic partners, in particular NATO, they stressed in two resolutions assessing the state of play of the EU’s Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP), which were adopted by the full House.Because of the lasting deterioration in the Union’s security environment, MEPs also raised the issue of necessity to develop and strengthen Europe’s strategic autonomy. This, however, does not represent a challenge to NATO and does not undermine the current security architecture in Europe, they said.

Media Advisory: Caritas secretary general to visit Haiti

haiti-uraganoCaritas secretary general Michel Roy will be in Haiti from 21-25th October. He will visit the hurricane-affected areas of Les Cayes, Jérémie and Nippes.
More than 900 people died as a result of the powerful storm which passed over the south of Haiti at the end of September.
Michel Roy will visit Haiti to discuss the Caritas response to the disaster and to show solidarity. He said, “Our friends at Caritas Haiti have described an apocalyptic situation in large parts of the south of Haiti. People are facing the challenges of hunger, thirst, illness and rebuilding their homes. They need all the help they can get.
“Caritas is calling for a surge of global solidarity to ensure the resources are available to provide support to communities. By walking hand in hand with Haitians during this terrible time, we ensure their suffering will not put on the back-burner,” he said.

Greece: IFRC Secretary General calls for increased response to humanitarian and health needs for vulnerable migrants

ateneMore must be done to respond to the needs of vulnerable migrants in Greece and across Europe as the scale of humanitarian needs increase, urged Elhadj As Sy, Secretary General of the International Federation of Red Cross and Red Crescent Societies (IFRC), at the end of a two-day visit to Greece.“Deteriorating health on the migratory route is a major concern. The chain of immunization for children is broken, people on the move are exposed to many health challenges. We have a double duty to respond to humanitarian needs and basic health needs,” said Mr Sy. “We need – the Red Cross and Red Crescent, governments and humanitarian partners – to maintain our efforts and respond effectively and efficiently, to save lives and protect people’s dignity.”More than 600,000 people have arrived in Greece this year, making it the primary entry point into Europe for vulnerable migrants. The Hellenic Red Cross has been responding to the needs of people since the onset of the emergency, supporting people as they arrive on islands, as they transit through Athens, and as they continue their journey north.
The Secretary General met with the leadership of the Hellenic Red Cross, and visited the Eleonas accommodation centre in Athens where the Red Cross is delivering relief items. He praised the response of the Red Cross and its volunteers.“The Red Cross volunteers and staff who I met are tremendously dedicated, and are treating people with empathy and care,” he said. “In a complex context they are demonstrating every day a commitment to our humanitarian principles. Volunteers are however overwhelmed, and we all must do more and do it faster to respond at the level which is commensurate to the magnitude of the challenges.”Dr. Avgerinos, President of the Hellenic Red Cross, said that: “The places where humanitarian needs are greatest shift on any given day. We are constantly adapting our response to evolving needs and are committed to a flexible, long-term approach. We count on the support of the IFRC and express appreciation for the help we have received from the global Red Cross and Red Crescent network to enable our humanitarian response.”On 23 October, the IFRC quadrupled its Emergency Appeal for Greece, and is now seeking 12.6 million Swiss francs to support the Hellenic Red Cross in reaching 200,000 people with a range of interventions including first aid, emergency medical care, psychosocial support and search and rescue services.During his visit, Mr. Sy met with Dr. Ioannis Mouzalas, Alternate Minister for Immigration Policy; Mr. Ioannis Amanatidis, Deputy Minister of Foreign Affairs; H.E. Dr. Andreas Xanthos, Minister of Health; and Minister of Labour: H.E. Mr. Yiorgos Katrougalos. They discussed the ongoing situation and the work of the Red Cross and Red Crescent. The Hellenic Red Cross and the IFRC are working closely with the Ministry of the Interior and Administrative Reconstruction, the Ministry of Health and authorities to ensure a coherent response.Across Europe, more than 25,000 Red Cross and Red Crescent volunteers are providing support and protection to hundreds of thousands of vulnerable people on the move. The IFRC has launched six country-specific Emergency Appeals totalling over 70 million Swiss francs to aid these efforts.The Red Cross and Red Crescent has launched a call to make universal the responsibility to protect vulnerable people and respect their dignity in any place, under any circumstances, regardless of their legal status: Sign the petition at Help make the responsibility to #ProtectHumanity universal.

