“The Smile of the Child”

Smile of the ChildBruxelles. Given its longstanding and internationally recognized record of activities and expertise in the field of child protection and provision of direct assistance and support, received the positive evaluation of DG ECHO following its application to become official FPA partner of the European Commission’s Directorate General of the European Civil Protection and Humanitarian Aid Operations (ECHO). It thus became the first originally national Greek Organization to obtain this status.A Framework Partnership Agreement (FPA) with DG ECHO was signed following the thorough auditing and evaluation of “The Smile of the Child’s” procedures, thus providing the opportunity to the Organization to undertake actions of humanitarian assistance in Greece in accordance with its longstanding principles and values of quality, efficiency and transparency.During a symbolic, but also very substantial meeting held on the 21st of November 2017, at the premises of the European Commission in Brussels, the EU Commissioner of DG ECHO Christos Stylianides welcomed the President of the BoD of “The Smile of the Child” Mr. Costas Yannopoulos. Mr. Stylianides recognized the significant work of “The Smile of the Child” and applauded the importance of the partnership established with the Greek Organization. The European Commissioner warmly accepted the invitation extended by Mr. Yannopoulos to visit one of the Homes of Care of the Organization in Nea Iraklitsa, Kavala. This Home was recently reconstructed with the funding of DG ECHO and in partnership with the International Organization for Migration (IOM) with the aim to provide a safe living environment to children of Greek or other origin in danger and refugee unaccompanied children particularly at risk, based on the mixed model of the nationwide network of Homes of the Organization.In addition, the meeting gave the opportunity to the team of “The Smile of the Child” and the officials of DG ECHO to discuss the next steps of their cooperation, while special emphasis was given to ways of utilizing the existing infrastructure and human resources of the Organization set at the disposal of authorities in emergency situations, as, for example, on the coverage of the plethora of needs of refugee and migrant children stranded in Greece, as well as direct intervention capacity based on specialized logistical means and tools in natural disaster emergencies such as the recent deadly floods that hit various areas in Athens.In this context, the wide network of operational tools and infrastructure of the Organization was also discussed e.g. the Search and Rescue Team “Thanasis Makris”, staffed by specialized handlers and dogs that are unique for their trained skills in Greece, the Mobile Operational Unit for emergency situations, the Mobile Medical Units of Intensive Care for children and newborns, the nationwide Centers of Direct Social Intervention (CDSI), the 1056, 116000 and 116111 lines that operate across the country, 24 hours a day, 365 days a year, as well as “ODYSSEAS”, a Mobile Lab of Information, Education and Technology that can turn into a Crisis Management Center during emergencies.
It is worth noting that “The Smile of the Child”, committed to its vision to protect all children, continuously supports refugee and migrant minors since the very first moment of the most recent refugee crisis and over time. In this context, it contributes significantly on a daily basis through all its forces and logistical capacity by offering holistic support to refugee minors and their families. More specifically, it does so through services of care and accommodation, psychosocial support, medical care and treatment of children with serious problems, protection to vulnerable groups of children and mainly unaccompanied minors at risk of being trafficked, exploited and smuggled. meetingA meeting was held between the President of the Hellenic Republic, His Excellency Mr. Prokopios Pavlopoulos, and the President of the Board of Directors of “The Smile of the Child”, Mr. Costas Yannopoulos.The aim the meeting was to inform the President of the Hellenic Republic about the work of “The Smile of the Child” during the 1st Semester of 2017, the latest developments and priorities for the protection of children and families in need.Briefly, Mr. Yannopoulos informed the President of the Hellenic Republic about the following issues in the framework of the necessary accountability to every Greek citizen:
– During the 1st semester 2017 “The Smile of the Child” supported 60.543 children and their families in the critical areas of violence, health, disappearance and poverty through a nationwide network of services in the levels of preventing and tackling serious issues of children.
