Visa Chief Financial Officer Vasant Prabhu Appointed Company Vice Chairman

Visa Inc. announced today that Vasant Prabhu, Executive Vice President, Chief Financial Officer and member of the Executive Committee, will take on the added title of Vice Chairman for the global payments technology company.As part of his expanded role, Prabhu will take an active role in representing Visa at payments industry forums and serving as a valuable voice with key constituents on business issues of strategic importance to Visa and its clients. Additionally, he will provide strategic counsel on major initiatives and geographies important to Visa’s future growth.“I have extraordinary respect for Vasant,” said Al Kelly, Visa CEO. “He is a strong strategist with a deep knowledge of our business, and is very well regarded in the industry. At Starwood, he was responsible for all financial functions, information technology and a range of corporate functions. He also served as Executive Vice President and Chief Financial Officer for Safeway Inc., and held senior leadership roles at The McGraw-Hill Companies, Inc., PepsiCo, Inc. and Booz, Allen & Hamilton. Prabhu holds a B.S. in Engineering from the Indian Institute of Technology and an MBA from the University of Chicago.

Visa’s Board of Directors Elects Visa CEO Al Kelly as Chair

Visa Inc. (NYSE: V) today announced that its Board of Directors has unanimously elected Alfred F. Kelly, Jr. as Chair of the Board, effective as of April 16, 2019. Mr. Kelly will continue to serve as Visa’s Chief Executive Officer, a role he has held since December 2016. Mr. Kelly will succeed Robert (Bob) Matschullat as Chair of the Board. Mr. Matschullat will continue to serve on the Board and as Chair of the Board’s Finance Committee. The company also announced that the Board unanimously elected John F. Lundgren, a member of the Board since April 2017, as Lead Independent Director, also beginning April 16, 2019.
In evaluating the Board’s leadership structure, the Board considered the relevant merits of combining the roles of Chair of the Board and Chief Executive Officer and appointing a strong Lead Independent Director, versus keeping the roles of Chair and CEO separate. The Board concluded that Al Kelly was the person best suited to serve as Chair of the Board at this time, providing consistent leadership and a unified voice for the company. In addition, the Board reaffirmed its commitment to independent board leadership by appointing John Lundgren to a robust Lead Independent Director role. Upgraded EU visa information database to enhance security at external borders

Committee would ensure a better EU response to security and migratory challenges. Visa Information System (VIS) is an EU database used by authorities to store issued visas, to verify that a person presenting a visa is its rightful holder and to identify persons found on the Schengen territory with no or fraudulent documents. The reform would enable the system to better respond to evolving security and migratory challenges and improve the EU’s external border management The Civil Liberties Committee agreed to the following changes to VIS: mandatory security checks across all databases (such as for example Eurodac and the Entry-Exit System) to detect applicants using multiple identities and identify anyone posing security or irregular migration risks;
inclusion of long-stay visas, including the so called golden visas, and residence permits in the database to close security information gaps;
the age for obtaining fingerprints and facial images of minors will be lowered from 12 to 6 years, to help identify and trace missing children and establish family links;
a more structured access to Europol and law enforcement authorities to VIS data for the prevention, detection or investigation of terrorist offences or other serious crimes or for the search and identifying of missing or abducted persons and victims of trafficking, and Quote.
Rapporteur Carlos Coelho (EPP, PT) said: “We are securing our territory before people reach our borders. We are enhancing the screening of third country nationals, including those with golden visas. We will have better tools for return. We will prevent child trafficking and better identify criminals and terrorists. This is a future proof VIS.”The draft report was adopted by 30, to 8, 3 abstentions on Monday. The Full House will likely vote on the draft report in the first March plenary.The Civil Liberties MEPs agreed that the new rules should become applicable two years after their publication. Eu-LISA agency will be responsible for the development and management of the upgraded VIS database.

