Andy Tait and Greenpeace – Deported from Indonesia

Poor old Andy Tait. In the Guardian this week, the Greenpeace “freedom fighter” writes a martyr’s note about how he was deported from Indonesia because of his supposed work promoting greater land conservation in the country. Despite his endeavors to portray himself as a man with Indonesia’s interests at heart, Tait actually spearheads a campaign that imperils the economic development of Indonesia and severely undermines job creation, and perhaps stability of the country. One need not look any further than Tait’s remarks about why he is campaigning in Indonesia. Tait’s entire modus operandi is to promote forestry standards endorsed by Greenpeace, namely that of the Forest Stewardship Council (FSC). As we have highlighted on a number of occasions, the entire FSC campaign is an attempt by Greenpeace and other radical green groups to control the standardization process in forestry products. Thus, Greenpeace has bullied private business for years, smearing some of the most reputable global brands in an attempt to coerce them into embracing FSC-endorsed products. What’s more, Tait is pretty upfront about this.In his Guardian piece, Tait notes that he is in “regular contact” with major international businesses. To say “regular contact” is somewhat misleading when one considers the lengths that Greenpeace go to in order to coerce private businesses. But what’s at stake here is much greater than Tait’s ability to visit Indonesia. As more and more businesses capitulate to Greenpeace’s radical agenda the developing world becomes poorer and poorer. This is bad enough, but FSC and Greenpeace are actually promulgating forestry standards that are – by their very nature – severely flawed and destructive. A recent report by the Congress of Racial Equality recently reveals FSC products contain red lauan (shorea), a critically endangered tropical species.If Tait actually cared about the future and well-being of people in Indonesia he would see to it that Greenpeace supported initiatives that supported economic growth and created job opportunities. As of now, he is more concerned with self promotion and furthering his ideological crusade.That said, Indonesian elected officials are rightfully taking the fight back to Greenpeace. This week, lawmakers are calling on the government in Jakarta to “review the existence of Greenpeace in Indonesia,” the Jakarta Post reports. The Consumers Alliance welcomes this positive development and congratulates Indonesia for standing up for its national sovereignty.
Meanwhile, Greenpeace’s crusade against developing world forestry continues to run rampant. This week Greenpeace’s infamous warship, the Esperanza, has set sail in Papua New Guinea to stop what they allege are illegally logged wood products. Greenpeace activists have taken to defacing private property and blockading forestry companies’ ship from traversing the high seas. Greenpeace’s hostile activity in Papua New Guinea is highly misplaced given this group’s ongoing record of distorting the truth in the name of environmental extremism.

