Leaders, Parliamentarians Praise UAE’s Commitment to International Security, Stability

Organized by the UAE Federal National Council (FNC) in cooperation with the EU-UAE Parliamentary Friendship Group at the European Parliament and the Emirates Red Crescent, the event took place at the headquarters of the European Parliament in Brussels. Speaking at the seminar, Her Excellency Dr Amal Al Qubaisi, Speaker of FNC, said: “Helping those in need is deeply rooted in our culture, and we feel responsible for underprivileged and vulnerable groups. Instability provides fertile ground for terrorism and extremism, therefore our commitment to development involves a commitment to stability – a priority that we share with the EU.” Highlighting the efforts of the Emirates Red Crescent in saving lives and supporting stability in crises and disaster zones around the world, she added: “The UAE houses some 45 humanitarian organizations that are active internationally. Between April 2015 and December 2018, the country disbursed US$4.91 billion in aid to Yemen, and has provided a safe haven for more than 127,000 Syrians since the outbreak of the Syrian crisis.” His Excellency Antonio López-Istúriz White, Member of the European Parliament, stressed the importance of the EU and the UAE unifying efforts in the economic and investment domains as well as in the fight against terrorism, humanitarian aid and risk control. He commended the UAE for its unwavering dedication to achieving security and stability in the world, and praised the role of the Emirates Red Crescent and other humanitarian organizations in the country.His Excellency Christos Stylianides, European Commissioner for Humanitarian Aid and Crisis Management, said: “Increasing global challenges require sustained humanitarian efforts. We thank the UAE, a global model of humanitarian commitment, for demonstrating steadfast solidarity, significantly contributing to crisis resolution, playing an influential role in development cooperation and actively supporting international aid organizations.” His Excellency Denis Haveaux, Director of the Red Cross EU Office, confirmed that the Red Cross and the Red Crescent are partners in providing humanitarian aid, and stressed the importance of safe access to services, particularly for victims of forgotten crises.

“UN resolution on human shields will help bring security and stability to the Middle East”

NEW YORK – World Jewish Congress President Ronald S. Lauder praised Tuesday’s United Nations vote condemning the use of human shields as an “important” step that “will help bring security and stability” to the Middle East.“We welcome the UN General Assembly’s condemnation of the cynical use of human shields by terrorist groups like Hamas,” said Lauder. “This is an important step forward in the global war on terror and a critical moral stance that will help bring security and stability to the Middle East and the wider world.”The UN General Assembly Tuesday voted to condemn use of civilians as human shields by terrorist organizations. The resolution is specifically aimed at Hamas, the Palestinian terror group that runs the Gaza Strip and which has used human shields in conflicts with Israel as a propaganda tactic. Hamas terrorists have hid behind women and children in hospitals and schools while launching missile attacks on Israel. The condemnation of human shields is part of the UN’s update of its counter-terrorism strategy.The UN resolution explicitly condemned terrorist groups for the double war crime of hiding behind women and children while attacking civilians. The resolution decries the use of “schools and hospitals, for military purposes such as launching attacks and storing weapons,” as well as the use of “civilians to shield military objectives from attacks.” “Every terror group that cowardly hides behind women and children while using hospitals and schools as bases to attack civilians should be held accountable and punished,” Lauder added.The UN resolution is an update of its Global Counter Terrorism Strategy, which was first adopted in 2006 and gets reviewed every two years.

L’Allemagne et la stabilité de l’UEM/Deutschland und die Stabilität der WWU/Germany and the stability of the EMU

Institut Jacques DelorsDans quelle mesure la politique européenne de l’Allemagne a-t-elle contribué à la stabilisation de l’euro? Dans leur Policy paper, Henrik Enderlein, Katharina Gnath et Jörg Haas, respectivement directeur et chercheurs dans notre bureau en Allemagne, le Jacques Delors Institut – Berlin, montrent comment le concept allemand de “communauté de stabilité” a façonné la monnaie commune. Ils estiment que s’il était initialement entendu au sens strict, le concept s’est progressivement élargi. Ils mentionnent également les domaines dans lesquels l’union monétaire reste inachevée.
Inwieweit hat die deutsche Europapolitik zur Stabilisierung des Euro beigetragen? Henrik Enderlein, Katharina Gnath und Jörg Haas zeichnen in ihrem Policy Paper nach, wie das deutsche Konzept der “Stabilitätsgemeinschaft” die Gemeinschaftswährung geprägt hat. Sie argumentieren, dass sich der anfangs eng gefasste Stabilitätsbegriff mit der Zeit erweitert hat und zeigen auf, wo die Währungsunion weiterhin Lücken aufweist.
Germany has played an important part in designing the architecture of the euro and has been a decisive actor in recent efforts to repair the eurozone. How has Germany’s concept of a “stability community” shaped EU policy and to what extent has it been successful in stabilizing the common currency? In the euro’s founding phase, German demands concentrated on low inflation rates and low levels of government debt. Yet it became apparent in the crisis that Germany’s idea of stability was narrowly defined. Apart from a lack of budgetary discipline, key destabilizing factors included current account imbalances, a lack of crisis management tools, and the self-reinforcing dynamics between weakened banks and over-indebted states – all of which had all been largely ignored prior to the crisis.
Over the course of the crisis, the German government has broadly adhered to its traditional concept of stability based on control and supervision of eurozone members. At the same time Germany has repeatedly acted in a pragmatic manner to safeguard the existence of the eurozone. It was willing to lend support to the creation of the European Stability Mechanism and the Banking Union and countenanced the ECB’s extraordinary measures. Despite the reform efforts of the past years, the eurozone still has some serious design faults that threaten the very stability of the common currency. Yet member states disagree on the necessary parameters for a stable currency union and differences in perceptions and preferences have met head-on in the course of the recent reform debates. German policy on Europe should try to play a constructive role by spelling out under which circumstances increased risk sharing in the euro area would be acceptable. (Photo: )

The “stupidity pact” is not stable

romano prodiThe positions recently adopted by the French and Italian authorities concerning the 3% of public deficit threshold have imparted a fresh boost to the recurring debate on the Stability and Growth Pact, which former Commission President Romano Prodi once called a “stupid” pact. As the member states present their stability or convergence programmes to the European authorities and with the up-coming European elections of May 2014, it is more important than ever to clarify the terms of this debate. It is the purpose of Yves Bertoncini and Sofia Fernandes analysis, based on three complementary statements :
1. The Stability and Growth Pact is not a dogma carved in stone
2. The Stability Pact is a pact resting on political trust among the member states
3. The debate on the Stability Pact is also economic in nature
If the Stability Pact is not completely stable, it is not completely stupid either. Let those countries in difficulty set their economies back on track, let them make choices designed to bring down unemployment and to boost growth – the rest “will be added to them”.