– “The Smile of the Child” is the first national, Greek Organization which becomes official partner to DG ECHO. Following a thorough control and evaluation from DG ECHO in the areas of Administrative Adequacy, Financial Management and Adequacy, Technical Adequacy, as well as Experience and Efficiency, “The Smile of the Child” became an official partner by signing the Framework Partnership Agreement (FPA). As partner of DG ECHO “The Smile of the Child” will undertake actions of humanitarian aid in line with the principles of 21 years of operation, thus, giving emphasis to the quality of its services, impact and the transparency of its actions.
– “The Smile of the Child” with ordinary citizens as its main supporters is obliged to pay enormous taxes on a longstanding basis for the services provided free-of-charge to every child and family across the country.
Commenting on the announcement of Mr. Yannopoulos in regards to the signing of a Framework Partnership Agreement (FPA) with the European Commission the President of the Hellenic Republic underlined: “The recognition of “The Smile of the Child” from the European Union means not only recognition, but also solidarity. This fact shows that the rule of solidarity in Europe starts to function in a substantial way. We all understand in Europe that the problem is not only Greek. It is a wider problem. Great success for Greece and “The Smile of the Child”

cartina-grecia-centrale-atticaA 16-year-old missing girl from Poland found in Greece thanks to a coordinated mobilization “The Smile of the Child” in cooperation with European Organizations of child protection and the competent Greek authorities succeeded in identifying the 16-year-old girl who went missing on the 1st of June in Poland and travelled to Greece without being noticed by any authority or person. The identification of the missing girl proves the importance of the cross-border cooperation and constitutes an important success for “The Smile of the Child” and Greece. “The Smile of the Child” is founding member of the European Federation for Missing and Sexually Exploited Children (Missing Children Europe -MCE) and participates as member of its Board of Directors to the effort to tackle the sexual and psychological exploitation of children and identify children who have gone missing all across Europe.
On the 8th of June “The Smile of the Child” received a call to the 116000 European Hotline for Missing Children from a person who wanted to keep its anonymity regarding a 16-year-old girl accompanied from a young man on the island of Lefkada in Greece. Based on this information the Organization immediately mobilized and found out that the 16-year-old girl went missing from Poland while a search had been activated since the 1st of June. “The Smile of the Child” contacted the International Police Cooperation Division SIRENE, and, subsequently, the Police Department of Lefkada to which it forwarded the available information.The competent authorities were immediately mobilized and thanks to the provided information the 16-year-old girl was found to the hotel where she was staying.“The Smile of the Child” almost simultaneously contacted ITAKA -Centre for Missing People, its partnering Organization in Poland, which had already proceeded with a publicity appeal, and informed them that the missing girl had been identified in Greece. According to information provided by the Police Department of Lefkada, the 16-year-old girl returned to Poland putting an end to the agony of her own people. “The Smile of the Child” handled with professionalism one more case of a missing child, activated its international partnerships and mobilized all the competent authorities to trace the missing minor. It is worthwhile to mention that in this particular case the 16-year-old girl traveled from Poland to Greece without being noticed from anyone. The participation and help of everyone is necessary in order to locate missing children at risk whose disappearance regardless of color, origin or religion is a very serious issue no matter the reason. “The Smile of the Child”, in the framework of the international partnerships that it has developed, has the know-how to handle cases of missing children with professionalism and expertise. smile of the child“Greece is undergoing a deep and long-lasting social and financial crisis. In 2015 we supported 95.701 children and their families across the country and based on the needs of society this year we strengthened and expanded our services for the benefit of all children. The Smile of the Child thanks to the support of citizens and companies managed to deal with the radical increase of requests for support and assistance. Over the last 5 years (2011-2015) the number of supported children and families met an increase of312,5%” said the President of the Organization, Costas Yannopoulos.According to the 2015 annual statistics:The National Helpline for Children SOS 1056 received 272.881 calls (748 calls a day), out of which39.793 related to serious issues of children;
The National Helpline for Children SOS 1056 received 988 reports of serious cases of child abuse and neglect which affected a total number of 1.975 children;
“The Smile of the Child” handled 114 cases of direct intervention for 156 children at immediate risk, 124 of which in need of immediate removal from the family environment;
It received 128 requests of sheltering for 186 children at risk. 48 of them are today living in one of the Homes of the Organization;
1.924 individuals sought counseling support from our Organization on issues related to minors;
The European Hotline for Missing Children 116 000 received 8.852 calls.
