Baltic Sea: Commission proposal aims to improve long-term sustainability of stocks

The Commission has adopted a proposal for fishing opportunities for 2020 for the commercially most important fish stocks in the Baltic Sea.
Based on the latest available scientific advice, the Commission proposes to increase fishing opportunities for herring in the Gulf of Riga and maintain the same levels for salmon in the Gulf of Finland. For remaining stocks covered by the proposal, the Commission proposes to decrease fishing opportunities.Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries said: “Despite efforts by our fishermen and authorities, the situation of fish stocks in the Baltic is serious, particularly for eastern Baltic cod and western herring. In line with scientific advice we propose a prudent package to ensure that sustainable fisheries can continue in the Baltic Sea over time.” The proposed total allowable catches (TAC) are based on scientific advice from the International Council on the Exploration of the Seas and follow the Baltic multiannual management plan adopted in 2016 by the European Parliament and the Council.Efforts by fishermen, industry and public authorities had, in recent years, succeeded in rebuilding important stocks in the Baltic Sea. Where complete scientific advice is available, decisions on the Baltic fishing opportunities had succeeded in setting fishing opportunities for 7 out of 8 stocks in line with the principle of maximum sustainable yield (MSY), covering 95% of fish landings in volume. However, scientists have discovered that the situation was less stable than previously estimated. Decisive action is therefore necessary to rebuild all stocks and to ensure that they grow to or remain at sustainable levels, in line with MSY.The Council will now examine the Commission proposal, in view of adopting it during a Ministerial meeting on 14-15 October.

Mediterranean fisheries: stocks recovery means fishers’ recovery

fisheriesTo reverse the dramatic decline of Mediterranean fisheries, Commissioner Vella commits to improve the state of the stocks and thus the economic prospects of the industry. At a global event in Brussels, he unveiled a new strategy for the Mediterranean and launched a dialogue with Ministers from EU and non-EU countries.
“The facts are undisputed – he said at a recent conference -: fish stocks in the Mediterranean are shrinking. Some are on the verge of depletion. All in all, 93% of the fish stocks assessed are over-exploited. This is an environmental but also a social issue, as it represents a clear threat to the way of life of fishing communities around the Mediterranean”.

SEIU’s Henry: We stand with working people in Alabama fighting against attempt to block local minimum wage boost

washington—SEIU International President Mary Kay Henry issued the following statement today regarding the lawsuit filed by the NAACP and citizens of Birmingham, Ala., over the state legislature’s move to take away a raise for working people in Birmingham that was approved by city government:“The working men and women of SEIU fully support working people in Birmingham and their fight to raise their local wage floor.“It is appalling that profitable special interests are trying to use their influence at the state level to nullify democratic decision-making by African American elected leaders who were elected by the people of Birmingham.“Right now, wages are so low that too many working people are getting trapped into poverty no matter how hard they work. Raising wages will give more families enough money to pay their bills and more money to spend in Birmingham neighborhoods, which will create jobs and boost the economy.“Nearly four in ten Americans who are paid the minimum wage are people of color. For far too long, racism and racial anxiety have been used by corporations and wealthy elites to support policies that hold down wages and turn hard work into poverty jobs.
“We stand against attempts to divide us and for higher wages that fuel inclusive prosperity for every family of every race.”

Ministers decide on fishing catch limits for 2015

VellaEU Ministers have reached agreement on fishing opportunities for 2015 in the Atlantic, North Sea and Black Sea following lengthy discussion at the Agriculture and Fisheries Council on the 15th and 16th December. Karmenu Vella, the EU’s Commissioner for Environment, Maritime Affairs and Fisheries, presented the Commission’s proposals based for the first time on the new Common Fisheries Policy (CFP) which aims to have all stocks fished at sustainable levels.
Reacting to the agreement, Commissioner Vella said: “The CFP has passed its first real test with the unanimous support of all of the Member States. We have succeeded in increasing the number of stocks that are now managed at sustainable levels and sustainably managed stocks are now a broadly accepted concept”. The new CFP establishes that decision-making such as fixing fishing opportunities must be guided, among others things, by scientific advice. Furthermore, the new CFP aims to restore and maintain a maximum sustainable yield (MSY) of the fish stocks and provides for a progressive elimination of discards in all EU fisheries through the introduction of an obligation to land all catches.
Ministers also discussed the state of play of discussions between the European Parliament and Council on the implementation of the landing obligation which comes into force gradually from 1st January 2015. (european union)

Reliable Stocks Ensure U.S. Position

In an interview with the Financial Times published Sept. 26, 2010, U.S. Agriculture Secretary Tom Vilsack noted that recent global grain price increases do not indicate the world is looking at a repeat of the 2007-08 price hikes. Vilsack said part of the reason for the price spike was Russia’s ban on grain exports – but that global stocks are higher this year than two years ago and market prices would stabilize over time.  The grain stocks figure, at least from perspective of U.S. supplies, was backed up by U.S. Department of Agriculture’s stocks report issued Sept. 30 that showed increases compared to last year in stocks of U.S. corn, wheat and soybeans.  U.S. corn stocks of 1.71 billion bushels are up 2 percent from last year and roughly 300 million bushels more than what analysts estimated. “I believe what we’re seeing from a stocks figure supports the Secretary’s position and confirms that the United States is a reliable supplier of feed grains,” said Thomas C. Dorr, president and CEO of the U.S. Grains Council. The increase in prices is mostly due to perception, rather than the reality of the situation, he explained. “It is clear that food security and political stability are interconnected. Any upset in the global food supply chain provokes a worldwide response that goes well beyond the commodity market price.”  At a meeting in Rome last week, Jacques Diouf, director general of the United Nation’s Food and Agriculture Organization, made a similar comment, noted that the jump in grain prices following Russia’s export ban may have been enhanced by the response of some countries and market speculation. Diouf also noted that there are adequate global supplies of grains and that this year’s global harvest may be the third highest in history.
The marketplace volatility also underscores the need for science and innovation in agriculture. It’s important to have access to all the tools available for securing stable supplies and prices in the future, said Dorr adding that agricultural biotechnology is one of our most important tools.