parlamento europeoNotre Europe – Jacques Delors Institute and the European Movement – France organised the second debate of their cycle “Droit d’inventaire – Droit d’inventer”, in Rouen in the euro-constituency North-West, on the themes democracy, euro, employment and globalisation.Three major issues were pointed out:
1. Globalisation and citizenship: breathing new ideas into the European dream in order to assert itself towards the other world powers
2. Democracy: explaining the European Union, its project and its institutions
3. Employment and the euro: defining a new European economic modelOn this occasion, citizens were able to share their questions and opinions with:

Mexican president, Felipe Calderón, gives out prizes of recognition to successful social enterprises

In 2004, Grupo Ecológico Sierra Gorda started working with a group of 30 women from the community La Colgada as part of a programme to develop sustainable skills for women, which was supported by INMUJERES. In 2007 they established the cooperative society: “Embroidery with Nature Motifs”. La Colgada is a typical rural Mexican community which sees most fathers and sons migrate to the United States for economic reasons. This project has been essential in improving the women’s self-esteem and affirmation which has in turn built a healthier and more united home. Their children now have another example to follow; migrating is no longer the only option of having a secure home in La Colgada. These women have shown that it is possible to create a successful business without breaking up the family. In 2010, “Embroidery with Nature Motifs” proved its success when they received their first order for MXN$ 178,000 to export to Spain (El Corte Inglés). They worked extremely hard and they even had to take out a loan, which they have already paid back, to be able to accomplish the production.
On 26th November 2011, Mexican president, Felipe Calderón Hinojosa, distributed prizes of recognition to ten successful social enterprises that participated in the 2011 XIV National Winter FONAES Fair. They stood out because of their level of quality and product and service variety. “Embroidery with Nature Motifs” was one of the social enterprises given recognition.The Economy Secretary, Bruno Ferrari, confirmed that the best way to combat inequality is not to give subsidies or handouts but to create more enterprises that generate more and better jobs.
This year’s selected enterprises went through an evaluation process and stood out because of their sales’ volume, reach into the market, client increase, corporate image improvements, jobs generated and training received for developing managerial and business skills.

UN climate finance report

New York Responding to the publication of the report of the UN Secretary General’s High Level Advisory Group on Climate Change Finance (AGF), Steve Herz of Greenpeace International said: “Developed countries now have no excuse to delay meeting their promise to raise $100bn a year by 2020 to support climate action in the developing world. “It is now clear that it is both technically feasible and politically possible for governments to raise substantial amounts of public money for climate action from new mechanisms, such as pricing emissions from international air travel and shipping.” “In fact, developed countries can meet their Copenhagen commitments without raiding existing aid programs, and without counting the face value of loans or private sector investments, rather than their grant component.” Unless developed country Governments keep their promise to provide long-term finance, a global agreement on climate action would be nearly impossible to reach.
Greenpeace is calling on Governments gathering at the upcoming climate talks in Cancun, Mexico, to make clear progress on outlining how decisions on innovative sources of funding will be taken and to build upon their Copenhagen commitments by agreeing that they will provide at least $100bn in public finance that is new and additional to existing aid targets, as a significant milestone towards achieving the public funding that is actually needed.

“Dialogue between Islam and Christianity

There are eighty participants and guests including high-ranking Muslim and Christian leaders as well as renowned interfaith scholars representing Islamic and Christian organisations. During this consultation issues of common concern will be identified and addressed with the hope of being able to provide guidance for cooperation between Muslims and Christians. The Consultation will address three key issues in the present context of Muslim-Christian relations: •  Beyond Majority and Minority • From Conflict to Compassionate Justice: Building ecologies of peace  • Learning to Overcome; formulating educational tools to resolve issues
The opening keynote addresses were given by His Royal Highness Prince Ghazi Bin Muhammad bin Talal, personal envoy and special advisor to His Majesty King Abdullah II of Jordan and by Archbishop Anders Wejryd of the Church of Sweden. CEC Presidium member Rev. Thomas Wipf, President of the Swiss Protestant Churches and the Swiss Council of Religions is also attending the Consultation in that capacity. Rev. Wipf indicated in his welcome speech that in parallel with this Consultation a “Week of Religions” is taking place, for the fourth time, throughout Switzerland “which also serves to boost mutual trust between Christians and Muslims.”  CEC is also represented at this Consultation by the Rev. Dr Prof. Viorel Ionita, Interim General Secretary.

