EU summit compromise: positive step for recovery, inadequate in the long-term

Posted by fidest press agency su martedì, 21 luglio 2020

• EP’s negotiating team welcomes the agreement on the €750 billion recovery instrument
• But it is unacceptable that long-term EU budget is cut, while citizens ask for an increase in EU investments
• Binding commitment to new sources of EU revenue is crucial for fair repayment of recovery debt
• Respect for rule of law must be guaranteed
Commenting on the conclusions of the 17-21 July EU summit, EP negotiators welcome the recovery fund but warn that their agreement to the long-term EU budget cannot be taken for granted. After five days of intense discussions, the Heads of State and Government reached a political compromise. Parliament’s negotiating team on the Multiannual Financial Framework (MFF) and Own Resources (OR) welcomes the fact that at last a common position has been achieved, and that the newly created Recovery Instrument (Next Generation EU) is financed with a borrowing of EUR 750 billion. But Parliament remains critical on some essential aspects of the compromise, particularly on the long-term perspective.“The Recovery Instrument is an important step towards a new ambition for the Union: greener, more competitive and digital. This massive borrowing is an historical moment for the European Union, and we should not disregard what just happened.” However we regret that the Member States decided to entirely abandon the ‘bridge solution’, whose objective was precisely to provide immediate crisis response to the citizens, following the Covid-19 outbreak. In a context where the virus in on the rise again, citizens need certainty. Parliament will continue working hard to ensure that the recovery starts without delays. Furthermore, democratic oversight must be substantially increased: Parliament, as one arm of the budgetary authority will fight to be fully involved in the establishment and implementation of the Recovery Instrument”, said the EP’s negotiators on Tuesday.“The picture is much more negative when it comes to the EU long-term budget (the MFF). Parliament cannot accept the proposed record low ceilings as they mean renouncing to the EU’s long-term objectives and strategic autonomy, while citizens ask for more. More European solidarity, more European action in public health, in research and digitalisation, youth, and in the historical fight against climate change. Key programmes to reach these objectives have been considerably shrunk, and lost most of their top-ups under Next Generation EU. We will strive to secure improvements, including higher amounts, on future-oriented MFF programmes like Horizon, InvestEU, LIFE, Erasmus+. And if our conditions are not sufficiently met we will adopt the programmes on the basis of the existing MFF, as foreseen by the Treaty”, warned the members of the EP’s negotiating team.“The compromise is also a flagrant missed opportunity when it comes to modernising the revenue side, making it fairer and more transparent. The EU is now allowed to borrow funds but there is no certainty on how the debt will be repaid. Parliament has been clear: the recovery should not reduce investment capacities nor harm the national taxpayer. This is why new genuine own resources are the solution to repay the common debt, but the plastic-based contribution will not do the trick alone! We recall our strict demand to that respect: a binding commitment for the introduction of additional own resources as soon as 2021, and still in the course of the MFF 2021-2027. Furthermore, despite the United Kingdom leaving the EU, the insistence on the rebates has been extremely tough and results in a big step back for the European project: instead of being abolished, rebates are kept and even increased.Additionally, Parliament remains firmly against watering down the mechanism to reduce or suspend EU funding if a Member State disrespects the rule of law, and this issue should not be put off but addressed now. Parliament has stood ready to enter into negotiations under co-decision to continue building a Europe of fundamental rights.Parliament remains ready to immediately enter negotiations in order to achieve a better agreement for Europe”, the MEPs added. The EP’s negotiating team for the next long-term EU budget and Own Resources reform
Johan Van Overtveldt (ECR, BE), Chair of the Committee on Budgets
Jan Olbrycht (EPP, PL), MFF co-rapporteur
Margarida Marques (S&D, PT), MFF co-rapporteur
José Manuel Fernandes (EPP, PT), Own Resources co-rapporteur
Valérie Hayer (RENEW, FR), Own Resources co-rapporteur
Rasmus Andresen (Greens/EFA, DE)
The Council will now finalise its mandate to enter negotiations with Parliament, which will have a final say before the 2021-2027 budget can enter into force. The current multiannual budget runs out on 31 December 2020.Parliament will set out its conditions and take up negotiations with the German Presidency of the Council of the EU as soon as possible.