Paidy Announces Strategic Investment from Visa

Paidy is Japan’s first instantly-issued post-pay credit service for ecommerce consumers. In addition, the two companies are partnering on new digital payment experiences that will give Japanese consumers more options when buying online and in-store.Paidy does not require pre-registration or a credit card to use; Paidy consumers purchase products online using a mobile phone number and email address (verification is established though a four-digit code sent via SMS) and settle all their purchases in a single monthly bill. Paidy also supports instalment and subscription payments. There are currently over 1,500,000 Paidy users. Visa is working to develop and support new payment methods, as the world moves beyond plastic and towards digital credentials. In 2017, the scale of the domestic ecommerce market in Japan expanded by 9.1% to 16.5 trillion yen.2 Japan is among the world’s fastest growing ecommerce markets3, but is also heavily reliant on cash. Visa and Paidy have a shared objective to offer consumers more convenient alternatives to current popular payment methods, like cash on delivery. Parliament approves Ukraine visa waiver

ucrainaBruxelles. Ukrainian citizens will be exempted from EU short-stay visa requirements, after Parliament endorsed an informal deal with the Council on Thursday. Under the new law, Ukrainians who hold a biometric passport will be able to enter the EU without a visa for 90 days in any 180-day period, for tourism, to visit relatives or friends, or for business purposes, but not to work. The exemption applies to all EU countries, except Ireland and the UK, plus Iceland, Liechtenstein, Norway and Switzerland.“Ukraine has achieved all the benchmarks, sothe visa requirement should be lifted”, noted rapporteur for the proposal Mariya Gabriel (EPP, BG), adding that the visa waiver will be a “another very strong message that Ukraine is a key partner for the European Union in the Eastern Partnership”.The legislation, approved by 521 votes to 75 with 36 abstentions, still needs to be formally adopted by the Council of Ministers. It is likely to enter into force in June, 20 days after it is published in the EU Official Journal.Before exempting Ukrainians from visa requirements, the EU strengthened the visa waiver suspension mechanism, to allow visas to be reintroduced more easily in exceptional cases.

Georgia visa waiver approved by Parliament

Georgian citizens will be able to enter the Schengen area without a visa for short stays, under a new law passed by Parliament on ThurSchengensday. The legislation still needs to be formally approved by the Council and will only enter into force once the suspension mechanism, which allows the temporary reintroduction of visas in the event of migration surges or risks to public security, is in place.
Parliament´s rapporteur for the proposal, Mariya Gabriel (EPP, BG), acknowledged the “broad and complex reforms” carried out by Georgia in order to get the visa waiver and thanked the country’s authorities and citizens for their consistency and patience. She also congratulated them on the strength of their democratic conviction and noted that the visa exemption brings the country closer to the EU.
Under the visa exemption, endorsed in plenary by 553 votes to 66, with 28 abstentions, Georgians who hold a biometric passport will have the right to enter the EU visa-free for 90 days in any 180-day period, for business, tourist or family purposes, but not to work.
Tbilisi has complied with all the benchmarks of its visa liberalisation plan, the text notes, underlining that “continuous fulfilment by Georgia of such criteria, especially on the fight against organised crime, will be duly monitored by the Commission.”
The visa waivers apply to the Schengen area, which includes 22 EU member states (all except Ireland, the UK, Croatia, Cyprus, Romania and Bulgaria), plus Iceland, Liechtenstein, Norway and Switzerland.
The legal change transferring Georgia from the list of countries whose nationals need a visa to enter the EU (the “negative” list) to the list of countries exempted from this requirement (the “positive” list) will have now to be approved by the Council of Ministers. Following its formal signature, the text will be published in the EU Official Journal.

