MEPs visit Port of Antwerp to look into the security measures in place

A high-level group of members of the Special Committee on Terrorism met on Thursday with Mr Marc Van Peel, Deputy Mayor in charge of the port, Paul Wauters, harbour captain at the Antwerp Port Authority, safety consultants of the port and representatives of the Antwerp Judicial Police, Navigation department and Navigation Police.Committee Chair Nathalie Griesbeck (ALDE, FR), at the end of the visit to the Port of Antwerp, said: “Our working visit today was instrumental for the work of the special committee and I thank the port authorities for having hosted us. It showed the importance of preparedness and proper security controls, as well as the need for cooperation between different countries and services in this field to be able to face the challenges posed by a terrorist attack”.
The aim of the visit was to gather information about the security measures in place to protect the port infrastructure in case of a terrorist attack. The high-level group of five MEPs was briefed on the security measures of the port and was presented several operations illustrating the security cooperation and controls in this field.This field visit will feed into the final recommendations, which the Special Committee on Terrorism will present to the Parliament’s plenary in December.The delegation was composed of the Chair, Ms Nathalie Griesbeck (ALDE, FR), co-rapporteur, Ms Monika Hohlmeier (EPP, DE), shadow rapporteur, Ms Caterina Chinicci (S&D, IT), as well as Mr Gerard Deprez (ALDE, BE) and Ms Kristina Winberg (ECR, SE).

Reinforcing EU border security: visa-exempt travellers will be pre-screened

Travellers posing a security risk will be refused entry into the EU Application will include questions on criminal record and trips to conflict zones. The authorisation will cost 7 euros and will be valid for 3 years
Non-EU nationals exempt from visa requirements will have to get an authorisation before travelling to the EU, under new rules backed by Parliament on Thursday.
The new European Travel Information and Authorisation System (ETIAS), which should be operational in 2021, will allow for advanced checks on visa-free travellers and those considered to pose a security, irregular migration or epidemic risk will be denied access.
Nationals of the more than 60 countries and territories exempt from visa requirements to enter the EU will have to fill in an electronic form prior to their intended travel with their personal data (including name, date and place of birth, sex and nationality), travel document information (validity, country of issue), home address and contact information, and the European country of first intended entry.
The travel authorisation will cost 7 euros – free for travellers under 18 and those over 70 years of age-, and it will be valid for three years, or until the travel document expires.
The applicant will also need to inform authorities of any convictions for serious criminal offenses (such as terrorism, sexual exploitation of children, trafficking in human beings or drugs, murder and rape), about stays in specific war or conflict zones and of any prior administrative decisions requiring them to leave a country, all over the last ten years.
In the case of terrorist offences, the period will extend to the previous twenty years, and additional clarification on the date and country of the conviction will be required.
Each application will automatically be checked against all relevant databases to verify, among other issues, whether the travel document used has been reported lost or stolen and whether the person is wanted for arrest. The vast majority of applicants will get their authorisation almost immediately.If there is one or several hits when verifying the documents, or a positive reply to any of the questions on criminal records, trips to conflict areas and orders to leave a country, the data will be manually checked and the security, migration or epidemic risk individually assessed.

“UN resolution on human shields will help bring security and stability to the Middle East”

NEW YORK – World Jewish Congress President Ronald S. Lauder praised Tuesday’s United Nations vote condemning the use of human shields as an “important” step that “will help bring security and stability” to the Middle East.“We welcome the UN General Assembly’s condemnation of the cynical use of human shields by terrorist groups like Hamas,” said Lauder. “This is an important step forward in the global war on terror and a critical moral stance that will help bring security and stability to the Middle East and the wider world.”The UN General Assembly Tuesday voted to condemn use of civilians as human shields by terrorist organizations. The resolution is specifically aimed at Hamas, the Palestinian terror group that runs the Gaza Strip and which has used human shields in conflicts with Israel as a propaganda tactic. Hamas terrorists have hid behind women and children in hospitals and schools while launching missile attacks on Israel. The condemnation of human shields is part of the UN’s update of its counter-terrorism strategy.The UN resolution explicitly condemned terrorist groups for the double war crime of hiding behind women and children while attacking civilians. The resolution decries the use of “schools and hospitals, for military purposes such as launching attacks and storing weapons,” as well as the use of “civilians to shield military objectives from attacks.” “Every terror group that cowardly hides behind women and children while using hospitals and schools as bases to attack civilians should be held accountable and punished,” Lauder added.The UN resolution is an update of its Global Counter Terrorism Strategy, which was first adopted in 2006 and gets reviewed every two years.

