Greening of aviation sector: MEPs welcome long-awaited update for Single European Sky

MEPs largely agreed with Transport Commissioner Adina Vălean that the updated proposal is crucial for modernising Europe’s air traffic management, improving efficiency and capacity, reducing fragmentation, flight delays and CO2 emissions in the aviation sector. Many MEPs stressed that Parliament has been waiting years for the reform, with current rules from 2009 now outdated. MEPs committed to finding a quick agreement on the updated framework.The Commissioner explained that digitalisation and cross-border availability of data services have been influential in the reform, allowing for more flexibility. MEPs also highlighted that the Commission proposal incorporates suggestions from Parliament and that all stakeholders have been consulted, allowing the update to progress quickly.Regarding the greening measures, the Commissioner assured MEPs that the Single European Sky proposal is only the first step for CO2 emission reductions in the aviation sector, and that more dedicated measures will have to follow, such as the proposal for sustainable alternative aviation fuels that the Commission plans to table in February 2021.The Single European Sky regulatory framework can reduce air transport emissions by up to 10% as well as save costs thanks to more direct routes, more efficient and more direct flightpaths.

Tap into the potential of the building sector for jobs and decarbonisation, say MEPs

Ahead of the upcoming Renovation Wave announced by the European Commission, MEPs outline proposals to achieve an energy-efficient and climate-neutral building stock by 2050.The Renovation Wave currently being prepared should also aim to end energy poverty and ensure healthy and safe living conditions for all among its core objectives, say MEPs in a report adopted on Monday in the Industry, Research and Energy committee.Improving the energy efficiency of buildings would also help alleviate the estimated 50 million households in the European Union experiencing energy poverty, by reducing energy bills. Building and renovation policies should, however, be inclusive and contribute to EU climate goals, but also integrate local value chains and should not lead to an unbearable rental cost burden for tenants, say MEPs.They also advocate for renewable energies to be fully integrated into the sector, and stress the importance of decarbonised district heating and cooling for more connected communities.Member states should also propose scrapping schemes to replace old and inefficient heating systems, and establish a roadmap to phase out fossil fuel heating and cooling technologies as part of their national energy and climate plans (NECPs).The use of natural and low carbon building materials, such as certified wood, should be incentivised, as construction offers an opportunity to store carbon in bio-based building products.
MEPs call on the EU co-legislators to ensure the necessary funding within the EU Economic Recovery Plan. The Commission should revise energy efficiency targets upward, as required by the Energy Efficiency Directive, and propose minimum annual renovation rates for buildings as well as measures creating financial triggers and investment stability.The Commission should also consider directing revenues from the Emissions Trading System (ETS) into energy efficiency actions such as for building renovations, and to earmark a portion of the auctioning revenue at EU level.

European Parliament adopts major reform of road transport sector

Bruxelles. MEPs endorsed all three legal acts without any amendments, as adopted by EU ministers in April 2020. The political agreement with the Council was reached in December 2019. The revised rules for posting of drivers, drivers’ driving times and rest periods and better enforcement of cabotage rules (i.e. transport of goods carried out by non-resident hauliers on a temporary basis in a host member state) aim to put an end to distortion of competition in the road transport sector and provide better rest conditions for drivers.
The new rules will help to ensure better rest conditions and allow drivers to spend more time at home. Companies will have to organise their timetables so that drivers in international freight transport are able to return home at regular intervals (every three or four weeks depending on the work schedule). The mandatory regular weekly rest cannot be taken in the truck cab. If this rest period is taken away from home, the company must pay for accommodation costs.
Vehicle tachographs will be used to register border-crossings in order to tackle fraud. To prevent systematic cabotage, there will be a cooling-off period of four days before more cabotage operations can be carried out within the same country with the same vehicle.To fight the use of letterbox companies, road haulage businesses would need to be able to demonstrate that they are substantially active in the member state in which they are registered. The new rules will also require trucks to return to the company’s operational centre every eight weeks. Using light commercial vehicles of over 2.5 tonnes will also be subject to EU rules for transport operators, including equipping the vans with a tachograph.
The new rules will give a clear legal framework to prevent differing national approaches and ensure fair remuneration for drivers. Posting rules will apply to cabotage and international transport operations, excluding transit, bilateral operations and bilateral operations with two extra loading or unloading.The adopted rules will enter into force after they are published in the Official Journal of the EU in the coming weeks.The rules on posting will apply 18 months after the entry into force of the legal act. The rules on rest times, including the return of drivers, will apply 20 days after publication of the act. Rules on return of trucks and other changes to market access rules will apply 18 months after the entry into force of the act on market access.