Visa suspension mechanism: Parliament and Council negotiators strike a deal

The EU Commission and member states will be able to reimpose visa requirements faster and more easily under new rules agreed by Parliament and Council negotiators on Wednesday. Parliament´s rapporteur for the preuropean commissionoposal, Agustín Díaz de Mera (EPP, ES), noted that “the changes agreed provide flexibility for the rapid activation of the suspension mechanism”. He also underlined that the deal “will facilitate the immediate consideration of the two visa liberalization proposals for Georgia and Ukraine.”
According to the deal, visa requirements may be reintroduced for a non-EU country in one or more of the following cases:
· a substantial increase in the number of nationals of that country refused entry or irregularly staying in the EU territory,
· a substantial increase in unfounded asylum applications, or
· a lack of cooperation on readmissions (returns of migrants).
Visas could also be reintroduced in the event of threats to public policy or internal security related to nationals of the third country concerned.The informal deal will be put to a vote in the Civil Liberties Committee on Thursday around noon. If approved, it will still need to be endorsed by Parliament as a whole, probably next week, and national governments.
The review of the visa suspension mechanism, which has existed since 2013, is linked to the proposals to grant visa-free access to the EU to Ukraine, Georgia and Kosovo, currently under discussion.
Under the draft law, both member states and the European Commission will be able to trigger the suspension mechanism. The Commission will be in charge of monitoring the situation in visa-exempt countries and reporting to Parliament and the Council on whether they still fulfill visa waiver conditions such as respect for human rights.
Following a notification by a member state (or a request by a simple majority of member states), or based on its own report, the Commission will have one month in which to decide to suspend the visa waiver for nine months. This decision will take effect automatically.During the suspension period, the Commission should try, together with the country concerned, to find solutions to the circumstances that led to the suspension.If the situation persists, the Commission will have to present, at the latest two months before the end of the nine-month period, a proposal to prolong the temporary restoration of visa requirements for an additional period of 18 months. Both MEPs and member states can object to this decision.The Commission may also decide at any point to present a legislative proposal to move a non-EU country from the list of countries exempted of visa requirements to the list of those that are subject to them.
Targeting categories of third country nationalsThe suspension of the visa waiver may target certain categories of nationals of the third country concerned. The draft text stresses, however, that categories will have to be sufficiently large to address the specific problems detected while being proportionate to the threat. The visa suspension mechanism will not apply to the UK or Ireland.

Parliament backs visa waiver agreements with five Pacific states

europa-261011-cThe European Parliament backed on Thursday short-stay visa waiver agreements between the EU and the states of Kiribati, Micronesia, Tuvalu, Solomon Islands and Marshall Islands. EU citizens will be able to travel visa-free to the five Pacific countries, and their citizens to the EU, for stays of up to 90 days within any 180-day period.The visa waiver covers all categories of persons (ordinary, diplomatic, service/official and special passport holders) travelling for all kinds of purposes, except for carrying out a paid activity.
According to Parliament´s rapporteur for the agreements, Mariya Gabriel (EPP, BG), the visa deals represent a culmination of the deepening of relations with those countries and show the EU´s commitment to the region. The EU is currently negotiating Comprehensive Economic Partnership Agreements with fourteen Pacific countries, including these five.

Civil liberties MEPs back visa waivers for Kosovo and Georgia

parlamento europeoPlans to grant citizens of Kosovo and Georgia the right to travel to the Schengen area without a visa were backed by Civil Liberties Committee MEPs on Monday. The Committee approved the visa waiver for Kosovo by 25 votes to 24 with 2 abstentions, and that for Georgia by 44 votes to 5. Following the abolition of visas for the citizens of Former Yugoslav Republic of Macedonia, Montenegro and Serbia in 2009 and for Albania and Bosnia and Hercegovina in 2010, Kosovo was left isolated as the only Balkan country whose citizens still needed a visa to travel to the EU. It started the visa liberalisation process in 2012, four years after all the other countries in its neighbourhood.One of the 95 criteria the country should fulfil before obtaining the visa waiver is to ratify the border agreement with Montenegro, still pending.Parliament´s rapporteur for the proposal, Tanja Fajon (S&D, SI), believes that lifting the visa requirements will send a powerful signal to Kosovars, so that the country does not lose its EU accession hopes and aspirations and thus pursues its stability and democratic reform efforts. Regarding the non-recognition issue (five EU countries do not recognize Kosovo), the draft legislation states that the abolition of visas does not affect the individual positions of the EU member states on Kosovo’s status.
The EU-Georgia visa liberalisation dialogue started in 2012 and by the end of 2015, the EU Commission had concluded that the country had fulfilled all the benchmarks. Mariya Gabriel (EPP, BG), Parliament´s rapporteur for the proposal, believes that the visa waiver is an important instrument for stepping up economic and cultural relations and intensifying political dialogue, including on human rights and fundamental freedoms.More efforts are necessary, however, in areas such as freedom of the media, independence of the judiciary, the fairness of elections and increased participation of women and national minority representatives, says Ms Gabriel.
The Committee approved the opening of negotiations with the Council on the Georgia proposal (with 44 votes in favour, 5 against and 1 abstention), with a view to reaching an agreement at the first reading, as well as the composition of the negotiating team. On Kosovo, MEPs rejected starting talks with the Council, with 24 votes to 25.