Like a rabid dog backed into a corner over its questionable forestry standards, Greenpeace has decided to lash out and attack more reliable competitors of the Forest Stewardship Council (FSC). As we have already mentioned on several occasions, Greenpeace is one of the most significant backers of the FSC, an organization that claims to “promote the responsible management of the world’s forests.” In reality, however, this is far from the truth given that reports have already found FSC’s standards to be somewhat questionable—an accusation that both FSC and Greenpeace have failed to address. But still Greenpeace feels it has the standing to critique the practices of the Programme for the Endorsement of Forest Certification (PEFC) and Sustainable Forestry Initiative (SFI), two certification systems that are far more reputable and do not work hand in glove with environmental extremists like Greenpeace. One would hope that even Greenpeace would get its own house in order before throwing stones.For those of us unable to watch the latest comedies, the “Occupy Wall Street” movement has provided ample amounts of hilarious entertainment. And when crazies are out in their numbers, you just know that radical environmental groups can’t be too far away. One OWS enthusiast, Lloyd J. Hart, even decided to produce a list of “demands,” that is as incoherent as it is economically destructive. For example, Hart’s demands include initiating “a fast track process to bring the fossil fuel economy to an end while at the same bringing the alternative energy economy up to energy demand.” Sounds silly? Well, someone should also tell Hart that ending the fossil fuel economy will be somewhat tricky should we implement his next demand: “One trillion dollars in infrastructure (water, sewer, rail, roads and bridges, and electrical grid) spending now.” You can’t make this stuff up.How would Dutch taxpayers feel if they knew that their money was propping up campaigns that led to higher consumer prices? If the answer is one of “angry,” “furious,” or “irate,” the people of the Netherlands should probably start writing to their elected officials. It’s well known that Greenpeace receives funds from the Dutch lottery that they then use to undermine economic development which, in turn, leads to higher consumer costs. Well, the Dutch government has just decided to stop sourcing logs from Malaysia because they failed to comply with the FSC standards backed by Greenpeace. Someone should tell the Dutch government that they are no longer a colonial power and that developing nations have a sovereign right to develop their own land and realize their full economic potential.While Greenpeace undertakes and condones illegal activities in the name of advancing their agenda (even going so far as to risk a nuclear disaster by digging under railways to “protest” the transportation of nuclear waste in the Netherlands), the organization has taken French electricity producer, Energie de France, to court over spying on activists. Ignoring the fact that Greenpeace claims that it is being repressed whenever such charges leveled against the organization, can anyone blame one of the world’s largest producers of nuclear energy to monitor these radical ideologues. After all, when given the choice between spying on a fringe organization or suffering a nuclear catastrophe because activists want to derail a train in protest, what would you choose? If a country could potential extract 200 trillion cubic feet of shale gas, you would expect their elected officials to be preparing the drills, right? Not so in the United Kingdom. The British Spectator’s Fraser Nelson has a fascinating blog about the House of Commons’ Energy and Climate Change Committee, which just released a report entitled “UK Energy Supply: Security or Independence?” but only alluded to shale gas in the report’s annex. Although this is obviously a major lapse from the committee, Nelson is quick to point out that some members of Parliament are actually attempting to initiative a national conversation about the economic potential of shale gas drilling. When one considers how heated the debate has become in the UK over soaring energy costs, it might be the time for the government to start taking shale gas seriously. The Guitar Follies

After Gibson’s guitar-making facilities in Nashville and Memphis were raided by federal agents, the Consumer Alliance’s Andrew Langer was quick to point out on Big Government that “if you lie down with dogs be prepared to get up with fleas.” Langer was of course referring to the fact that Gibson had embraced standards endorsed by Greenpeace, FSC, and the Rainforest Alliance, but still found itself under the federal government’s microscope for allegedly using illegal timber. Even after their facilities were raided, the silence coming from these environmental groups was quite stunning, demonstrating either an admission that their standards were not up to scratch or a reluctance to defend a reputable American business. The entire saga has demonstrated one thing: that even if you embrace the deeply flawed standards supported by radical environmentalist groups, you will not be inoculated from scrutiny and you should not expect their support when you’re under federal investigation.FSC-Watch picked up on Langer’s piece, noting that the entire debacle had put the green movement in a bind. FSC-Watch adds that these green groups’ silence has been somewhat revealing because this entire saga threatens to undermine the credibility of their standards. In a reference to Greenpeace, FSC-Watch notes that the organization “is going to struggle to convince supporters of the effectiveness of this strategy if the FSC itself is shown to be unable to uphold forest certification standards.” But moves are also afoot to introduce a legislative solution to help protect businesses that unknowingly source illegal timber. Representatives Jim Cooper and Marsha Blackburn – both from Tennessee – have co-sponsored a bill that would “protect people from prosecution for unknowingly possessing illegally imported wood, and would require the federal government to establish a database of forbidden wood sources.”