Westerns Balkans summit must bring step-change and strengthen democracy, say MEPs

Posted by fidest press agency su sabato, 9 maggio 2020

The Foreign Affairs Committee Chair, delegation chairs and standing rapporteurs for the Western Balkans countries confirm EU´s commitment to continue transforming the region. In a joint statement, the Chair of the Foreign Affairs Committee, the standing rapporteurs and the chairs of delegations of the European Parliament for Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia welcome the Western Balkans summit of 6 May as an opportunity to reconfirm the EU’s historical, political and financial commitment to the region. They consider the summit to also be an opportunity for the Western Balkans participants to affirm their adherence to the rule of law, democracy and continued reforms.“We welcome the virtual Western Balkans summit, which can deepen ties between the EU and Southeastern Europe. It shows that any hurdle can be overcome in the commitment to the enlargement process and that fully-fledged EU membership is the ultimate goal. Such public expressions of solidarity are more important than ever, as disinformation campaigns attempt to create divisions.During these difficult times, the European Parliament stands shoulder-to-shoulder with its Western Balkans partners and we reaffirm our unprecedented political, financial and medical assistance to the people of the region.”
“Following on from the March 2020 decision, to open accession talks with Albania and North Macedonia in light of the progress achieved on reforms, this summit provides a further opportunity for a step-change by all parties in the enlargement process.
We urge our Western Balkans partners to firmly uphold European values and thoroughly and vigorously carry out all necessary reforms. In response, the EU will further assist in fighting against organised crime and corruption, enacting socio-economic reforms, and strengthening judicial systems, the rule of law, and democratic institutions. These reforms will also boost the region by attracting foreign investment and strengthening the economy. We also reaffirm the importance of media freedom and freedom of expression as conditions for democracy.”“All extraordinary measures adopted to address COVID-19 must ensure that fundamental values, democratic and accountable institutions and the rule of law are strictly upheld. Parliaments need to guarantee that these extraordinary measures are subject to regular scrutiny and pass this democratic litmus test. There is no place for democratic backsliding in the enlargement process. The commitment to democracy and strong, independent democratic institutions, in particular parliaments, is fundamental to making the enlargement process a success and in delivering on the aspirations of all citizens.”
“During the Speaker’s Summit in January, the President of the European Parliament and the Speakers of the Western Balkans stated that Parliaments are key to driving the EU reform agenda and in delivering on the European aspirations of the people of the Western Balkans. The European Parliament will always insist that its parliamentary partners in the Western Balkans play a strong role in the enlargement process.”

EU City Summit

Posted by fidest press agency su giovedì, 19 marzo 2020

MEP’s MFF negotiators disappointed by failure of EU budget summit

Posted by fidest press agency su lunedì, 24 febbraio 2020

“We cannot afford a narrow accounting approach with a complete lack of political vision”, says the EP’s negotiating team for the long-term EU budget and Own Resources reform.
“European Council President Charles Michel’s proposal was clearly lacking ambition and coherence and we call upon the Heads of States or Government to continue the discussions in view of finding a good agreement. We cannot afford a narrow accounting approach with a complete lack of political vision. This is totally out of line with today’s and tomorrow’s grand challenges which require strong budgetary commitments to match the Union’s ambitions, notably in leading the fight against climate change, ensuring the digital transition and being stronger on the international scene. It is still time for President Michel to go back to the drawing board and search for a win-win compromise on the basis of what we agree to achieve together for a stronger Europe; not a lose-lose compromise on the basis of the lowest common denominator. We expect the Member States to break the deadlock on the own resources. The proposed changes are insufficient for the Parliament, which recalls it will not give its consent on the Multiannual Financial Framework (MFF) without a satisfactory reform. We encourage the Member States not to put aside this issue and make real progress. We need a basket of new own resources and a binding commitment to introduce new sources of revenue in the course of the next MFF.”

This house has always been firmly committed to the European perspective of the Western Balkans. It is well known that we were very disappointed by the failure of the European Council to start negotiations with Albania and North Macedonia last October. It is now time to move on together and keep pushing for progress. Parliaments are essential in this regard. I convened this Summit for us to develop a strategy for the role that Parliaments can play in driving the EU reform agenda and in delivering concrete measures to meet the European aspirations of the people of the Western Balkans. I am convinced that there is no better time and place to do so.”Parliamentary cooperation, the future of Europe and the enlargement process, which has stalled following disagreement in Council on opening accession talks with Albania and North Macedonia, are on the summit’s agenda. In its resolution adopted last October, Parliament expressed disappointment that Albania and North Macedonia were not able to start accession talks, stressing that the enlargement process has played a decisive role in stabilising the Western Balkans. The meeting with the members of the Committee on Foreign Affairs Working Group on the Western Balkans will be open to the public: you can watch it live. The summit is organised under the patronage of President Sassoli, in cooperation with the Foreign Affairs Committee and the delegations for relations with the Western Balkans.