I consumatori europei pronti all’uso della biometria per la sicurezza dei pagamenti

sistema riconoscimentoSecondo una recente ricerca Visa (Visa Inc – NYSE: V) i consumatori europei sono favorevoli all’utilizzo della biometria nei sistemi di pagamento in particolare quando è integrata con altre misure di sicurezza. Circa tre quarti della popolazione europea (73%; 76% la media italiana) ritiene l’autenticazione a due fattori, cioè nei casi in cui un parametro biometrico è utilizzato in combinazione a un dispositivo di pagamento fisico, un metodo sicuro per autentificare il titolare al momento del pagamento. L’autenticazione a due fattori implica un qualcosa che si ha, come una carta o un telefonino; un qualcosa che si è, come un parametro biometrico; oppure qualcosa che si sa, come un PIN o una password. Oltre due terzi dei consumatori, 68%, desiderano usare soluzioni biometriche per l’autenticazione nei pagamenti per lo shopping sia a casa che in giro per negozi. La quota di consumatori propensi alle tecnologie di biometria sale al 74% in Italia, la più alta registrata in Europa. Per gli esercenti online, in particolare, questa è un’opportunità da cogliere tempestivamente, considerando che il 31% dei consumatori ha abbandonato l’acquisto online a causa del processo di sicurezza del pagamento. Tuttavia al momento la sfida maggiore per la biometria si colloca in quegli scenari in cui è l’unica forma di autenticazione utilizzata. La popolarità delle impronte digitali – La ricerca, con uno studio condotto su oltre 14mila consumatori europei, rivela che la familiarità e la conoscenza delle forme di biometria sono fattori fondamentali per il progresso in questa direzione. Con il sopraggiungere dei pagamenti tramite dispositivi mobili, il riconoscimento delle impronte digitali sembra essere il metodo biometrico più promettente per la sua facilità di utilizzo e la sicurezza […] oltre la metà dei consumatori (53%) dichiara di prediligere le impronte digitali […]La chiave tra sicurezza e facilità dei processi d’acquisto – Oltre due terzi dei consumatori (67%) riconosce l’importanza dei dettagli di sicurezza per proteggere la propria identità: […] La ricerca ha rilevato, infatti, che l’autenticazione biometrica è considerata importante in egual misura sia negli acquisti face-to-face, quando cioè efficienza e velocità sono prioritarie, sia nelle transazioni online.
Tutto ciò si rispecchia nei risultati della ricerca:
· Il 48% vorrebbe usare l’autenticazione biometrica per i pagamenti sui trasporti pubblici
· Il 47% desidera utilizzare metodi di autenticazione biometrica per i pagamenti al bar o al ristorante
· Il 46% li utilizzerebbe per tutto lo shopping, dalla spesa quotidiana al caffè ai pagamenti al fast-food
· Il 40% vorrebbe utilizzarlo per l’e-commerce

European Commission Approves Visa Inc.’s Acquisition of Visa Europe

san franciscoSan Francisco CA Visa Inc. (NYSE: V) Yesterday announced that the European Commission has approved the proposed acquisition of Visa Europe Ltd. by Visa Inc. Visa has now received all regulatory approvals required for the acquisition. The transaction has already been cleared by both the Jersey and the Turkish competition authorities. The transaction is expected to close in Visa Inc.’s fiscal third quarter of 2016. Visa will announce the closing once it has occurred.