Tripwire Survey: 70 Percent of Energy Security Professionals Concerned About ‘Catastrophic Failure’ From Cyberthreats

Tripwire, Inc., a leading global provider of security and compliance solutions for enterprises and industrial organizations, today announced the results of a survey conducted by Dimensional Research examining industrial control systems (ICS) security in the energy industry. The survey was conducted in March, and its respondents included 151 IT and operational technology (OT) security professionals at energy and oil and gas companies.According to the survey, 70 percent of respondents are concerned that a successful cyberattack could cause a catastrophic failure, such as an explosion. With widespread recognition of the physical threat cyberattacks present against the energy and oil and gas industry, 97 percent are concerned that attacks could cause operational shutdowns, and 96 percent believe they could impact the safety of their employees.”Energy companies have accepted the reality that digital threats can have tangible consequences,” said Tim Erlin, vice president of product management and strategy at Tripwire. “This perception is perhaps heightened by recent attacks that were specifically designed to affect physical operations and have proven capable of doing so.” Respondents were also asked about their organizations’ security investments, with the following results:While 65 percent feel their company invests sufficiently in ICS security, 62 percent said that lack of budget and investment continues to be the biggest barrier in meeting ICS security goals.
Of those who said their company does not invest sufficiently, 56 percent believe it would take a significant attack to get their companies to a proper level of investment.
Ninety-one percent are worried about attacks on their ICS. Fifty-nine percent said their companies increased security investments because of ICS-targeted attacks like Trisis/Triton, Industroyer/CrashOverride and Stuxnet.Forty-five percent said ransomware has had the most significant impact in increasing their security investment, compared to 44 percent who said Trisis/Triton and Industroyer/CrashOverride and 11 percent who said Stuxnet.It is widely recommended that organizations properly secure their critical infrastructure ICS with a layered approach, commonly referred to as Defense in Depth. In the survey, only 35 percent of respondents said they implement a multilayered approach to ICS security. Thirty-four percent said they focus primarily on network level security, and 14 percent said ICS device security.
Erlin added: “It’s encouraging to see that companies have increased their security investment somewhat. However, it’s concerning that more than half would wait for an attack to happen before investing properly, given what’s at stake with critical infrastructure. The energy industry should invest in establishing more robust cybersecurity strategies, with a proper foundation of critical security controls and layers of defense.”

Strengthening security checks at Europe’s borders

The new Entry/Exit System (EES) will register information on non-EU nationals, such as name, travel document, fingerprints, facial image, date and place when they enter, exit or are refused entry into the Schengen area. It will apply both to travellers requiring a visa and to visa-exempt travellers admitted for a short stay of 90 days, who cross the Schengen area’s external borders. EES would make it easier to check that the authorised duration of a short stay – 90 days in any 180-day period – is respected. The system will replace the manual stamping of passports and speed up border crossings, while making it easier to detect over-stayers and document or identity fraud.
Data stored in the EES can be consulted to prevent, detect or investigate terrorist offences or other serious criminal offences. The new system will register various data and share the information with external border check points to stop illegal entry and track over-stayers. The information stored in the new system will be accessible to border and visa authorities Data will be also available to Europol.