Transport Committee MEPs endorsed on Monday the deal reached with EU ministers on a major reform of the road transport sector.The revised rules for posting of drivers, drivers’ rest times and better enforcement of cabotage rules (i.e. transport of goods carried out by non-resident hauliers on a temporary basis in a host member state) aim to put an end to distortion of competition in the road transport sector and provide better rest conditions for drivers.Better working conditions for drivers
• The new rules will help to ensure better rest conditions for drivers and allow them to spend more time at home.
• Companies will have to organise their timetables so that drivers in international freight transport are able to return home at regular intervals (every three or four weeks depending on the work schedule).
• The mandatory rest period at the end of the week, known as regular weekly rest, cannot be taken in the truck cab. If this rest period is taken away from home, the company must pay for accommodation costs.Fairer competition and fighting illegal practices
• Vehicle tachographs will be used to register border-crossings in order to tackle fraud.
• Existing limits to cabotage remain the same (three operations within seven days).
• To prevent systematic cabotage, there will be a cooling-off period of four days before more cabotage operations can be carried out within same country with the same vehicle.
• To fight the use of letterbox companies, road haulage businesses would need to have substantial activities in the member state in which they are registered. The new rules will also require trucks to return to the company’s operational centre every eight weeks.
• Given that vans are increasingly used to provide international transport services, using light commercial vehicles of over 2.5 tonnes will also be subject to EU norms for transport operators, including equipping the vans with a tachograph.
Clear rules on posting of drivers
• The new rules on posting of drivers will give a clear legal framework to prevent differing national approaches and ensure fair remuneration for drivers.
• Posting rules will apply to cabotage and international transport operations, excluding transit, bilateral operations and bilateral operations with one extra loading or unloading per direction (can be added up: e.g. none on the way out and two on the return leg).
Confirming its decision from January, the Transport and Tourism Committee supported in second reading all three social and market access files. The Rapporteurs’ recommendations were adopted without amendments and received:30 votes in favour, 19 against and no abstentions for clear rules on posting of drivers;33 votes in favour, 15 against and 1 abstention for the drivers’ rest times;33 votes in favour, 16 against and no abstentions for new rules on market access and cabotage.A provisional agreement was already reached between the Council presidency and the European Parliament in December 2019. The Transport Committee first backed the deal with the EU Ministers on 21 January. The Council adopted the reform on 7 April.The full house will vote on the reform during its July session. The new rules will be considered to be adopted if no amendments are voted through with an absolute majority in favour (i.e. at least 353 votes).The rules on posting will apply 18 months after the entry into force of the legal act. The rules on rest times, including the return of drivers, will apply 20 days after publication of the act. Rules on return of trucks and other changes to market access rules will apply 18 months after the entry into force of the act on market access.

Tourism in COVID-19 crisis: MEPs demand clear action plan to help the sector

Bruxelles. Parliament’s Transport and Tourism Committee urges the Commission to come up with a European action plan to help the tourism sector to overcome the crisis.MEPs reiterated, in a debate with Internal Market Commissioner Thierry Breton, that the tourism sector needs more support in the ongoing COVID-19 crisis through specific measures, funding, increased EU-level coordination and a targeted roadmap. The demand for a sector-specific recovery plan and strategy was echoed across the political spectrum.Commissioner Breton acknowledged that tourism was the first sector hit by the coronavirus and it is likely to be the slowest to recover from the crisis. “We have to come up with a strong response,” explained Breton. “Tourism is our priority and we are trying to do as much as we can with the existing funds.”Beyond providing safety via short-term financing, the Commissioner said that tourism should benefit extensively also from the long-term crisis recovery plans, which will be funded through the next long-term EU budget (2021-2027). He is supporting the idea of a dedicated budget line “with the depth and firepower we need for the sector to get over this crisis”.The Commissioner also added that the ultimate goal is to reform and reinvent the tourism sector and proposed to hold a European Tourism Summit for sustainable tourism this autumn.Certainty on travel restrictions needed before summer holidays
Several MEPs also asked for more certainty regarding travel and movement restrictions that could continue in the coming months, including possible bans on visiting beaches because of social distancing rules. The Commissioner explained that sufficient guarantees for safety and security are needed before such restrictions are lifted. He added that the work on facilitating travel is ongoing and there will be more clarity ahead of the summer.On the questions regarding passenger rights and vouchers being offered by companies following cancelled bookings, the Commissioner assured MEPs that passenger rights remain protected and member states can already support their tourism businesses by providing liquidity for companies, including to cope with travellers’ demands for reimbursement.