141 requests of support to searches for missing children were made to the European Hotline. 119 children were located out of a total number of 141 cases for which specialized services and guidelines were provided. Important to mention that 69% of the missing cases related to teenagers who had run away due to relationship problems within the family environment;
12.828 children and their families with welfare problems were supported. 54,6% was supported for a first time in 2015. In 79,2 % of the supported families, its members were unemployed or under insecure employment status;
324 children are currently living in 11 Homes of our Organization. 180 of these children received special therapeutic support;
214 children received therapeutic support in total during 3.310 sessions provided by the scientific team of our Day Center for the psycho-social rehabilitation of children and teenagers, victims of any form of abuse or violence;
53 adults who had been raised in one of the Homes of our Organization are still provided with support and assistance as necessary (financial support, accommodation, in kind support etc.) These adults study, work or perform their military service.
53 children and their families received services provided in 3 of our Daycare Homes located in the regions of Agrinio, Ilia and Mytikas. For 81% of these families social factors lead them to seek this kind of support.
1.097 children with health problems were supported in a total number of 4.559 requests;
1.409 newborns and children were transported, in response of 3.208 calls of requests and covering 241.109 km! 372 of these children were newborns and infants.
15.038 children in 10 regions of the country were provided for free with 24.749 medical and dental exams through 3 Mobile Medical Units (Multi-Medical Unit “Hippocrates”, Dental Mobile Unit and Ophthalmological and Otorhinolaryngology Mobile Units;
From 2002 until today, 72.586 children have visited our Mobile Medical Units, whilst from 2013 until today 87.354 medical exams have been provided in total;
12.989 hospitalized children received recreational activities at the children’s hospitals of Athens, Thessaloniki and Patras in 2015;
Interactive preventive interventions were conducted to 41.635 students, 16.074 parents and 3.043 teachers through 1.025 visits at school communities nationwide. Bullying and School Violence were the selected topics in more than half of these interventions (56%).

smile of childThe dramatic situation of children and families in crisis-hit Greece and today’s financial deadlock in which “The Smile of the Child” finds itself were presented to national media and foreign correspondents today during a press conference that was held by the Greek NGO for children in Athens, Greece. “The Smile of the Child” with zero financial liquidity and zero donations at the current moment is experiencing a financial deadlock while requests for help and assistance are soaring from children and families with children. “We are very anxious if we will be able tomorrow to stand by those children in need. Today we need to consider cutting down our human resources, our actions and services for children and families. Greece is financially falling apart and under this situation “The Smile of the Child” is also falling apart. Even though today we are here, tomorrow we don’t know if we will be able to stand by those children in need of support” said Costas Giannopoulos, President of the BoD of the Greek Organization.60.804 children and their families were supported over the 1st Semester of 2015 through a wide spectrum of activities in health, welfare and direct intervention for children at risk. In 2014 “The Smile of the Child” supported 82.802 children and their families all across the country.Potential cuts in the actions of “The Smile of the Child” imply detrimental consequences to children and families in need. The services of the Greek NGO are more crucial and necessary than ever before due to the worst effects of the current financial and social crisis that Greece is undergoing. The medical mobile units of intensive care for newborns and children, the Amber Alert mechanism, the National Helpline SOS 1056 and so many other services are providing a safe net of protection for children that needs to sustained. ateneWill host on October 2015 in Athens, Greece the next Board Meeting of the International Centre of Missing and Exploited Children. This was decision of the members of the Board during the last Board Meeting of ICMEC that was held on 7 May 2015 in New York. The International Centre of Missing & Exploited Children (ICMEC) empowers