Nato and CMF Commanders Meet At Sea

On 14th December Rear Admiral Sinan Azmi TOSUN Commander of NATO’s Counter Piracy Force, hosted the Task Force Commander of the Combined Maritime Forces (CMF) Rear Admiral (UH) Kaleem SHAUKAT SI (Pakistan Navy).
The two Commanders met on board the NATO flagship, TCG GIRESUN, in the Gulf of Aden to discuss matters of mutual concerns such as cooperation in the most effective deployment of ships and aircraft in the Gulf of Aden and Somali Basin. Rear Admiral TOSUN emphasized the importance of meeting with other actors in the counter piracy missions: “Personal relations have proven one of the keys to success in maritime cooperation. I am very pleased to host Rear Admiral Kaleem SHAUKAT SI on my flagship. It was extremely useful to meet face-to-face and share our thoughts on how to tackle piracy in the most effective way through coordination of the assets we have. As the main actors in this vast area, these kinds of constructive meetings help us to enhance the level of coordination.” Both CMF and NATO are undertaking operations to deter and disrupt piracy activities in the Gulf of Aden and Somali Basin. Due to the huge size of the operating area, counter piracy is a joint and combined effort. Besides CMF, NATO works in partnership with the European Union Naval Force (EUNAVFOR) and independent navies such as China, India, Japan, the Republic of Korea and the Russian Federation. As maritime forces and the commercial maritime community have worked together we have seen the pirates’ success rate decrease significantly. In 2009, 45 ships were hijacked in the region; so far in 2011, only 21 ships have been hijacked effectively halving the number of ships taken. This is a tangible result of the work that NATO and its partners have been involved in for the past three years in the region. Pirates should not be under the illusion that the Christmas season is a good time to launch pirate attacks – NATO ships will be patrolling just as they have done throughout the year.

Ship captured by pirates in Red Sea

London. A cargo vessel was captured by pirates in the Southern Red Sea. The MV Motivator issued a distress call at approximately 1pm local time. She was 50nm north of the Bab al-Mandeb and travelling south when she was attacked by two small vessels. The NATO flagship, HNLMS De Zeven Provinciën  who was 110 miles away was tasked to intercept the MV Motivator and during the night shadowed her to establish the situation on board. The vessel did not respond to any hails and at first light the NATO warship assessed that the MV Motivator was under the control of at least five armed Somali pirates. Commenting on the incident, Cdre Michiel Hijmans, the Commander of the NATO Task Force said “following the attack on MV Motivator HNLMS De Zeven Provinciën swiftly responded, shadowed the ship, identified it was hijacked and that hostages were on board. We could not intervene at that time as this could risk the lives of the hostages  The Yemeni Coastguard did respond to her distress call but received no reply and a merchant ship near by reported that suspected pirates were boarding the MV Motivator.
Today, the MV Motivator is believed to be heading for the Northern Somali coast.
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008.  The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider to protecting merchant traffic in the Gulf of Aden under Operation Allied Protector.  In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is offering  countries in the region, upon their request, to help develop their own capacity to combat piracy.  This complements the existing international efforts as coordinated with the Contact Group on Piracy off the coast of Somalia (CGPCS).

Puntland Security Forces free pirated ship

Early this morning, Puntland Security Forces mounted an operation to free the Panamanian-flagged, pirated ship, QSM Dubai. A force of approximately 50 personnel tracked the pirated vessel as it sailed down the northern coast of Puntland and carried out a surprise boarding to retake control.  Shots were fired during the operation and casualties were sustained. One crew member was killed and another sustained injuries. In addition, two members of the Puntland Security Force were also injured.  USS Cole, part of NATO’s counter piracy task force conducting Operation Ocean Shield, was shadowing the QSM Dubai from a distance although they took no part in the actual operation.  Once the Puntland Forces had control of the ship, they requested medical assistance from USS Cole. The doctor from the NATO warship boarded the QSM Dubai once it was safe to do so and provided treatment to the injured.

Ship’s crew visit charity in Djibouti

During a port visit to Djibouti, crew members from the Spanish frigate ESPS Blas de Lezo took the opportunity to visit Caritas, the international association of charity facilities. ESPS Blas de Lezo is part of Standing NATO Maritime Group 1 (SNMG1) which is in the Gulf of Aden conducting the counter piracy mission, Operation Allied Protector and was in Djibouti to replenish supplies and for crew rest.  The ship’s Chaplain and some crew members visited Caritas to deliver some school and medical supplies which were gratefully received. During the port visit the ship held a non-official lunch on board with the High Representative for the European Union in Djibouti, the Spanish Consul in the city and the Commander of the Air Force Squadron Deployment for Atlanta Operation. On the 2nd of April, ESPS Blas de Lezo, departed to join again the counter-piracy operations.