Bruxelles – Washington – Guetersloh 27. October 2011: Discrepancies in poverty prevention and fair access to education within the OECD are significant: Whereas the northern European states perform best in promoting equal opportunities, many European and Anglo-Saxon welfare states are falling behind. The United States, Greece, Chile, Mexico and Turkey are the worst performers. These are the results of a recent study conducted by the Bertelsmann Stiftung, a German foundation and think tank, that examines the policies of OECD countries on poverty prevention, access to education, labor market inclusion, health, intergenerational justice, and social cohesion and non-discrimination.Aart de Geus, member of the Bertelsmann Foundation Executive Board, said the study shows that “social justice and economic performance are by no means mutually exclusive. Northern European countries in particular demonstrate that the opposite is true.” Iceland, Norway, Denmark, Sweden and Finland top the ranking.Poverty and the growing gap between the rich and poor are major problems within the OECD. Among the 31 countries surveyed, an average of 10.8% of the population is considered “poor,” meaning these individuals live on less than half the median income. Of particular concern is the rate of child poverty. On average, some 12.3% of children in the OECD live below the poverty level. Where children live in poverty, the fundamental prerequisites of social justice are lacking; social participation and self-determined living are barely possible under those conditions. By way of comparison: In Denmark, which along with Finland and Norway posted the lowest rates of child poverty in the OECD-wide comparison, only 3.7 percent of children are poor. The figures are dramatically different in the USA, where the rate is 21.6 percent. Only Turkey, Chile and Mexico score worse. Preventing child poverty depends not least on stronger efforts to balance work and family life. Measures such as expanding options for childcare, for example, can broaden the parents’ income base. Fair access to education is also considerably underdeveloped in several of the 31 countries surveyed. Once again it is the northern countries Iceland, Finland, Sweden and Denmark who perform best on this point. Wealthy countries such as the United States (rank 20), the United Kingdom (rank 21) and even Germany (rank 22) perform disappointingly, and find themselves in the lower third of the ranking. Inclusive education systems and greater investment in early childhood education are key factors in leveling the playing field in education. Improving labor market inclusion is another central tenet to ensuring social justice. The global economic crisis has had dramatic consequences for most OECD countries and exacerbated social tensions. Matters are particularly dire in Spain, where the overall unemployment rate has shot up to above 20%, long-term unemployment — a key driver of poverty and social exclusion — is at 9%, and youth unemployment an appalling 41.6%. These figures are explosive in the context of growing social tensions.The cross-national study also demonstrates differences in the area of health. Of particular concern here is the fact that individuals’ perceived health status varies considerably across socioeconomic boundaries. In countries like Portugal, the Czech Republic and Germany, for example, a much smaller percentage of those with lower incomes consider themselves healthy compared to those with higher incomes.Finally, from the standpoint of intergenerational justice, many OECD countries face immense challenges. The drastic increase in the rates of national debt observed in most of these countries threatens to leave a crushing burden for future generations to bear. The worst offenders on this point are Ireland, Iceland, Italy, Greece and Japan — which has amassed debt equaling more than 200% of its GDP. Aart de Geus, member of the Bertelsmann Foundation Executive Board: “The report we presented today shows that child poverty and access to education are among the main concerns on the long term agenda. The comparison we offer is based on a range of different indicators, and is meant to support countries in the design and implementation of their future political and economic agendas. It would be a historical mistake to focus only on the current euro-crisis. Only a solid long term perspective can bring confidence to both citizens and financial markets.“

Ministro Galan impugna Piano Casa Regione Lazio

Terremoto nella maggioranza a causa del Piano Casa per il Lazio presentato dalla giunta regionale di Renata Polverini. Il progetto è stato, infatti, impugnato presso la Corte Costituzionale dai ministri Giancarlo Galan (Beni Culturali) e Stefania Prestigiacomo (Ambiente) con il benestare del Consiglio dei ministri. Eclatante la presentazione delle dimissioni in blocco dei dieci assessori Pdl della giunta Polverini. La governatrice non ha accettato tali dimissioni e si è rivolta direttamente al Premier. Roberto Soldà, vice presidente dell’Italia dei Diritti, ha così commentato la vicenda: “E’ un piano, questo, che è riuscito a dividere il centro-destra e gli elettori sono spettatori di tutto ciò. La giunta regionale aveva presentato con orgoglio il Piano Casa per il Lazio, ma è risultato non idoneo in quanto dannoso sia per l’ambiente sia per i cittadini. In esso non si tiene conto del territorio e si rischia di costruire strade, edifici e strutture che potrebbero andar giù, come è successo in Liguria e in Toscana, al verificarsi di eventi ambientali, come piogge molto forti, che causano smottamenti nel terreno. Il dissesto idrogeologico del territorio – continua l’esponente del movimento presieduto da Antonello De Pierro – è paragonabile all’attuale situazione in cui versa questa maggioranza. In ogni caso, rimaniamo in attesa della pronuncia, in merito, della Corte Costituzionale.