McAfee Announces Advanced Security for Amazon Web Services

Oceans store more than nine-tenths of the heat trapped on Earth by greenhouse-gas emissions and provide 3 billion people with almost a fifth of their protein. The global ocean economy is estimated at €1.3 trillion and offers great potential for boosting growth, jobs and innovation. At the same time, oceans are at the center of pressing global challenges such as climate change, marine litter, poverty, food security. The sustainable use of the oceans is threatened by illegal fishing, armed robbery and piracy against ships, while cooperation on maritime security is essential to guarantee safe and free navigation for international trade. The world is coming to realize that our oceans need better care. Only strong international cooperation can deliver this. The EU has taken a lead in creating a stronger system of ocean governance including better managing the oceans, reducing human pressure and investing in science. The EU reiterates its commitment to implementing the United Nations’ 2030 Agenda for Sustainable Development, for the benefit of EU citizens and the whole world. “Leaving no-one behind” also means that oceans, seas and marine resources are conserved and sustainably used as enshrined in Sustainable Development Goal 14. The EU therefore welcomes the UN Ocean Conference this week, where together with its Member States, the EU submitted significant commitments. The outcomes of the Conference, where the Commission will be represented by Commissioner Vella, will provide an important contribution to the High Level Political Forum in July this year.Given the significance of oceans for our future, the EU will host the fourth “Our Ocean” Conference in Malta on 5-6 October this year. It will engage with the international community, including the private sector, to take further commitments for our oceans, in areas such as marine pollution, marine protected areas, climate change and sustainable fisheries, maritime security and the blue economy and blue growth. For taking care of our future, we need to take care of our oceans: it’s a global challenge that has to be addressed globally. The European Union is doing and will keep doing its part.

EU Security Policy Assessment: debate with Commissioner King and national MPs

european parliamentMembers of national parliaments, civil society and MEP’s will assess the current EU security policy with Commissioner Julian King to ensure that it is fit for purpose in a meeting organized by the Civil Liberties Committee on Thursday morning.The aim of the meeting is to receive input from national parliaments and civil society organizations on current EU security policies. The findings will feed into the comprehensive assessment of EU security policy currently carried out by the Commission, to be delivered by June 2017.
The assessment covers the three priorities of the European Agenda on Security adopted in 2015: tackling terrorism and preventing radicalization, disrupting organized crime and fighting cybercrime and looks at the key measures and instruments within these areas.
Commissioner King will present the preliminary findings followed by contributions from Members of National Parliaments: Maarten Groothuizen, The Netherlands, Koen Metsu, Belgium and Stefano Danbruoso, Italy and from civil society organisations: International Commission of Jurists, EuroCop and Amnesty International.The presentations will be followed by a debate with participation of members from national parliaments and the European Parliament.

Si tratta della prima volta che un’analisi di tale portata viene pubblicata. Lo studio, che prende le mosse da ricerche di tipo quantitativo e qualitativo, presenta spesso racconti drammatici di persone costrette a fare ricorso a misure estreme, quando rimangono con nulla.Tra le tante testimonianze, quella di una donna fuggita dalla Siria con la sua famiglia per raggiungere la Giordania, che racconta: “Per sopravvivere abbiamo dovuto mangiare delle foglie. I miei figli rimanevano svegli tutta la notte a piangere per la fame.”Un uomo di Deir Ezzor ha parlato delle sofferenze a cui ha dovuto assistere in Siria: “Hanno fatto soffrire le persone di fame, hanno rubato ciò che producevamo, hanno chiuso le scuole e hanno impedito alla popolazione di lavorare.”Il rapporto sottolinea come spesso le persone sfollate non vogliano lasciare le loro case e cerchino di rimanere il più vicino possibile al proprio paese d’origine. Quasi otto famiglie rifugiate siriane su dieci, tra quelle intervistate, sono state sfollate almeno una volta, il 65 per cento due o più volte. Quasi tutti i siriani coinvolti nello studio hanno manifestato un forte desiderio di tornare in Siria nel caso in cui la situazione si stabilizzasse e la sicurezza fosse garantita.
La pubblicazione del rapporto avviene in un momento in cui le diverse e prolungate crisi e un periodo di cambiamenti politici stanno mettendo a dura prova il livello dell’assistenza internazionale umanitaria e alimentare fornita ai rifugiati e alle persone che sono state sfollate con la forza.
Nel 2016, il WFP ha fornito sostegno a 6,9 milioni di rifugiati in 32 paesi attraverso assistenza alimentare e trasferimenti di denaro. Il WFP sta lavorando per prevenire e curare la malnutrizione fornendo cibo nutritivo specializzato ai bambini rifugiati. Nelle aree in cui il cibo è disponibile e i mercati funzionano, il WFP opera sempre più assicurando ai rifugiati trasferimenti di denaro, dando alle persone la possibilità di acquistare il cibo di cui hanno bisogno e stimolando contemporaneamente l’economia locale. Nella sua più grande operazione per i rifugiati, il WFP sostiene quasi 2,2 milioni di rifugiati siriani tra i più vulnerabili in Libano, Giordania, Turchia, Egitto e Iraq.