and equips global partners – in government, academia, law enforcement, private industry and NGO community – to make the world a safer place for children. “The Smile of the Child” and its partners at ICMEC lead a global effort to protect children from sexual abuse, exploitation and abduction.Internationally recognized members from public administration, arts, law enforcement, technology, academia, private industry and civil society as well as enterprises with global influence are part of ICMEC and coordinate efforts across the globe in order to create a safer world for children. “The Smile of the Child” represents Greece at the Washington-based International Centre of Missing and Exploited Children with its President, Costas Yannopoulos to participate as member of the Board of Directors of the Centre.Upon the initiative of ICMEC the next meeting of its members will take place on October 2015 in Athens, Greece following their decision in their last meeting in New York. On the occasion of the BoD meeting of ICMEC “The Smile of the Child” took part in high-level meetings in New York in the framework of its international work and participation at the United Nations. During an event hosted by the UN Association of New York (UNA-NY) on 6 May 2015 at the Delegation of the European Union at the UN, Costas Yannopoulos, President of the Board of Directors of “The Smile of the Child” presented the work and the wide-spectrum of actions of the Greek NGO as well as the increasing needs for children and families in crisis-hit Greece.Present in the event were Mr. Ioannis Vrailas, Deputy Head of the EU Delegation to the UN, Ms. Nafsika Nancy Eva Vraila, Deputy Permanent Representative of Greece to the UN as well as members of the Hellenic community. The President of the Greek NGO had also the opportunity to meet with the Consul General in New York Mr. Giorgios Iliopoulos.“The Smile of the Child” is accredited to consultative status with the UN Economic and Social Council (ECOSOC) and is an associated member of the UN Department of Public Information (UN DPI).During this visit a series of meetings were successfully took place with representatives of Greek Community Federations and Associations and Greek and American public officials.The team of “The Smile of the Child” took also part in the 2015 Gala for Child Protection hosted on 7 May 2015 at Gotham Hall in New York City by the International Centre for Missing and Exploited (ICMEC). Yiannis-PanousisThe Day Centre “THE HOUSE OF THE CHILD” which is a community unit providing customized clinical mental health services for therapeutic treatment and psychosocial rehabilitation of children and adolescents victims of abuse, neglect or domestic violence, as well as children or adolescents involved in cases of bullying was inaugurated on 8 April 2015 in Athens, Greece.The Day Centre was founded by the Greek NGO and operates within the framework of the Operational Programme “Human Resources Development” of the NSRF 2007-2013, co-financed by the Ministry of Health and the European Social Fund.Costas Yannopoulos, President of the BoD of “The Smile of the Child” underlined the need to have a specialized structure like this, unique in Greece and innovative on the European level. “THE HOUSE OF THE CHILD” is staffed with a psychiatrist–scientific coordinator, three child psychiatrists, three clinical psychologists, a special educator, a speech therapist, a social worker, an occupational therapist and two administrators. The interdisciplinary therapeutic team undertakes a comprehensive diagnostic evaluation and therapeutic intervention scheme to address the complex disorders and wider psychosocial needs of children victims.The Deputy Citizen Protection Minister, Giannis Panousis stated: “All partnerships designed to protect children meet my absolute support as a Minister, Criminologist and personally. We are all responsible to save those children traumatized by our own mistakes. If we cannot prevent their sufferings well in advance, we should at least heal their wounds. I am well aware of the work of “The Smile of the Child” and we are sharing the common goal of protecting children. George Nikolaidis, Psychiatrist and Scientific Coordinator of the Day Centre referred to the supportive services of the Centre and underlined how the multi-disciplinary therapeutic team undertakes a comprehensive and holistic diagnostic evaluation for those children in need. “Regrettably the cases of children victims which end up to be treated by public and non-public services are very few in relations to the actual reality on child abuse. The Day Centre was