Parlamento europeo: pornografia e pedepornografia

Save the Children accoglie con soddisfazione il varo della nuova Direttiva contro lo sfruttamento e l’abuso sessuale dei minori e contro la pedopornografia approvata oggi dal Parlamento Europeo, che sostituisce e aggiorna in modo sostanziale la Decisione Quadro del 2004. Sulla base dell’esperienza diretta maturata sul campo nei principali paesi europei, l’organizzazione ha promosso fortemente lo sviluppo della nuova Direttiva presso la Commissione e il Parlamento fornendo informazioni, dati e conoscenze emerse da ricerche e attività sul territorio e raccomandazioni sulle misure più efficaci, molte delle quali sono state accolte nel testo finale approvato.“Apprezziamo il lavoro svolto con determinazione e impegno dalla Commissaria europea per gli Affari Interni Cecilia Malmstrom e dalla relatrice per il Parlamento europeo Roberta Angelilli per il raggiungimento di un risultato così importante nella lotta all’abuso e allo sfruttamento sessuale dei minori,” ha dichiarato Raffaela Milano, Direttrice Programmi Italia-Europa di Save the Children. “Siamo orgogliosi che il nostro lavoro in quest’ambito, svolto in collaborazione con tutti gli attori e le autorità coinvolti nel mondo dei nuovi media della rete, abbia contribuito alla completezza e all’efficacia delle misure introdotte, in particolare in relazione agli elementi di novità.” “Tra i principali aspetti innovativi che Save the Children ha da sempre promosso e auspicato ci sono la creazione in ogni paese membro di una unità di polizia specifica per l’identificazione dei minori vittime di abuso per la produzione di materiale pedopornografico, ma anche l’uniformazione tra i diversi paesi della definizione di questo tipo di reati con l’introduzione di quello dell’adescamento online (grooming), novità assoluta anche per l’Italia dove non è ancora codificato anche se perseguito, e poi ulteriori misure specifiche per la collaborazione tra le forze di polizia nelle fase di indagine che ne miglioreranno tempestività ed efficacia,” ha dichiarato Cristiana De Paoli, Responsabile Minori e Nuovi Media di Save the Children Italia. “Vogliamo sottolineare anche l’aspetto della prevenzione della reiterazione dei reati, con l’istituzione di percorsi di recupero per gli abusanti o potenziali tali, e l’introduzione dell’obbligo per i paesi membri della rimozione dei siti che contengono materiale pedopornografico ospitati sul loro territorio con l’impegno ad adoperarsi perché vengano comunque rimossi anche quando sono ospitati in paesi terzi. L’unico rammarico è l’assenza, nella Direttiva, dell’obbligo per i paesi membri di bloccare nel frattempo l’accesso ai siti ospitati in paesi terzi, come avviene già in Italia per legge. Si potrebbero così abbattere in modo significativo gli accessi al materiale riducendo le potenzialità di guadagno per le reti criminali che ne traggono profitto, ed evitare che si rinnovi ad ogni visione delle immagini la violenza subita dai minori abusati per la produzione di quel materiale.”