COVID-19: MEPs free up over €3 billion to support EU healthcare sector

The EU funds should directly support healthcare systems in EU member states in their fight against the coronavirus pandemic. The initiative should allow the EU to buy urgent medical supplies, such as masks and respiratory equipment, transport medical equipment and patients in cross-border regions, finance the recruitment of additional healthcare professionals to be deployed to hotspots across the European Union, as well as helping member states to construct mobile field hospitals.A total of €3.08 billion from the EU budget will be channelled mainly through the Emergency Support Instrument (€2.7 billion) and through rescEU (€380 million).The package includes additional funds to finance repatriation flights (€45 million) under EU Civil Protection Mechanism to reunite families stranded in third countries, to provide more resources for the European Centre for Disease Prevention and Control (€3.6 million), but also to help Greece deal with increased migratory pressures (€350 million), and to support Albania’s post-earthquake reconstruction (€100 million). Budget Committee MEPs already called in March for available financial means remaining in the 2020 budget to be mobilised.

Economic Impact Report Detailing Growth of Arizona’s Technology Sector

To keep its constituents up-to-date on the advances in Arizona’s technology community, the Arizona Technology Council today announced the latest update of the 2019 Quarterly Arizona Technology Council Industry Impact Report. The report reveals an increase in technology career wages, number of jobs, venture capital, new technology companies/startups, and Small Business Innovation Research (SBIR) awards.The quarterly report is conducted by eImpact, an organization that creates web-based, data-reporting solutions designed to help cities, industries and planners drive effective policy, create new growth and engage stakeholders.“Our new eImpact report shows tremendous growth in our state’s technology sector from the time when it was introduced in June 2018,” said Steven G. While the ocean energy sector is still at an early stage of development, a new report analyses ten future emerging technologies to generate energy from the ocean tides and waves.An integrated systems approach is necessary for their successful commercialisation.It still takes a level of almost science fiction fantasy to imagine that we can use the oceans’ permanent movement to power our cities and houses.Yet, such ideas are on designer desks, going through demonstrations of viability, towards possible commercial success.
Moving to economically viable ocean energy technologies is a huge step towards decarbonisation and the growth of the blue economy in many coastal areas.With only 17 MW compared to 15.8 GW of offshore wind of operating capacity installed in European waters, mostly as demonstration or first-of-a-kind precommercial projects, every technological solution proposed to bridge the gap between R&D stage and the commercialisation of ocean energy devices can be seen for the time being as a future emerging technology.As part of the European Commission’s internal Low Carbon Energy Observatory (LCEO) project, the Joint Research Centre (JRC) is developing an inventory of Future Emerging Technologies relevant to energy supply.30 experts in the ocean energy analysed the needs for the sector, and the type of innovations to bridge the gap with the market.The new report, Future emerging technologies for the ocean energy sector: innovation and game-changers offers policy makers and all other ocean energy stakeholders an array of innovations that can bring ocean energy to the market, but it still needs further R&D, supported by private, national or European funding, and that would help maintain European leadership in this emerging sector.The experts describe state of advancement of each of the technology family, advantages, technological limitations, as well as their technology readiness level.