created for all children. We have put special emphasis to our human resources in order to provide supportive services to children who have been victims of traumatic victimization experiences within or outside the family environment or are living in different care frameworks either traditional or in alternative care”. The Deputy Prosecutor of the Supreme Court, Kseni Dimitriou, the President of the French Organisation “La Mouette” Annie Gourgue, the representative of Ministry of Health, Evangelos Augoulas, the Greek MP Konstantinos Bargiotas, the Mayor of Zografou Municipality Tina Kafatsaki and representatives of public authorities and Embassies were among the participants to the inaugural ceremony.In addition, Costas Yannopoulos presented a fully-equipped facility, specially designed for children victims who are participating in judicial proceedings and according to the international standards of child-friendly justice and more specifically the multi-disciplinary method of work of the Child Advocacy Center (CAC) in the United States.This facility will be set under the disposal of competent authorities (Judiciary, Prosecution and Police authorities) as well as health workers with an ultimate aim to create a multi-disciplinary Response Child Abuse Team staffed with law enforcement authorities, Medical and Forensic Services, Mental Health Services, the Prosecution and other supportive services for families and children victims and in direct cooperation with the National Helpline for Children SOS1056 and under the coordination of the Ministry of Citizen Protection and the Ministry of Justice. The Day Centre’s services are addressed to children and adolescents up to age of 18 who live either in residential care or in the community having a documented history of exposure to violence of any kind.

smile of the childeThis year’s winners received their medals during the national award ceremony that was held by the Information Office of the European Parliament in cooperation with the Representation of the European Commission in Greece on Friday 12 December, 2014. The Smile of the Child, NGO Diogenis and the Centre for Education and Rehabilitation of the Blind were this year’s winners from Greece.The European Citizen’s Prize was launched by the Parliament in 2008 to recognise exceptional achievements by citizens, groups, associations or organisations. The Citizens’ Prize is given for activities that either facilitate cross-border cooperation within the EU or promote better mutual understanding and closer integration between citizens and member states. It can also be awarded for day-to-day activities reflecting the values enshrined in the EU’s charter of fundamental rights.This year 47 people and organisations from 19 member states were selected for the prize in honour of their good work. They will receive their medals in national award ceremonies and they will have the chance to showcase their work and meet MEPs at the European Parliament in Brussels on 25-26 February 2014.“Today’s award belongs to our friends, staff, supporters and volunteers. Above all, this recognition belongs to our children and people who fight in the frontline promoting Greece as a country fighting with decency”, Costas Yannopoulos, Chairperson of “The Smile of the Child” underlined. Costas Yannopoulos presented the wide spectrum of nationwide actions of “The Smile of the Child” where 729 children have been raised in its 19 years of work. During the same period 3.843 children with serious health problems were supported, while the National Helpline for Children SOS 1056 received 2.471.824 calls. The Chairperson of the Greek organization thanked the Greek MEPs Miltiadis Kyrkos and Dimitris Papadimoulis for their decision to nominate and support “The Smile of the Child” for the European Citizen’s Prize 2014.Greek MEP Miltiadis Kyrkos (Group of the Progressive Alliance of Socialists and Democrats, Greece) referred to the significance of recognizing the important work of civil society organisations. “Very often the work of these organisations is forgotten by the society. I would like to say a personal thank you to all of those that support our co-citizens in need”, Miltiadis Kyrkos underlined.
Greek MEP Elissavet Vozemberg (Group of the European People’s Party) underlined the fact that this year’s European Citizen’s Prize comes as recognition to their work and promotes Greece abroad, while representatives from the Information Office of the European Parliament and the Representation of the European Commission in Greece extended their warm thanks to this year’s winners of the European Citizen’s Prize.