Furti di metalli

Un indicatore che il costo delle materie prime, ed in particolare dei metalli, non solo preziosi fosse arrivato alle stelle è dato dall’aumento costante e su tutto il territorio nazionale dei furti di qualsiasi cosa in grado di reperirle.
Una vera e propria “epidemia” che ha colpito ogni angolo del Belpaese e gli oggetti più impensabili purché contengano, una volta rubati e ripuliti dai loro involucri plastici o di altri materiali un qualsiasi tipo di metallo rivendibile su un mercato non troppo “trasparente”. Non si parla solo di metalli preziosi, quali oro, platino e argento il cui mercato “nero” è alimentato dai famigerati “compro oro” e che sono già oggetto di indagini in svariate province del nostro Paese, ma la nuova frontiera dei furti dai facili e veloci guadagni sia per la semplicità di reperire acquirenti che per i costi di acquisto divenuti rilevantissimi, riguarda soprattutto rame, bronzo, ferro e ghisa che in quantità industriali vengono ogni giorno sottratti dai tombini stradali, dai cavi elettrici e telefonici, alle rampe per le sedie per disabili, dalle attrezzature dei parchi giochi, sino alle campane delle chiese, alle lampade dei loculi cimiteriali e persino alle statue in metallo dei santi. Per la verità, si tratta di un fenomeno su scala globale che coinvolge un po’ tutti gli altri stati, tant’è che nel Regno Unito, le stesse forze di polizia hanno di recente ammesso di non riuscire a tenere il passo con la miriade di furti che si verificano in tutto il paese, ed anche in conseguenza delle forti pressioni dovute anche ad una serie di ruberie eclatanti, come quello di una statua in bronzo che rappresentava un militare presso un memoriale dedicato alla seconda guerra mondiale, o intere province private della linea telefonica a seguito della sottrazione dei cavi per le telecomunicazioni, il governo ha pensato di riformare una legge del 1964 Scrap Metal Dealers, che regola il mercato della compravendita di metalli per tentare di porvi un argine. Proprio per tali ragioni il paese d’oltre Manica sta valutando di istituire apposite licenze per i concessionari dei rottami di metallo vietando loro di pagare in contanti i fornitori e aumentando i poteri di polizia che consentiranno il ritiro delle licenze e la chiusura delle rivendite che non rispettano la legge Per Giovanni D’Agata, componente del Dipartimento Tematico Nazionale “Tutela del Consumatore” di Italia dei Valori e fondatore dello “Sportello dei Diritti”, alla luce di quanto accade anche in Italia,è necessario un giro di vite su tale settore sulla falsariga di quanto sta facendo la Gran Bretagna, ritenendo che le misure che si stanno adottando in quel paese possano costituire un deterrente efficace tale da limitare consistentemente il fenomeno.

In libreria il romanzo di Sergio Siragusa “La mia vita incasinata”

È quanto accade a Matteo Landi, disegnatore pubblicitario di mezza età, che, ricercato per tentato omicidio, inaugura una vorticosa fuga in giro per il mondo con una nuova identità. Divenuto Joe Castiglione, consacra i propri giorni all’imprevedibilità degli eventi, coltivando quotidianamente l’espediente e lasciandosi coinvolgere in una girandola di incontri ed esperienze. Camaleontico e irruento, il novello Joe è abituato ad affrontare tutto con spirito machiavellico e un velo di cinismo. Ma i guai non sono finiti: costretto a cambiare nome una seconda volta per essersi cacciato nuovamente in un brutto affare, il protagonista – che ora veste i panni di Samuel Shamiso – giunge infine in Israele, dove sembra porre fine alle proprie peregrinazioni. Siragusa scardina il tradizionale motivo del viaggio come recupero delle proprie radici e ricerca dell’identità. Il personaggio del romanzo, infatti, allontanatosi inesorabilmente dalla sua terra d’origine, assiste alla molteplice frammentazione di sé. Marvin Landi, Joe Castiglione, Samuel Shamiso: tre vite, una sola persona. Sergio Siragusa nasce a Palermo nel 1934. Dopo la laurea in Giurisprudenza decide di dedicarsi allo studio delle pietre preziose. Consegue il diploma di gemmologo ed esercita quest’attività tra l’Italia e gli Stati Uniti, dove lavora anche come rappresentante di orologi. Da quando è in pensione si dedica a scrivere e a dipingere. “La mia vita incasinata” è il suo romanzo d’esordio.