EU security policy debate one year after Brussels terrorist attacks, 15.00 today

terroristiMEPs will debate progress on the European security agenda since the 22 March 2016 terrorist attacks in Brussels with EU Commissioners Dimitris Avramopoulos and Sir Julian King, and Maltese Parliamentary Secretary Ian Borg for the Council Presidency, on Wednesday at 15.00. Enhancing information sharing, combatting terrorism financing, preventing radicalisation and strengthening controls at the EU’s external borders are key priorities.In the past year, the EU has approved, inter alia, a directive on the use of Passenger Name Records (PNR – which should help to trace terrorists), updated rules on counter-terrorism measures and new requirements to check everyone crossing EU external borders as well as new rules on Europol to allow the agency to respond faster to terrorist threats. Further initiatives in the pipeline include reviewing the Schengen Information System and the European Criminal Records Information System and establishing a new European Travel Information and Authorisation System (ETIAS) to pre-screen travelers entering the EU visa free.In September 2016, Sir Julian King was appointed as Commissioner for Security Union, a newly created portfolio.

The election result was not decided in the Kremlin

putin-trumpWHY is it unsettling to see Republicans and Democrats squabbling afresh about Russian meddling in last month’s presidential election? After all, the allegation being debated has been known for months: namely, that in 2015 and again in 2016 at least two groups of hackers with known links to Russian intelligence broke into the computer systems of the Democratic National Committee, as that party’s national headquarters is known, and into the private e-mail system of such figures as John Podesta, the chairman of Hillary Clinton’s presidential campaign, then released a slew of embarrassing e-mails to WikiLeaks. Before the election a joint public statement by the director of national intelligence and secretary of homeland security said that intelligence agencies were “confident” that the Russian government directed the hacking.All that has changed is that—thanks to reporting by the Washington Post and New York Times—we now know that the CIA briefed senior members of Congress before and after the election that, in the consensus view of intelligence analysts, the Russians’ motive was not just to undermine confidence in American democracy, but to seek Mrs Clinton’s defeat. Outside Washington, Americans (who mostly dislike President Vladimir Putin according to polls) seem to have shrugged off the news. President-elect Trump was cheered by spectators when he turned up in Baltimore to watch the Army-Navy football game, an annual pageant of patriotism.
And that is what is, or should be, so unsettling. Russian interference in elections across the Western world is a nasty virus (see article). Normally, America is protected by powerful, bipartisan immune responses against such a menace. It also boasts some of the world’s most sophisticated intelligence and cyber-defences, and when spooks tell the Republicans and Democrats who lead Congress and sit on the House and Senate intelligence committees of hostile acts by a foreign power, love of country generates a unified immune response. It is not kicking in this time.
The problem is not that all Republicans dismiss the claim that Russia tried to meddle in the election. Committee chairmen have promised urgent hearings. “We cannot allow foreign governments to interfere in our democracy,” said Representative Michael McCaul, a Texas Republican and chairman of the Homeland Security Committee. Senator John McCain of Arizona, chairman of the Senate Armed Services Committee, told reporters: “Everybody that I know, unclassified, has said that the Russians interfered in this election. They hacked into my campaign in 2008; is it a surprise to anyone?” The chairman of the House Intelligence Committee, Representative Devin Nunes of California, said that he believes Russia is guilty, but then turned his fire on the Obama administration, blaming the president’s desire for a reset of relations with Moscow.Yet