Media alert: Israel-Palestine talks set to begin

Washington, Usa – Secretary of State Hillary Clinton has announced that indirect Israel-Palestine talks will be launched on Monday, as regional and international momentum grows for new action on ending the long-running conflict. US Special Envoy George Mitchell expected to hold separate ‘proximity’ talks with Israeli and Palestinian leaders in bid to bring both sides into direct negotiations later this year. Arab League endorsed US diplomatic efforts Saturday, as Israel faces growing pressure from key ally; Israeli daily Haaretz reported last week that the White House has informed European leaders an international conference on the Middle East may be convened by the US later this year if no progress is made during Israel-Palestine talks. Separately, reports suggest Palestinian President Mahmoud Abbas may be preparing to ask the United Nations to recognize an independent Palestinian state within its 1967 borders; move may jeopardize parallel negotiation process with Israel.

Middle Class Task Force Holds Meeting

Missouri  In St. Louis, Missouri, the Middle Class Task Force is holding a meeting, titled “Making College More Affordable for our Families.” The focus of the meeting is to discuss ways to expand opportunities and help make the dream of a college education a reality for more families. This is the third in series of meetings the Vice President and Task Force members are holding across the country on key issues facing the middle class. The Vice President is today joined by his wife, Dr. Jill Biden, an educator for 28 years who continues to teach English courses at a DC-area community college; Secretary of Education Arne Duncan; and Cecilia Rouse, of the Council on Economic Advisers and leading expert on the economic impact of education, especially the impact of community colleges. The group is also joined by Senator Claire McCaskill and Missouri Governor Jay Nixon.President Obama has set a goal that by 2020, America should once again lead the world in the proportion of adults with a college degree.  A central goal of the Middle Class Task Force is to ensure that public policy is helping middle-class families to realize their aspirations.  At the heart of those aspirations is the deep-seated desire of parents to ensure that their children have the opportunity to realize their potential.  For many families, this means making sure their children can afford a college education.  And for many of those same families, this challenge has been growing for years, such that today, paying for college strains many family budgets to the breaking point. The President, the Vice President and the Middle Class Task Force is committed to making sure that every student has the opportunity to earn a postsecondary credential or degree.“We are doing all we can to make college more affordable and accessible for every middle class American,” said Secretary Arne Duncan.  “The Obama Administration has already taken a giant step forward to make this a reality by investing in Pell grants and Federal Work Study, revamping the Perkins loan program, and changing the education tax credit to provide relief to more families struggling to pay for college.  This is not just about four year universities, it’s also about the nearly 12 million students who attend community colleges.  We still have a long way to go but I am confident we are on the path to dramatically increasing the number of Americans with college degrees.”Many families save for college though tax-deferred savings plans called “529 plans” or simply “529s.”  529s are savings plans offered by states that let families save for college in a plan that works much like IRAs or 401(k) pension plans, wherein contributions receive some tax advantages. However, since the health of 529s depends to no small extent on the health of financial markets, at times like the present, when stocks and even fixed income investments have lost a great deal of their value, families can find their savings significantly diminished.  This is especially tough for families whose children are ready to go to college, as such families don’t have the time needed to replenish their accounts as the market improves.Today, Vice President Biden is asking the Treasury Department and the Secretary of Education to study ways of making 529 accounts more effective and reliable.The Middle Class Task Force also released a staff report today focusing on the challenges of paying for college in America today, exploring policy steps that have already been taken and new steps that should be considered in order to make college more affordable to all families who aspire to provide a college education for their children.The staff report hones in on affordability – specifically addressing the problem of a high school graduate who is fully capable of getting into and completing a college program, but for the financial constraints that she and her family face.The full staff report is attached.