Ponte Messina: risorse da destinare altrove

“La mozione di Italia dei Valori parla chiaro ed il governo l’ha accolta. Il Ponte sullo Stretto è un’opera faraonica ed inutile. Destinare i fondi di tale mostruosità al trasporto pubblico locale non è solo giusto ma sacrosanto. Ora spetta al Governo sciogliere i nodi delle loro contraddizioni evidenti” lo dichiara in una nota Antonio Borghesi, vicepresidente del gruppo IDV alla Camera. “La riformulazione, con aggiunta, proposta dal viceministro Misiti, era assolutamente inutile perché Italia dei Valori è stata così responsabile dal dare al governo due suggerimenti su dove reperire le risorse economiche necessarie. Era già scritto nella nostra mozione che si trattava di indicazioni non vincolanti ma il governo ha detto si. Insomma, in poche parole, sono caduti nella trappola e sotto il peso di una maggioranza ogni giorno appesa ad un filo” aggiunge Borghesi. “Noi rivendichiamo, con orgoglio, il merito di aver posto rimedio e trovato una soluzione, fattiva ed operativa, ai tagli dissennati del governo delle risorse alle regioni per il trasporto pubblico locale” spiega il vicepresidente dei deputati IDV. “Grazie alla nostra mozione, oggi il governo si è impegnato a recuperare un miliardo e mezzo di euro per il trasporto dai fondi per il ponte sullo stretto: lo faccia, per una volta andrebbe nella giusta direzione e onorerebbe le aule di questo parlamento troppe volte bistrattato e umiliato dai colpi di fiducia” conclude Borghesi.

Ricordo della liberazione di Predappio

Era il 28 ottobre 1944 quando le truppe del Secondo corpo d’Armata polacco inquadrate nei ranghi dell’Ottava Armata Britannica prendevano ufficialmente possesso di Predappio, quei soldati che avevano risalito la penisola combattendo valorosamente da Montecassino ad Ancona fino a Bologna e che lasciarono ufficialmente Forlì il 15 novembre 1947. E non fu di certo un caso che la liberazione del paese natale di Mussolini sia stata fatta coincidere con l’anniversario della “marcia su Roma”del 28 ottobre 1922. Quel 28 ottobre acquistò un potente valore simbolico che venne esaltato dalla propaganda di guerra come segno del destino; anche se a Predappio si ricorda che di fatto la liberazione avvenne già alcuni giorni prima.Oggi, A 67 anni di distanza, ricordare questo anniversario non è soltanto rendere un doveroso tributo di riconoscenza alla memoria di tutti coloro che, con il loro sacrificio e, spesso, a costo della loro vita, hanno gettato le basi per quella convivenza civile, più umana e più giusta nelle quali le generazioni successive hanno avuto la fortuna di vivere. E’ anche il momento per ricordare che libertà, democrazia, pace, rispetto dell’uomo e tutela dei diritti umani, non sono qualcosa che, conquistato una volta, è acquisito per sempre; al contrario, sono valori che per essere conservati esigono una azione quotidiana, giorno dopo giorno, per procedere avanti sulla via del progresso, della tolleranza e della democrazia. Ma la questione non è chiusa. Come ha faticosamente fatto la Germania col suo passato, anche noi, a Predappio, dobbiamo riconoscere tutta la nostra storia, compresi i crimini compiuti dentro e fuori i confini nazionali. Smettendo di usare la Storia in modo strumentale – per motivi politici contingenti – ed allo stesso tempo rispondendo seriamente a tutti i tentativi di rimozione o giustificazione di un passato che non è possibile giustificare, ma che anzi è da ricordare, affinché non si ripeta.E ci indigniamo di fronte a quei nostalgici che si ostinano a rivendicare con orgoglio il proprio passato di fascisti, che ogni anno indicono il 28 ottobre una processione per le vie del paese per celebrare quel 28 ottobre 1922. A Predappio, i predappiesi, vogliono ricordare e commemorare il 28 ottobre, sì, ma il 28 ottobre del 1944. E ai giovani che, citando Bertold Brecht, sono “scampati a quei tempi bui”, a loro che non hanno, come me, conosciuto la tragedia del fascismo e della guerra, ma che hanno avuto la fortuna di conoscere, ascoltare, dialogare con i testimoni diretti di quei fatti, a loro, o meglio a noi, sta ora ricordare. Senza retorica, con onestà, senza se e senza ma, aperti ad ogni ricerca. Ricordare e trasmettere il ricordo alle generazioni che verranno. Affinché i morti per la libertà siano sì, ormai, sepolti, ma restino vivi ed attuali i valori che li motivarono ed il loro messaggio di dignità e democrazia.