Civil Liberties MEPs back visa waiver agreement with Peru

Lima_Peru_01Civil Liberties MEPs backed on Tuesday the EU-Peru visa waiver agreement under which Peruvians will be able to travel visa-free to the EU territory and EU nationals to Peru for stays up to 90 days within any 180-day period. The draft recommendation, approved with 50 votes in favour and 1 against, will now have to endorsed by the Parliament as a whole.The agreement, which is being applied provisionally since 14 March, pending approval by the EP, covers all categories of persons (ordinary, diplomatic, service/official and special passport holders) travelling for all kinds of purposes, except for carrying out a paid activity.In her report, the civil liberties committee rapporteur, Mariya Gabriel (EPP, BG), considers that the visa waiver will enhance economic and cultural relations between the EU and Peru and will intensify political dialogue, including on human rights and fundamental freedoms. She also notes that Peru was one of a minority of Latin American countries still subject to visa requirements by the EU.The deal will not apply to UK and Ireland, in accordance with the protocols annexed to the EU treaties. The visa regime to these member states remains subject to their national legislation. In the case of France and the Netherlands, the provisions of the agreement apply only in their European territories.

Un visa pour la recherche d’un emploi: vers une nouvelle politique de mobilité pour les ressortissants de pays tiers

Ce Policy paper d’Yves Pascouau, chercheur associé à l’Institut Institut Jacques Delors, s’inspirant de la liberté de circulation des citoyens européens et s’appuyant sur l’arsenal juridique et technologique de contrôle aux frontières extérieures de l’UE, propose la création d’un visa pour la recherche d’un emploi.
L’Union européenne (UE) est confrontée à une crise migratoire et des réfugiés sans précédent qui se développe dans un contexte politique très difficile. L’adoption de mesures d’urgence et l’adaptation des politiques migratoires et d’intégration au nombre et au profil des nouveaux arrivants vont occuper durablement l’agenda politique en obligeant à penser autrement la gestion du phénomène migratoire. Si, en l’état actuel, la gestion de la crise prévaut, elle ne doit toutefois pas reporter sine die la réflexion sur le contenu d’une politique européenne d’immigration et plus précisément sur la question de l’immigration de travail. Dans ce domaine, les ambitions de la Commission Juncker sont mesurées et visent à améliorer l’existant plutôt que de proposer des solutions innovantes pour répondre aux défis à venir.Yves Pascouau propose d’aller plus loin dans la réflexion en s’appuyant sur un triple constat. L’immigration de travail est le « parent pauvre » de la politique migratoire de l’UE. Elle ne figure pas en bonne place dans les relations bilatérales de l’UE avec ses proches voisins. Enfin, les politiques de contrôles (frontières et visas) développées au cours des dernières années alimentent davantage l’immigration irrégulière et les réseaux de passeurs qu’elles prétendent pourtant combattre.
Il identifie une voie d’action inspirée, d’une part, de la liberté de circulation des citoyens européens, qui en un demi-siècle n’a pas généré de « vague migratoire » entre les États membres, et, d’autre part, de « l’arsenal » juridique et technologique mis en place pour assurer le contrôle des personnes aux frontières extérieures de l’UE. Partant de cette antinomie – entre liberté et contrôle – il propose de créer un visa pour la recherche d’un emploi. Si l’idée n’est pas nouvelle, la proposition s’appuie sur la mise en synergies des expériences et dispositifs existants qui la rendent ainsi « concevable » dans un paysage politique sensible où aborder la question migratoire est devenu « toxique ». En pratique, des ressortissants de pays tiers limitrophes (tels que le Maroc, la Tunisie ou l’Ukraine) pourraient, sous conditions spécifiques, obtenir un visa pour venir chercher un emploi dans l’UE. Un mécanisme de suivi serait mis en place à partir des bases de données développées dans le domaine de la politique migratoire. L’obtention d’un emploi permettrait de résider dans l’UE. Dans le cas contraire, le retour dans le pays d’origine avant l’expiration du visa serait nécessaire et n’empêcherait pas d’introduire une nouvelle demande de visa. Enfin, en cas de non-respect des règles et sans retour dans le pays d’origine avant l’expiration du visa, un système de sanctions serait organisé, reposant sur le rejet de toute demande ultérieure de visa et une interdiction d’entrée dans l’UE. Ce visa pour la recherche d’un emploi donnerait plus de consistance au concept de mobilité, qui reste actuellement limitée au visa Schengen de court séjour, et n’engagerait qu’un « risque » migratoire minimal, compte tenu des dispositifs technologiques de surveillance qui permettent aujourd’hui un suivi plus efficace des parcours migratoires et en particulier des entrées et sorties. Enfin, il contribuerait à desserrer le nœud qui pèse sur l’immigration légale et alimente l’immigration irrégulière, en créant une « nouvelle respiration » entre les espaces et les hommes. Oltre 12,6 miliardi di euro transati su prodotti prepagati Visa in 291 milioni di operazioni