Republicans are not conceding a more incendiary idea: that, in what seems to be the CIA’s view, the authoritarian, anti-American government of Russia tried to help Mr Trump. Mr Nunes, a prominent Trump supporter, calls that “innuendo” based on “lots of circumstantial evidence, that’s it.” Others are taking the view that it is all very complicated and murky. “All this ‘news’ of Russian hacking: it has been going on for years,” Senator John Cornyn of Texas, a member of Republican leadership, tweeted. “Serious, but hardly news.” According to unnamed officials quoted in the Post, some Republican members agreed that Russia was a hostile actor, but then argued that logically this meant the government in Moscow would be more likely to want Mr Trump defeated.
AdvertisementDemocratic leaders, who are in the minority in both chambers of Congress, have responded by trying to embarrass Republicans into taking a bipartisan approach. The incoming Senate minority leader, Senator Charles Schumer of New York, called it “stunning and not surprising” that the CIA should charge Russia with trying to elect Mr Trump. “That any country could be meddling in our elections should shake both political parties to their core,” Mr Schumer said in a statement. Others have thanked Mr Obama for ordering an investigation into what is known about Russian meddling, and expressed hopes that as much as possible of the probe would be made public before the next president’s inauguration on January 20th.The reasons for this partisan stand-off are not mysterious. Mr Trump has declared that the allegations of Russian hacking are simply unproven, and launched an attack on the credibility of the intelligence agencies that he will soon command without obvious precedent. Interviewed recently by Time magazine, Mr Trump said of the hacking: “It could be Russia. And it could be China. And it could be some guy in his home in New Jersey.” Asked about his desire for a reset of relations with Mr Putin—precisely the strategy held against Mr Obama by Republicans—Mr Trump is unapologetic. “Why not get along with Russia?” he asked Time. The Russians are “effective” and “can help us fight ISIS.” Still more remarkably, a statement from the Trump transition office mocked American intelligence agencies. “These are the same people that said Saddam Hussein had weapons of mass destruction,” it read. John Bolton, auditioning for a job in the next administration, questioned whether the hacking was carried out by America’s government to smear Mr Trump.
Many elements of Mr Trump’s policies make thoughtful Republicans queasy to the point of misery, from his fondness for Mr Putin to his willingness to pick up the telephone and bully company bosses, as if he were a Gaullist French president. But many of those Mr Trump brought into the party are Trump voters more than they are Republicans, and they frighten and cow members of the party that he now heads.
Some grass-roots conservatives also see much to like in a Russian-style approach to fighting Islamic terrorism, if that means an unsqueamish willingness to back secular autocrats in the Middle East, and attack targets in Syria with indifference to who is underneath. Mr Trump is clearly tempted to do a deal with Mr Putin in which America applauds as Russian warplanes carry out a campaign promise to “bomb the shit out of ISIS”. The bet in Trump Tower is that the other side of any such deal, perhaps involving the lifting of sanctions on Russia, or a promise not to back any further enlargement of NATO, will be greeted by the American public with a yawn.There is of course no evidence of collusion between Mr Trump and Russia. Mr Putin’s fierce dislike of Mrs Clinton, who as secretary of state questioned the validity of the 2011 elections in Russia, is more than enough motive to want her defeated. It seems unlikely that last-minute leaks of Democratic e-mails changed the result. Most straightforwardly, a close election is over and Democratic leaders are not questioning the result. Does the squabble matter then? Yes. When the next president of America takes his oath of office in January, officers of Russian intelligence will think they pulled off a historic win.