Twelve UNAOC fellows from Europe and North America arrive in the Middle East

From the Maghreb to the Gulf peninsula, twelve young leaders are now embarking on a journey across a region where history is unfolding. Every single day of the program is going to be rich in learning and in exchanges. The UNAOC’s Fellowship Program focuses on creating opportunities for young leaders, across the Arab world and the West, to increase mutual understanding through experiential learning and direct interaction with civil society.Last month, fellows from the Middle East and North Africa travelled to the US and Europe to meet leaders from international organizations, civil society, media, and political institutions. “The Arab Spring opens a new window of opportunity to overcome tensions and stereotypes between the Arab world, Europe and the US and to build a new momentum based on trust and understanding . This is exactly the aim of the Fellowship program”, said Jean Chrisophe Bas, UNAOC Senior Advisor for Strategic Development and Partnerships. With its first stop in Rabat, Morocco, the second group will meet with some of UNAOC’s partners, including representatives of ISESCO, the National Council of Human Rights, and the British Council. The fellows will also have an opportunity to engage directly with leaders of Moroccan civil society about ongoing changes in the country. From there, the group will fly to Egypt where they will meet with the Arab League, a close UNAOC partner, alongside journalists and young leaders involved in shaping the future of the region. Through a number of seminars focused on intercultural dialogue, the fellows will also have the opportunity to talk and exchange their views with their hosts on the current events in the Arab world. Beyond the meetings and conferences which will serve as a platform for exchanges and debates, the fellows will also be given a chance to experience the richness of the country through visits to cultural and historic sites. The group’s final stop will be Qatar, a state that has emerged as a key player in the recent events that are transforming the region. Notably, Qatar will also host the 4th UNAOC Annual Forum December 11-13 of this year.Bringing back home their experiences, the fellows of both groups will become part of a larger network of young leaders.
The UN Alliance of Civilizations was established in 2005 as an initiative of the UN Secretary General, under the cosponsorship of the President of the Government of Spain and the Prime Minister of Turkey. It emerged out of a conviction that, in order to achieve sustainable peace, long-standing divisions and misperceptions between cultures need to be addressed. In April 2007, Secretary-General Ban Ki-moon appointed Jorge Sampaio, former President of Portugal, as High Representative for the Alliance. Under his leadership, the Alliance promotes dialogue that delivers change on the ground. It is supported by a growing Group of Friends of 128 governments and international organizations. The UNAOC is also involving many other partners.