Con il 16% di crescita delle carte prepagate emesse e un incremento del 12% della spesa su POS in tutta Europa rispetto a giugno 2014, Visa Europe ha celebrato il forte apprezzamento in tutta Europa dei suoi prodotti e servizi prepagati in occasione del Prepaid Summit Europe 2015, organizzato da Cards International, e tenutosi ieri a Milano. Visa Prepaid, il comparto delle prepagate Visa Europe, dopo quindici anni dal suo debutto nel mercato europeo, si conferma un’offerta con proposizioni attrattive, che continua a crescere anno dopo anno, sia in termini di carte in circolazione sia in termini di volumi.I dati più recenti di Visa nel settore prepagato attestano questo apprezzamento e visala crescita in Europa. A giugno 2015 le carte prepagate in circolazione hanno registrato un incremento del 16% – vicino alle 40 milioni di unità – così come il numero di operazioni presso terminali POS che riportano una crescita del 15%, mentre la spesa presso i POS registra 12 punti percentuali in più rispetto a giugno 2014.Il mercato delle prepagate sta crescendo costantemente con una base di consumatori trasversale, che incrocia diverse demografiche. MEPs give green light to visa waiver agreements with nine countries

Civil liberties MEPs are recommending the european parliament to give its consent to short-stay visa waiver agreements between the EU and five Caribbean nations, three Asian Pacific states and the United Arab Emirates. The deals voted by the committee on Tuesday provide for visa-free travel for EU citizens when travelling to the territory of these countries and for citizens of these countries when travelling to the EU for stays of up to 90 days within any 180-day period.In order to benefit from visa-free travel, citizens from the EU and from these nine countries – Dominica, Vanuatu, Trinidad and Tobago, Samoa, Grenada, Timor-Leste, Saint Lucia, Saint Vincent and the Grenadines, and the United Arab Emirates – must be in possession of a valid ordinary, diplomatic, service/official or special passport.The visa waiver applies to all categories of persons travelling for any kind of purposes (for instance tourism, cultural visits, scientific activities, family visits, business etc.), except to those travelling for the purpose of carrying out a paid activity. The civil liberties committee rapporteur, Mariya Gabriel (EPP, BG), stresses that the visa waiver agreements represent a culmination of the deepening of relations between the EU and these countries and are an additional way of stepping up economic and cultural relations and intensifying political dialogue on various issues, including human rights. Moreover, these countries do not present risks of clandestine immigration or threats to public policy or security, she adds.