London,(PRNewswire) Job site reports a rise in the number of retail jobs posted online after sector shows positive signs of growth in January December is often adjudged the retail sector’s most lucrative month of the year, with retailers reporting high volumes of sales throughout the festive period. As dificuldades financeiras do poder local e regional estiveram no cerne do debate dos membros do Comité das Regiões durante a reunião plenária. Debruçando-se sobre os assuntos que serão discutidos pelos chefes de Estado e de Governo no Conselho Europeu de 17 de Junho, reuniram-se em Bruxelas com o Comissário Michel Barnier para falar da regulação financeira e para reafirmar a sua apreensão em relação à estratégia Europa 2020 e à concretização da sua ambição de reduzir a pobreza. Na quinta-feira, 10 de Junho, o Comissário para o Mercado Interno e os Serviços, Michel Barnier, reuniu-se, pela primeira vez desde que assumiu a nova pasta, com os representantes locais e regionais do Comité das Regiões. O seu objectivo era obter o apoio das regiões e dos municípios para os novos elementos da regulamentação europeia sobre os mercados financeiros, propostos recentemente pela Comissão Europeia. “Não é possível retomar o crescimento sem a participação das regiões: o seu peso económico e a sua criatividade contribuirão para o relançamento do mercado único. Pretendo que os comerciantes, os consumidores, as pequenas empresas se voltem a apropriar do mercado interno. Mas como consegui-lo sem as regiões, que fazem chegar as perguntas e as críticas a Bruxelas?” – perguntou o comissário. Esta visita ocorre num momento em que vários municípios e regiões europeus, entre os quais Bruxelas, viram, este mês, a sua avaliação das agências de crédito degradar-se, reforçando a pressão sobre as suas finanças públicas. “Temos de fazer malabarismos nos nossos orçamentos locais e regionais entre despesas cada vez mais pesadas e receitas pouco flexíveis e em baixa. Hoje em dia, o poder local e regional é obrigado a recorrer às instituições financeiras para obter empréstimos que financiem os seus projectos. Indirectamente, é um risco para o serviço público e para a colectividade em geral”, declarou Mercedes Bresso, presidente do CR.  Não obstante, os representantes locais e regionais deram o seu apoio ao princípio de solidariedade europeia e ao reforço da disciplina orçamental recomendados pela Comissão Europeia. Porém, “opõem-se terminantemente à proposta apresentada pela Comissão Europeia de suspender o Fundo de Coesão para os Estados-Membros sujeitos ao procedimento relativo aos défices excessivos”. Numa Resolução relativa às Orientações Integradas para as Políticas Económicas e de Emprego, os representantes afirmam que “a suspensão visaria injustamente regiões e municípios e um número limitado de Estados-Membros, indo mesmo contra o princípio de coesão territorial declarado no Tratado de Lisboa”.  No tocante ao actual projecto de estratégia Europa 2020, os membros do CR basearam-se no apoio do Parlamento Europeu para adoptar uma Resolução sobre a Maior Participação dos Órgãos de Poder Local e Regional na Estratégia Europa 2020. Relembrando os pedidos constantes da carta enviada aos chefes de Estado e de Governo no início do mês, os membros do CR apoiam a proposta do Parlamento Europeu de criar um pacto territorial dos órgãos de poder local e regional, sob a forma de pactos territoriais nacionais. “O nosso objectivo é garantir que as administrações centrais colaboram com os órgãos de poder local e regional ao serviço do crescimento europeu e dos cidadãos quando se trata de definir e pôr em prática as metas e as iniciativas da estratégia Europa 2020”, sublinham os membros nessa resolução.
O Comité das Regiões é a assembleia da UE dos representantes regionais e locais. A missão dos seus 344 membros oriundos dos 27 Estados-Membros da UE consiste em fazer participar os órgãos de poder regional e local e as comunidades que representam no processo decisório da UE, e informá-los sobre as políticas comunitárias. A Comissão Europeia, o Parlamento Europeu e o Conselho são obrigados a consultar o Comité em domínios de política que digam respeito às regiões e aos municípios. O Comité das Regiões pode recorrer ao Tribunal de Justiça da União Europeia caso veja os seus direitos violados ou entenda que um acto comunitário não respeita o princípio da subsidiariedade, designadamente as competências do poder regional ou local.

Eucomed for Brazil and Mexico

Brussels Brazil and Mexico are putting many European countries to shame by paying their suppliers within 55 days. The data obtained from a Eucomed member company comes as the Council Working Party on Competitiveness and Growth is having another round of discussions on the revision of the Late Payments Directive in Brussels. Eucomed urges member states to adhere to the 30 days payment goal for public authorities and opposes any different treatment for hospitals. Some half a million people are employed in the European medical technology sector. Its livelihood depends to a large extent on contracts with public authorities – most often public hospitals. Yet these authorities have failed to pay 10% of the total turnover of the medical technology sector and over €11 billion is owed to medical technology firms by three EU Member States alone. Representing 80% of the sector, SMEs are most at risk and their fragile situation is of course worsened by the current economic climate.
In Spain and Italy, the average payment time is approximately 250 days. However, in some of their regions, this figure exceeds 600 days. In order to alleviate the situation in Spain, the country’s Parliament will vote on 23 March 2010 on a law which foresees a 30 days payment target for public authorities as well as accelerated procedures for claiming interest. Meanwhile, the situation is much the same in Turkey with public authorities taking on average 256 days to pay suppliers. However, it is not all doom and gloom in Europe. For example, the British Government has committed central Departments and agencies like the National Health Service to pay within 10 days. This measure is part of a package to help in particular small and medium-sized businesses through the economic downturn and has resulted in nine out of ten invoices now being paid within that timescale. Ireland is another country where the Government is helping industry to recover from the crisis. Central government departments have committed to pay within 15 days with state bodies such as the Health Services Executive (HSE) promising to pay within 30 days.
In 2000, the EU adopted Directive 2000/35/EC to protect companies from late payments. The Directive entered into force on 8 August 2002 for the then 15 Member States and the three States of the European Economic Area; on 1 May 2004 for another 10 European countries and on 1 January 2007 for Bulgaria and Romania.