Approvato bilancio comunitario

Il Parlamento vuole un bilancio comunitario per il 2012 per stimolare di crescita, innovazione e occupazione nell’Unione e sostenere lo sviluppo e la democrazia nei paesi vicini, come emerge dalla votazione di mercoledì sulla posizione dei deputati in vista dei negoziati per il bilancio del prossimo anno. Dal punto di vista generale, il Parlamento ha deciso di ripristinare il livello di spesa proposto dalla Commissione, dopo i tagli effettuati dal Consiglio a luglio. La posizione del Parlamento prevede un aumento dei pagamenti del 5,2% rispetto all’anno in corso, con il risultato di un bilancio di €133,1 miliardi. La risoluzione è stata adottata con 431 voti a favore, 120 contrari e 124 astensioni. Un periodo di 21 giorni, detto di conciliazione, inizia a novembre, con riunioni della commissione bilanci già previste per l’8 e il 18 novembre e quelle di “trilogo” per il 3, il 10 e il 14 dello stesso mese. Se il Parlamento e il Consiglio raggiungono un accordo durante questo periodo, il bilancio definitivo potrebbe essere approvato durante la sessione plenaria di dicembre a Bruxelles (30/11 e 01/12).
Le categorie di spesa che vedono gli aumenti più considerevoli sono Ricerca e sviluppo (+8.8%) e i Fondi di coesione e strutturali (+10.35%): questa scelta è dovuta al fatto che queste politiche prevedono investimenti a lungo termine, che erano parte del Quadro finanziario multi annuale, e gli impegni presi in precedenza devono ora essere onorati. Un’altra categoria di spesa per cui il Parlamento vuole un aumento è Libertà, sicurezza e giustizia (+6.84%) a causa della crescente necessità di controllare i flussi d’immigrati e di rifugiati e il pattugliamento marino nel Mediterraneo. Per la categoria A1, “Competitività per crescita e occupazione” e la categoria 4 “L’UE come attore globale” il Parlamento vuole invece spendere un po’ di più di quanto proposto dalla Commissione.
Il Parlamento non è invece d’accordo a finanziare il programma di fusione nucleare ITER con i fondi previsti per Ricerca e sviluppo con il 7° Programma quadro, come proposto da Commissione e Consiglio. Poiché il megaprogetto ITER è stato approvato all’interno dell’attuale Quadro finanziario, i deputati ritengono che debba essere finanziati con soldi freschi, e non con quelli già previsti per altri progetti di ricerca.Per la politica che ha come obiettivo quello di ridurre le differenze di sviluppo fra le regioni europee, il Parlamento ha ripristinato il progetto di spesa presentato dalla Commissione, tagliato in seguito dai ministri per le finanze.
Il Parlamento ha deciso di aggiungere €250 milioni ai fondi d’emergenza per il settore frutta e verdura per prevenire possibili crisi future come quella dell’anno scorso del batterio killer dell’ehec e per compensare gli agricoltori per le conseguenze finanziarie di altre crisi.
Il Parlamento non è d’accordo con i tagli proposti dal Consiglio sul Fondo per i rifugiati, sul Fondo per i rimpatri e sul Fondo per le frontiere esterne (-€45 milioni) e propone invece un aumento per il bilancio dell’agenzia per il controllo delle frontiere esterne Frontex con una riserva di €25 milioni poiché, affermano i deputati, tali fondi potrebbero rivelarsi necessari per il pattugliamento delle acque del Mediterraneo e per rinforzare la sorveglianza al confine greco-turco. Appena il mese scorso, il Consiglio si era detto d’accordo per un aumento nel bilancio 2011 per queste politiche e i deputati ritengono che l’anno prossimo le necessità potrebbero non cambiare.
I deputati hanno approvato un aumento di €100 milioni in aiuti alla Palestina, al processo di pace in Medio Oriente e al fondo per i rifugiati palestinesi dell’ONU (UNRWA). Altri aumenti, meno consistenti, sono stati approvati in questa categoria: €27 milioni per gli strumenti di cooperazione per Asia e America latina, €3 milioni per le missioni di osservazione elettorale e altri €3 milioni per la comunità turco-cipriota. Per reperire i fondi necessari, i deputati hanno approvato dei tagli alla missione UE di polizia in Afghanistan e alla linea di bilancio per le misure d’emergenza nell’ambito della politica estera dell’Unione.
Il relatore per il bilancio amministrativo del Parlamento e delle altre istituzioni José Manuel Fernandes (PPE, PT) ha proposto ulteriori tagli al bilancio del PE, con un modesto aumento al di sotto dell’inflazione pari all’1,44%. Tale cifra copre anche le nuove e numerose attività da finanziare, rispetto a quest’anno. In particolare, si tratta delle spese legate all’arrivo dei 18 deputati extra, previsti dal Trattato di Lisbona: se si esclude questa voce, l’aumento di bilancio per l’anno prossimo sarebbe di solo lo 0.8%. Per diminuire le spese, i deputati vogliono abbassare i costi di traduzioni e interpretazioni, attuando delle modifiche all’organizzazione del settore, e tagliando le spese di viaggio, per esempio riducendo il numero di viaggi effettuati in business class. Tutte le indennità saranno congelate ai valori del 2011.
