DNV increases its Arctic focus and acquires the oil-spill preparedness company NPS

The Arctic has large oil and gas resources and operations in this sensitive and harsh area will require efficient oil-spill preparedness solutions. “The acquisition of Norwegian Petro Services (NPS) in Norway and its recognised expertise will play an important role in our activities in this field,” says Knut Ørbeck-Nilssen, DNV’s COO of the Norway, Russia and Finland division. Oil and gas operations in the Arctic introduce several new risk elements; the distances are greater, the climate is cold, it is dark for a lot of the year and there may be no infrastructure. It is important that the safety level here is at least as good as in the conventional areas. Therefore, the Arctic conditions will require improved technology and new knowledge to reduce the likelihood of an accidental oil spill. In addition, efficient oil-spill preparedness solutions that reduce the consequences of a potential accident must also be put in place.
Stein Thorbjørnsen, the general manager of NPS, established the company in 2006. “We’ve found a niche in the coastal and shoreline preparedness sector and have specialist expertise in planning and organising preparedness in addition to strategy and technology development. Our group of experts has also developed methods for analysing needs and creating user-friendly operational emergency plans. These are used by many of the Norwegian and international oil and gas operators,” he explains.“NPS will now be part of DNV and we can achieve a lot more together, including internationally where DNV is established in 100 countries. We also share the same values of quality, independence and expertise development,” says Thorbjørnsen.

Greenpeace contro piattaforma petrolifera in artico

Groenlandia diciotto attivisti di Greenpeace hanno scalato una pericolosa piattaforma petrolifera a 180 chilometri dalle coste della Groenlandia. Si tratta della Leiv Ericsson, della compagnia Cairn Energy, un gigante di 53.000 tonnellate, contro la quale Greenpeace sta conducendo da settimane una serrata azione di ostruzione e ostacolo alle attività di ricerca di greggio e perforazione previste nei mari artici. Gli attivisti hanno sfidato acque gelide per arrampicarsi lungo le gigantesche braccia della piattaforma; una volta a bordo, una delegazione di Greenpeace ha chiesto al responsabile delle operazioni di esplorazione petrolifera una copia dell’ Oil Spill Response Plan, il piano di intervento in caso di fuoriscita o sversamento di petrolio. La società Cairn Energy, responsabile della piattaforma, ha finora rifiutato di rendere pubblico questo documento, violando tutte le norme industriali del settore. Greenpeace aveva messo in campo, nei mesi scorsi, ogni possibile richiesta per ottenere tali informazioni, recandosi anche a Edinburgo, dove ha sede la compagnia, per parlare direttamente con i suoi dirigenti.
Nei giorni scorsi, due attivisti avevano già bloccato le operazioni della Leiv issandosi sulla piattaforma con un guscio di sopravvivenza in cui si erano rinchiusi per circa quattro giorni, prima di venire rimossi mercoledì scorso. Poco prima di venire arrestati, chiamando al telefono due dirigenti della compagnia, avevano avanzato nuovamente richiesta che la Cairn rendesse pubblici i suoi piani di intervento in caso di disastro. La stessa cosa hanno chiesto più di 30.000 sostenitori di Greenpeace, via mail alla Cairn Energy. La compagnia ha dichiarato che le operazioni della piattaforma sono sospese. I suoi avvocati hanno intentato causa chiedendo un risarcimento di 2 milioni di dollari per ogni giorno di impedimento nelle attività di esplorazione petrolifera. Ci sarà una prima udienza lunedì presso la Corte olandese. C’è sola un’altra piattaforma, oltre alla Leiv Eiriksson, operante al largo delle coste della Groenlandia. Le grandi compagnie petrolifere osservano con interesse l’operato della Cairn Energy. Se dovesse scoprire giacimenti consistenti, la Exxon, la Chevron e altri colossi del petrolio darebbero il via alla corsa al petrolio tra i ghiacchi dell’Artico. Per questo Greenpeace ritiene indispensabile bloccare queste operazioni di esplorazione.

Stop Oil Spill campaign and EU decision

On October 13th, the European Commissioner for Energy, Gunther Oettinger, officially abandoned hopes for a moratorium on deep water offshore oil rigs. In spite of this setback, he announced that European legislation concerning offshore oil drilling business (regulations, measures…) would be established. Last July, the Commissioner spoke out in favour of a deep water moratorium, but yesterday, on the day of the lifting of the American moratorium, the European Commissioner stepped back from his previously stated position. This decision is not unexpected, considering the opposition shown by the European Parliament on October 7th, and by the stonewalling from the United Kingdom. Once again, Surfrider reveals that the European authorities are unable to implement the precautionary principle, exposing all of us to the potential occurrence of a catastrophic oil spill in Europe. Developing and implementing this new legislation is urgent. Surfrider is committed to monitoring developments of every new oil drilling rig project.
